How Telecom Operators Can Prepare Their Networks for 6G FR3

FR3 could add capacity in some 6G network scenarios, but spectrum allocation and equipment are not settled. Here is how operators can prepare without treating a candidate band as a deployment commitment.

Operators can prepare for 6G FR3 now by tracking national spectrum policy, mapping incumbent users and coexistence constraints, identifying where extra capacity is needed, and planning how existing sites and 5G networks could support the transition. They should treat FR3 as a candidate spectrum range—not as a globally allocated band or a settled equipment specification.

What FR3 means—and what is not settled

A 2025 brief from the Swedish Institute of International Affairs describes the 3GPP-referenced FR3 range as 7.125–24.25 GHz. That is a broad candidate range, not a single contiguous block available to mobile operators everywhere. The brief notes that prospective FR3 spectrum is fragmented and that other services create coexistence challenges, with implications for radio hardware.

Availability therefore depends on the jurisdiction and the particular frequencies under consideration. Before treating any part of the range as deployable, operators need to understand national assignments, incumbent services, sharing conditions and regulator plans. A frequency being discussed for 6G does not mean it has been cleared for mobile use.

Standards work is also in progress. 3GPP Release 20 records include 6G study reports on radio, architecture, and management and orchestration. Those records establish ongoing study work; they do not establish a final global 6G specification, FR3 band plan or commercial FR3 radio design.

What FR3 could contribute to a network

The Swedish Institute brief positions FR3, also described as upper mid-band, as a possible capacity layer for urban areas. It notes that larger antenna arrays may be attractive at these frequencies because more antenna elements can fit on a comparable physical surface than at 3.5 GHz. This is a potential design advantage, not evidence of a measured operator outcome. The same range’s fragmentation and coexistence constraints must be assessed alongside any capacity opportunity.

FR3 should be considered in relation to existing lower and mid bands and to localized mmWave deployments. The European Radio Spectrum Policy Group (RSPG) says mid-bands can support coverage and capacity while reusing existing base-station sites. It describes mmWave as an option for very high-capacity localized settings, such as dense venues or industrial use, rather than an economically feasible way to provide seamless wide-area coverage. These are European policy findings, not universal cost or performance estimates.

Planning option Coverage and capacity role Site implications Main uncertainty
Existing lower and mid bands, including refarming Broad coverage and capacity using available resources Existing sites may be reused; refarming or additional sectors may be needed National refarming rules and incumbent constraints, as discussed by the RSPG (2025)
Candidate FR3 upper mid-band Potential additional capacity, particularly in urban areas Site reuse may be possible, subject to local propagation and network design Regional allocation, fragmented blocks, coexistence and equipment maturity (Swedish Institute brief, 2025; RSPG, 2025)
Localized mmWave layer Very high capacity in selected dense locations Broad coverage would require many sites; deployment is more suited to specific hotspots Economics, indoor coverage and the deployment context (RSPG, 2025)

How to prepare in practical stages

  1. Build a jurisdiction-specific spectrum inventory

For each operating market, track regulator consultations, national positions, existing assignments and incumbent services across the candidate range. Include relevant regional preparations for WRC-27. Record which blocks are under discussion, which users could be affected, and what national decisions would be required before mobile deployment. Keep this inventory market-specific rather than assuming a common global allocation.

  2. Model fragmentation and coexistence

Map candidate blocks against incumbent services and possible sharing requirements. Assess how non-contiguous assignments could affect radio design and deployment choices, and identify what evidence is needed to narrow those choices. The available policy material identifies coexistence and hardware implementation as challenges but does not prescribe a universal mitigation solution; operators should not assume one design will fit every market.

  3. Separate coverage needs from capacity hotspots

Use traffic patterns and geography to identify dense urban areas, venues or industrial settings where additional capacity might be justified. Compare candidate options in terms of coverage, capacity, indoor reach, site density and ecosystem availability. Preserve broad-coverage planning around lower and mid bands rather than treating a prospective FR3 layer as a replacement for them.

  4. Plan the 2026–2030 bridge

Evaluate 5G densification, spectrum refarming and reuse of existing sites while future spectrum rules and standards evolve. In its 2025 strategic vision, the RSPG said it foresaw no additional harmonised bands becoming available in Europe before 2030 and noted that some operators may need to densify existing 5G networks. It also identified permitting and passive infrastructure as potential delays for new sites. The report says adding bands to existing sites may have a smaller environmental impact than constructing new locations.

  5. Gate procurement on actual maturity

Align decisions on radios, antennas, transport and management systems with national spectrum rules and relevant 3GPP milestones. Distinguish preparatory work—such as requirements analysis and scenario planning—from commitments that depend on a defined band plan or equipment ecosystem. The cited 3GPP study records do not establish a final FR3 procurement specification.

How to interpret the 6G timeline

The RSPG’s 2025 report set a European policy target for enabling initial 6G network launches in 2030 and said a European spectrum roadmap was to be developed in 2026–2027. The report states: “The target for technology development and spectrum implementation is set to enable network launch in 2030.” This is a European planning target, not a guarantee that every market or operator will launch in that year. National spectrum decisions, incumbent protection, standards and equipment availability remain material to any deployment schedule.
