How Supermarket Grocery Prices Are Surveyed

UK grocery inflation draws on both direct price checks and retailer sales data. Here’s how statisticians compare products, handle promotions and build an index.

Supermarket prices are measured using a mix of in-store price checks and retailer transaction data. In the United Kingdom, the Office for National Statistics (ONS) is bringing grocery scanner data into its consumer price statistics while continuing manual collection for parts of the market. That means the published inflation figure is built from many observations—not one price tag or a simple average of everything on a shelf.

How UK statisticians collect grocery prices

The ONS combines two kinds of evidence: prices observed by collectors in stores or online, and aggregated sales data supplied by retailers. The balance is changing as scanner data are introduced; it is not a system in which every UK grocery price already comes from a checkout record.

In its January 2026 overview, the ONS said scanner data initially covered around 50% of the UK grocery market. It contrasted approximately 300 million scanner-derived price points, based on sales of more than a billion units per month, with about 25,000 prices collected directly each month. Manual in-store and online collection continues for the remaining grocery market. These are ONS figures for the UK rollout described in January 2026, not a standard for other countries or a permanent coverage level. What a scanner record contains

Retailer data are aggregated rather than being a record of an individual shopper’s basket. A record can summarize how much of a product was sold, and the expenditure on it, at a particular outlet over a period such as a week. It does not identify personal customer information. Dividing expenditure by quantity gives an average transaction price: the average amount paid across the recorded sales, rather than necessarily the shelf price any one shopper encountered.

When observations are collected

Because grocery scanner data are generally supplied in weekly aggregates, the ONS uses the first three full weeks of each month. A week that straddles two months cannot be assigned cleanly to either one. Using full weeks also provides a consistent monthly definition across retailers and time to scrutinize the data. This is the ONS schedule for this grocery method, not a universal practice.

How prices are made comparable

A price comparison is meaningful only when the items and outlets being compared are sufficiently alike. A smaller pack can cost less in cash while costing more per gram; a recipe, quality, package or quantity change can also make a product’s price history misleading if treated as an unchanged item.

Pack size and product changes

The ONS adjusts grocery prices for package size so that comparisons can be made on a per-unit basis, such as price per gram, rather than treating every can or multipack as equivalent. Its methods also account for different weight types and include processes for product relaunches, where recipe, packaging, quality or quantity may have changed. Outlet type

The ONS distinguishes supermarket observations from convenience-store observations instead of treating the two outlet types as interchangeable. This helps avoid reading a shift in the mix of stores as if it were simply a change in the price of the same shopping experience.

Do grocery inflation figures include loyalty-card prices and promotions?

They can, when those prices are reflected in the retailer data. ONS local price collection can capture a discount when the collector knows the price paid, but has historically not generally included loyalty-card or multi-buy offers when it cannot establish how many shoppers pay each price. Scanner data can reflect the average transaction price across purchases, including loyalty and multi-buy discounts supplied by retailers. Including more discounted transactions does not automatically make the measured inflation rate lower. Inflation is about how prices change over time, not whether the average price level is low. The effect depends on whether the newly observed discounted prices rise more slowly or more quickly than other prices. Scanner and manual estimates also differ in timing, store coverage, discount treatment and breadth of products, so a difference between them cannot necessarily be attributed to promotions alone.

How observations become an inflation index

The published inflation rate is not the arithmetic average of all shelf prices or scanner records. Statisticians first construct representative prices and quantities, then combine price changes into an index using a formula that reflects the relative importance of products.

For scanner data, the ONS uses a GEKS-Törnqvist multilateral index with a 25-month window and a mean splice in its published extension method. In practical terms, a multilateral method compares prices across overlapping periods and can accommodate products entering or leaving the market. That reduces the need to make a fresh manual replacement decision every time a product disappears—an increasingly difficult task when data cover millions of price observations. ONS: How multilateral index methods help us understand grocery scanner data

Price-level and inflation-rate questions are therefore different. A discounted transaction may lower the average amount paid for an item; the index tracks how comparable prices move between periods and aggregates those movements. The mix of products, outlets, quantities and observed offers matters to that calculation.

What differs between countries and methods?

There is no single worldwide grocery-price survey design. Agencies combine sampled price observations and retailer transaction data in different ways, so a method described for the UK should not be assumed to apply elsewhere.

Approach or example How prices are observed What that means for comparison
UK ONS grocery approach Scanner data alongside continued manual collection; January 2026 ONS overview said scanner data initially covered around half of the UK grocery market. Transaction averages can reflect supplied loyalty and multi-buy prices; coverage, timing and outlet mix differ from manual observations.
U.S. BLS sampled-item approach The Bureau of Labor Statistics selects geographic areas, outlets based on where households shop, and representative items within categories. It describes selecting a particular apple variety and grade to represent apples in a supermarket; food-at-home prices are collected monthly. Price changes are weighted by spending importance. Specialists review changes, including product size or quality differences. This is a U.S. comparison, not the ONS procedure. BLS: Consumer Price Index Frequently Asked Questions
Australian CPI sources The Australian Bureau of Statistics says supermarket scanner data are among the sources used for grocery prices; its methodology describes monthly collection scheduling and weekly transaction data. Scanner feeds are one source, not evidence that every Australian grocery price comes from transaction records. ABS: Consumer Price Index, Australia methodology, May 2026

What scanner data can and cannot show

Transaction data can broaden the number of observed sales and show average prices actually paid across the data supplied. But the resulting measure still depends on which retailers provide data, which products and outlets are represented, the period covered and how product changes are handled.

Refund records are not consistent across scanner suppliers. The ONS says refunds account for a very small share of grocery expenditure and expects their effect on the index to be negligible, while noting that returned goods are outside the conceptual scope of a consumer price index. This is a data-quality issue, not a reason to interpret the published series as a perfect record of every shopper’s final net spend.
