Spain’s housing shortage is pushing some hotel employers—especially in the Balearic and Canary Islands—to find places for workers to live, from hotel rooms and rented apartments to proposed employee residences. These are company-level responses, not a standard benefit across the sector, and reported projects should not be mistaken for completed housing.
Why housing has become a hotel staffing issue
When workers cannot find an affordable long-term rental near a resort or island workplace, accommodation becomes part of the practical challenge of recruiting and keeping staff. The pressure is especially visible in tourist destinations where housing supply is tight and tourism demand is high.

The wider supply gap is substantial: the OECD reported that Spain issued 345,000 building permits in 2022–2024, compared with net household creation of 604,000 over the same period. It also cited a Bank of Spain estimate of a housing shortage close to 600,000 homes over 2022–2025. Those are national housing figures, not counts of hotel workers without homes. The OECD’s 2025 Spain survey discusses the supply and rental-market pressures.
The strain is unevenly distributed. Banco de España’s 2025 Annual Report put tourist dwellings at around 10% of Spain’s rental market, while noting much higher concentrations in some tourist-area centres. That does not establish that tourist lets alone caused Spain’s national shortage; it helps explain why housing pressure can be particularly acute in certain local markets. Banco de España’s Annual Report 2025 describes that geographic variation.

How hotels are housing workers
A 14 July 2025 report by EL PAÍS described a range of approaches, with examples concentrated in the Balearics and Canaries. Arrangements differ in who pays, which workers can use them, whether they are seasonal or longer-term, and whether housing is operating or still only planned. The report is a set of company examples, not a census of Spanish hotels.
| Model | What it can mean | Reported examples and status |
|---|---|---|
| Hotel-based lodging | Workers stay in rooms within a hotel property. The arrangement may be temporary and can differ in cost and access by role. | EL PAÍS reported that Meliá offered free accommodation in its hotels to some workers. This is not evidence of a company-wide policy for all jobs or destinations. |
| Rented accommodation | An employer rents apartments, rooms or hostel space for staff; the report does not establish one standard cost-sharing arrangement. | EL PAÍS described hotel companies using rented apartments or hostels as well as their own properties. |
| Dedicated employee housing | Purpose-oriented homes can provide a more deliberate, potentially longer-term option, but access and rent depend on the specific project. | Spring Hotels was reported to be pursuing two buildings, with 32 and 75 homes intended for different employee groups. Proposed staff rents were €200–€400 per month at the time of the 14 July 2025 report; the figures are not a verified current offer, and the report does not establish completion. |
| Land or housing still in development | A plot or proposed building is not available accommodation; financing, construction and allocation still matter. | Gloria Thalasso & Hotels was reported to have a Lanzarote plot with capacity for 60 employee homes, with construction dependent on financing. |
EL PAÍS also reported that Meliá had taken property steps for employee housing. Its president, Gabriel Escarrer, said: “Estamos dando soluciones habitacionales que los gobiernos no están proporcionando” (“We are providing housing solutions that governments are not providing”). That is Escarrer’s view, not an independently established assessment of government provision.
Spring Hotels chief executive Miguel Villarroya described the company’s approach as an effort to help address the problem: “Queremos ser parte de la solución” (“We want to be part of the solution”). The English translation is ours. Both statements appeared in the EL PAÍS report of 14 July 2025, which outlines company plans and arrangements rather than verified current housing stock.
What the examples do—and do not—show
The reported direction is from relying on hotel premises or rented accommodation toward more deliberate provision, including plans for residential buildings or land intended for staff. The business rationale described in the reporting is that employers need to secure workers in destinations where long-term rentals are expensive or scarce. The sources do not quantify any resulting change in recruitment, retention, wages or hotel capacity, or show that one housing model works better than another.
- Cost: free hotel lodging, employee rent, and employer-rented accommodation are different arrangements. Only the Spring project report specified a proposed monthly rent, and those terms were reported in July 2025.
- Access: a place may be aimed at particular employee groups; the examples do not establish a universal entitlement for hotel staff.
- Duration and privacy: a hotel room or hostel may suit a temporary stay, while dedicated housing is a different form of provision. The reporting does not give consistent details on length of stay, room-sharing or separation from guest areas across companies.
- Delivery: operating lodging, property steps, proposed buildings and a plot awaiting financing describe different levels of availability.
- Location: proximity to work does not by itself establish that transport or access to other services is adequate.
The Balearic Islands law is for specified public workers, not hotel employees
Balearic Islands Law 3/2024, “Ley 3/2024, de 3 de mayo, de medidas urgentes en materia de vivienda,” creates a separate temporary-accommodation mechanism for specified public healthcare workers and public non-university teaching staff serving in Ibiza and Formentera in roles classified as difficult or very difficult to fill. It is not a hotel-industry staff-housing scheme or a general entitlement for workers.
The law allows the regional government to make units in tourist accommodation establishments available through agreements with participating businesses. Those agreements are to set terms including maximum rates, minimum units reserved and permitted stay periods; where possible, accommodation should be physically separated from ordinary guests. Qualifying public workers who pay for stays may receive reimbursement of up to €400 per month, subject to the law’s eligibility rules. The measure can also involve qualifying tourist-home operators, excluding primary-residence rental. The official consolidated text of Law 3/2024 sets out the program’s scope and conditions.
Tourism employment gives context, not proof of a housing-driven shortage
Spain’s Ministry of Industry and Tourism recorded 2,787,704 people employed in tourism in the first quarter of 2025, and employment in accommodation services grew 5.7% year over year. These figures show the scale and continued growth of tourism employment; they are not a dataset on hotel-worker housing and do not establish that housing caused a particular labor shortage. See the ministry’s Q1 2025 tourism employment release.
