How Starlink Availability Depends on Spectrum Rules and Local Licensing

Starlink availability depends on more than satellite coverage: local authorization, address-level service status, installation rules, and use-specific approvals all matter.

Starlink satellites may be able to reach a location even when Starlink cannot offer service there. Availability depends not only on satellite coverage, but also on the company’s authorization to provide service in the relevant jurisdiction, the status of the service address, and—in some cases—separate rules for installing or using the equipment. Check the address in Starlink’s availability map, then verify the requirements for your country and intended use.

Why satellite coverage does not guarantee Starlink service

A satellite signal reaching an area is a technical fact; permission to offer service there is a separate question. Starlink’s availability map distinguishes areas where service is available from areas that are pending, including those “Pending service coverage or regulatory approval.” That status does not by itself say which approval is outstanding or when it will be granted.

Starlink’s terms also make service conditional on obtaining and maintaining necessary governmental authorizations. The map and terms therefore describe different parts of the availability question: the map shows whether service can be ordered for a location, while the terms recognize that operating authority is required.

Availability is specific to the service address

A country-level impression is not enough to establish whether a particular home or business can order service. Enter the exact address in Starlink’s official availability map and review the plans or service options shown for that location. Availability and offered plans can differ by address, and a general satellite footprint does not establish local ordering availability.

What spectrum rules and local licensing mean

“Starlink spectrum license” is not a reliable description of one universal permission that covers every country and use. Depending on the jurisdiction and service, relevant questions can include spectrum rights, approval of user terminals, telecommunications authorization, or permission for the service to operate in the country. The legal categories and responsible authorities vary; the available official Starlink material establishes the need for governmental authorization but does not identify the exact license or regulator for every country.

For a country-specific answer, consult that country’s communications regulator and its current rules or authorization records. Do not infer that Starlink is authorized because satellites pass overhead, service is offered in a neighboring country, or a kit can be purchased.

How to check whether you can use Starlink

  1. Check the address: Enter the service location in Starlink’s official availability map. Note whether the map shows service as available or pending, and review the service options listed for that address.
  2. Read the applicable terms: Check Starlink’s current terms for your country or region. The relevant terms may require Starlink to obtain and maintain governmental authorization.
  3. Verify local operating authority: For the legal status of spectrum use or service provision, consult the current records or rules of the national communications regulator. The responsible authority and applicable authorization cannot be identified without knowing the country.
  4. Check the installation location: If the dish will be installed on a roof, rented property, or shared building, confirm applicable building, zoning, permit, lease, landlord or owner, and association requirements.
  5. Check the intended use: If you plan to use Starlink while moving, verify the rules for the specific kit, service category, country, and type of travel before relying on ordinary residential availability.

Why mobile and maritime use need separate checks

Permission to use Starlink at a fixed address does not establish permission to use it on a moving vehicle, vessel, or aircraft. Starlink’s terms limit in-motion use to designated kits and countries or use categories with required approvals. Its support information says eligible plans may serve users in international waters, while use on land and in territorial waters depends on local government approval.

Check the precise setting rather than treating “travel” as one category. A route may involve stationary land use, land mobility, territorial waters, international waters, or aviation, each of which can have different service and authorization conditions. Verify both the specific Starlink kit or plan and the applicable country or use category.

Installation permission is a separate issue

Even when service is available and authorized, the customer may still need permission for the physical installation. Starlink’s terms assign customers responsibility for applicable building codes, zoning rules, association rules, lease obligations, landlord or owner approval, permits, and related requirements. These restrictions concern where and how equipment can be installed; they do not establish whether Starlink is authorized to provide service in the country.

What buying a Starlink kit does—and does not—establish

A Starlink kit is receiving equipment, described in Starlink’s specifications as including a user terminal, Wi-Fi router, power supply, and mount. Possessing the hardware does not itself provide the governmental authorization required for service, nor does it confirm that service can be ordered at a particular address. Check local availability and authorization before treating a kit purchase as proof that the service can legally or practically be used.
