Publishers and developers—called partners in Steamworks—choose and manage prices; Steam provides regional pricing recommendations, currency and region-group tools, and rules that can constrain discounts. That is why a game’s regional price can differ from a live exchange-rate conversion, and why a low starting price may limit how far a sale can go.
Who sets a game’s Steam price?
The game’s Steam partner sets and manages its prices, including regional prices and discounts. Steamworks provides tools for configuring those prices and recommends adjustments, but the recommendations are not a mandatory formula. Valve reviews initial prices and proposed adjustments; Steamworks says processing usually takes one or two business days. That is an estimate, not a guarantee of approval or a promise that every input error will be caught. Steamworks pricing documentation puts it plainly: “Partners on Steam are responsible for choosing and managing pricing for their products.”

A publisher can use Steam’s suggested regional prices as a starting point and accept or adjust them. The final price therefore reflects both the conversion approach and the partner’s decision.

Why do Steam prices vary by region?
Exchange rates are only one possible input. Steamworks describes three ways to convert a price into other currencies and markets:

Steamworks describes the multi-variable method this way: “This method takes into account multiple factors for each currency, including local purchasing power, the expected cost of comparable entertainment goods, and exchange rate.” These methods produce recommendations, not proof that publishers use one method consistently or accept every suggested amount. The pricing explorer says its conversion methods use public data as of January 2026. Steamworks’ regional-pricing documentation explains the methods.
Which currencies and regional price groups does Steam use?
Steamworks’ pricing documentation lists 37 currencies and four regional USD price groups. A country without local-currency pricing may see prices in US dollars; countries geographically in Europe generally use euros instead. Steam also supports shared regional prices denominated in USD for certain markets without local pricing. These are documented groups, not a complete map of all regional price differences, and neighboring countries do not necessarily share a store currency.

How minimum prices affect discounts
Steam has currency-specific minimums. Steamworks documents a minimum base price equivalent to its multi-variable conversion for the $0.99 USD tier, as well as a minimum transaction price roughly equivalent to $0.49 USD. These are platform thresholds, not guarantees that a local price will match the US equivalent.
The minimum can limit the sale price a publisher may set. Steamworks gives these examples: a game at the $0.99 tier can discount by up to 50%; one at $1.99 can discount by up to 75%; and one at $4.99 can discount by up to 90%. They illustrate the effect of minimums, not a universal conversion table for every currency. If a base or discounted price falls below the applicable minimum in a currency, the game may become unavailable to buy in countries using that currency. What rules govern Steam discounts?
Steam’s general discount rules set limits on discount size, length, and timing. The partner’s regional prices still matter: a discount must not push a currency price below its minimum transaction threshold.
- Ordinary discounts are generally at least 10% and no more than 95%.
- A launch discount cannot exceed 40% and must last at least seven days. General discounts can last from one to 14 days.
- A product generally cannot be discounted within 30 days of another discount.
- A product cannot be discounted within 30 days of release, within 30 days after a price increase in any currency, or within 30 days after its launch discount ends.
- Discounts of 20% or more may trigger wishlist notifications.
Major seasonal-sale discounts are an exception to the ordinary discount cooldown: a seasonal discount neither has to wait 30 days after another discount nor starts that ordinary cooldown. This exception applies to a discount entered for the seasonal sale, not a separate custom discount merely scheduled for the same dates. It does not remove the 30-day restrictions following release or a price increase. Steamworks’ discount rules explain the general limits and seasonal-sale exception.

How Steam seasonal sales work
Steamworks describes four Steam-wide seasonal sales each year. Released games can participate if they meet the timing rules; the ordinary discount cooldown does not by itself prevent a seasonal-sale discount. A seasonal discount of at least 20% automatically triggers an email notification to players who have wishlisted the game. Participation does not guarantee placement in Steam’s “specials” areas, where visibility depends on factors including tags, popularity, and recommendations.
The official calendar listed these dates when accessed on October 7, 2026:

Dates can change; check the Steamworks seasonal-sale calendar and participation rules for current details. In general, a game must have been released at least 30 days before a sale, and release or price-increase cooldowns can still prevent a discount. If a price-introduction cooldown expires during a sale, Steamworks says the partner can manually enter a discount after it ends.
