How Technology Can Make Learning Easier—When the Tools Fit

Technology can support learning by improving access, practice, communication, and feedback. The right tool depends on the barrier and needs practice to work well.

Technology can make learning more accessible by changing how information is presented, how learners communicate and practice, and how they receive feedback. The useful tool depends on the barrier: text-to-speech may help with reading access, while collaboration tools, personalized materials, or simulations address different tasks. A tool is not a shortcut or a guarantee of better results; learners often need instruction and practice to use it effectively.

Start with the learning barrier, not the gadget

“Difficulty learning” can describe many different situations, from struggling to access written material to needing more practice, clearer feedback, or a way to participate in a class. It is not a diagnosis. Begin by identifying the task that is hard and what gets in the way, then look for a tool that addresses that specific barrier.

CAST’s Universal Design for Learning guidance describes barriers that can involve language, literacy, executive functioning, sensory processing, attention, temporary injury, internet or physical access, or inconsistent learning environments. These are examples of access considerations, not a checklist for diagnosing a learner. Accessible materials and assistive tools can support access, participation, and progress when they fit the person and learning environment. CAST explains how accessible design can reduce barriers to learning.

  • If reading a prompt is the obstacle, consider an audio option such as text-to-speech.
  • If the challenge is participating or exchanging ideas, consider communication and collaboration tools.
  • If a learner needs structured practice or clearer indications of progress, consider digital resources with relevant feedback or self-monitoring supports.
  • If a task involves complex problem-solving, a simulation may offer a way to explore it interactively.

These are categories to investigate, not universal prescriptions. A learner’s device, content, access needs, comfort, and existing instruction all affect whether a tool is usable.

What different learning technologies can do

The What Works Clearinghouse (WWC) practice guide for postsecondary learning, released in May 2019, covers several ways technology can support instruction. Its recommendations have different evidence ratings, so they should not be treated as equally established or as proof that a particular product will work for an individual.

Technology approach Potential learning support WWC guide evidence rating
Communication and collaboration tools Support interaction among learners and between learners and instructors. Minimal evidence
Varied, personalized digital resources Offer different digital materials suited to learners’ needs and learning activities. Moderate evidence
Technology that models or fosters self-regulated learning Help learners engage with and monitor their own learning. Moderate evidence
Technology for timely, targeted feedback Give learners feedback connected to a particular response or task. Moderate evidence
Simulations for complex problem-solving Let learners work through complex problems in a simulated setting. Minimal evidence

The ratings describe the guide’s evidence for its recommendations, not a ranking of products or a promise of individual results. The guide is about postsecondary student learning, and its publication date matters when interpreting it. Read the WWC postsecondary technology practice guide.

Make reading and interaction accessible

Text-to-speech and audio access

Text-to-speech can make written prompts available through audio. Whether it helps depends on the learner, the material, the task, and how the feature is used. It is worth practicing deliberately rather than assuming that simply switching it on will solve a reading difficulty.

In a discussion of research on the NAEP digital math assessment, the Institute of Education Sciences (IES) reports that about two-thirds of students with disabilities in the assessment context did not use text-to-speech. It also reports that digital pencil use was below 10% on most math items. These figures concern that assessment research; they are not rates for all students or evidence that the tools are ineffective. The IES discussion notes that sustained and fragmented use patterns may relate differently to performance in the described context. IES discusses the gap between having assessment tools and knowing how to use them.

Communication and collaboration

Digital communication and collaboration tools can give learners ways to interact with one another and instructors. That can support participation, but access to a tool alone does not guarantee useful exchange. The activity, expectations, and support for using the tool matter.

Assistive technology and accessible content

Assistive technology can support navigation, interaction, or composition, while accessible digital content can reduce barriers in the materials themselves. These supports work best when the learning environment does not block access to assistive technology and when learners receive support using the tools. CAST’s UDL guidance on assistive and accessible technologies emphasizes optimizing access to both tools and materials.

Use practice and feedback to turn access into a usable skill

IES’s discussion of assessment tools highlights an important distinction: a tool may be available without a learner knowing when or how to use it. Its guidance recommends modeling the tool, providing guided practice and feedback, and allowing learners to practice during regular learning before a high-stakes assessment. It also recommends checking how a tool was used and whether it helped.

  1. Show the tool in the relevant task. Demonstrate how to access it and what it can do, rather than relying on learners to discover its functions.
  2. Practice in ordinary learning activities. Give the learner a chance to use it when the stakes are low and the material resembles the real task.
  3. Give specific feedback. Help the learner adjust how and when the tool is used.
  4. Check usefulness against the goal. Notice whether the tool improved access, participation, practice, or understanding—not merely whether it was opened.

This implementation guidance comes from an education and assessment context. Its practical value is the broader lesson that access, instruction, and follow-up belong together; it does not establish that one approach works for every age group or learning situation.

Choose and adjust a tool around the learner

Before adopting a technology, consider these questions with the learner and, where relevant, an instructor or support professional:

CAST’s July 24, 2026 white paper draws on feedback from 24 district leaders and assistive-technology users. It emphasizes usability, professional learning, alignment with systems, and participatory design. The contributors’ feedback is implementation guidance, not an effectiveness trial, but it reinforces why a learner’s own experience with a tool matters. Read CAST’s lessons from the field on assistive technology in schools.

Technology can lower barriers, widen access, and support practice—but it cannot by itself identify why someone is struggling or ensure learning. Treat a tool as one part of instruction and support, then judge it by whether it helps the learner do the actual task.
