How spacecraft approach and inspect uncooperative satellites

A technical guide to rendezvous and proximity operations around satellites that cannot respond, hold attitude or provide docking aids—including sensors, estimation, autonomy, approach phases and safety decisions.

Spacecraft inspect an uncooperative satellite by treating it as an unknown moving object rather than as a willing partner. A servicer (or chaser) first builds its own estimate of relative position, velocity and attitude from cameras, infrared imagery, lidar, radio or other measurements. It then approaches through deliberately monitored hold points, updating that estimate before moving closer. If the target is tumbling, every maneuver must account for its changing orientation and angular rate; docking aids and commanded responses cannot be assumed.

The result is a rendezvous and proximity-operations (RPO) campaign that may end with observation, or continue to capture, service or disposal. The exact trajectory, sensors, autonomy and stopping distance depend on orbit, uncertainty, lighting, communications, target motion and mission purpose.

What makes a satellite “uncooperative”?

A cooperative spacecraft normally helps a visitor by transmitting navigation data, accepting commands, holding a predictable attitude and providing physical docking features or visual targets. An uncooperative satellite may provide none of these. It could be dead, communications-limited, damaged or simply not designed for servicing. The servicer therefore has to determine the target’s state from its own observations.

NASA’s study of rendezvous and proximity operations with a non-cooperative spacecraft at geosynchronous orbit describes the navigation challenge as combining measurements such as line-of-sight angles and range. ESA’s handbook for uncooperative removal identifies the central hazard plainly: “Unpredictable angular rates are a major driver for the feasibility and risk of the removal service in an uncooperative scenario” (ESSB-HB-U-002, Issue 2 Revision 0, 14 February 2023).

Why a tumbling target is harder

A tumbling body changes the direction in which panels, antennas, tanks, booms and attachment points face the servicer. The apparent motion can be rapid even when the target’s center of mass follows a predictable orbit. Lighting and thermal signatures also vary as surfaces rotate. The servicer must estimate both translational motion and attitude motion, and it must predict where the target will be during the time needed to observe, plan and execute a maneuver.

NASA TechPort’s JSC Simulations of ADR Technologies page, updated 2 December 2025, discusses test-bed tumbling objects at rates of up to 3 revolutions per minute. That is a value for the objects and simulations described there, not a general maximum or a typical rate for every failed satellite.

The inspection campaign, from first contact to close observation

RPO is managed as a sequence of increasingly close encounters. Each phase has a decision point at which the servicer can hold position, retreat or continue. A mission may use different names and distances for these points; the sources do not establish a universal approach distance.

1. Build an initial orbit and uncertainty picture

Before the servicer flies near the target, ground tracking and onboard measurements provide an initial estimate of the target’s orbit. The quality of that estimate determines how large the search region must be and how conservatively the servicer plans its first approach. At geosynchronous orbit, even a small relative-state error can make a planned observation occur at the wrong place or time, so the navigation system carries uncertainty rather than a single unqualified position.

2. Acquire the target at long range

The servicer searches a predicted region with its relative-navigation sensors. At this stage the target may occupy only a few pixels, may be lost against a bright Earth limb or star field, or may appear intermittently as it rotates. The objective is target acquisition and track initiation, not detailed diagnosis. Measurements are checked for consistency with the predicted orbit before a close maneuver is authorized.

3. Estimate relative position and velocity

Angles-only measurements establish a line of sight but not, by themselves, a complete three-dimensional relative state. NASA’s GEO rendezvous work examines combining angle observations with range measurements to improve relative navigation. Range can come from an active sensor or another mission-specific measurement source. The estimator fuses observations over time, because a sequence of images and ranges reveals relative motion more reliably than one frame.

4. Determine attitude and observable features

As resolution improves, the servicer identifies persistent features such as edges, panel corners, antennas or thruster clusters. A NASA study on simultaneous localization and mapping (SLAM) for satellite RPO frames this as estimating the target’s position, velocity and attitude while mapping features whose identities may initially be uncertain. The map is updated as new views arrive; a feature that disappears behind the body or changes illumination should not automatically be treated as a new feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Move through monitored hold points

After each maneuver, the servicer pauses long enough to verify the relative state, target angular rate and sensor quality. A hold point is a control boundary, not merely a convenient location. If the target’s motion differs from the predicted envelope, the servicer can stay put or back away without committing to the next approach leg.

6. Conduct the inspection geometry

The servicer selects viewing directions that reveal the mission-relevant surfaces while avoiding plume impingement, collision corridors and sensor blinding. A rotating target may require observations at several times in its tumble cycle. The inspection plan records the geometry and time of each image or range measurement so analysts can distinguish a physical change from a change in illumination or viewing angle.

7. Decide whether to stop, capture or continue servicing

Inspection can be the final objective. If the mission continues, the newly estimated attitude, rates, structural features and hazards become inputs to capture, repair, refueling or disposal planning. No inspection result automatically makes a target safe to contact; contact operations require their own analysis and authorization.

Sensors used to inspect an uncooperative target

There is no universal sensor package. Sensor selection follows orbit, range, lighting, target materials, expected angular rate, communications latency and the information the mission needs.

Sensor or measurement What it contributes Important qualification
Visible-light camera Line-of-sight angles, silhouette, feature locations and relative motion across images. Performance depends on illumination, glare, contrast, resolution and the target’s apparent size.
Long-wave infrared camera Thermal contrast that can reveal surfaces when visible imagery is weak and can add information about rotating components. Thermal signatures vary with sunlight, shadow, material and spacecraft thermal history; it is not a complete diagnostic by itself.
Flash lidar Active range and three-dimensional shape information over the sensor’s usable field and range. Usable range, reflectivity, eye-safety constraints and processing limits are mission-specific.
Radio or ground-tracking measurements Orbit and relative-state information that constrains the search and rendezvous solution. An uncooperative target may not provide a usable transponder or command response, so the servicer must carry independent navigation capability.

NASA’s Raven description is a concrete relative-navigation demonstration using a visible camera, a long-wave infrared camera and short-wave flash lidar to observe visiting vehicles near the International Space Station. It demonstrates a sensor combination, not a standard recipe for every uncooperative-satellite inspection.

How the servicer turns observations into a usable state estimate

Relative translation

The navigation filter estimates the target’s relative position and velocity in the servicer’s coordinate frame and in an orbital reference frame. It propagates that estimate between observations using a motion model, then corrects it when a camera, lidar or range measurement arrives. The filter also carries uncertainty, allowing the guidance system to set conservative approach corridors when data are sparse.

Attitude and angular rate

Attitude estimation starts with the orientation of recognizable features and the way their image motion changes over time. A target that is not rotating at a constant rate requires a model that can accommodate changing angular velocity. If the estimate is ambiguous—for example, because a symmetric structure looks identical after a half-turn—the servicer should retain multiple hypotheses until later observations resolve them.

Feature mapping and data association

SLAM-style processing links a feature seen in one frame with the same physical feature in later frames while simultaneously refining the target pose. Incorrect associations can create a false sense of precision, so the system tests whether a proposed feature location, scale and motion remain physically consistent. Analysts should preserve the raw imagery and timing that support each mapped feature.

Choosing an approach strategy

The best strategy changes with the target and mission. The following comparison uses the decision axes identified in NASA and ESA studies rather than prescribing one configuration.

Situation Navigation emphasis Operational response
Orbit estimate is uncertain Longer acquisition period, wider search region and repeated angle-plus-range updates. Use conservative hold points; do not close until the relative-state covariance is acceptable for the next maneuver.
No cooperative sensors or docking features Independent optical, thermal, lidar and tracking measurements; feature-based pose estimation. Plan capture only after identifying a safe, observable contact geometry.
Low or uncertain angular rate Track feature motion over time and estimate rate before selecting a viewing or contact direction. Pause or retreat when rate estimates are inconsistent; an apparently stationary image can be a short-term coincidence.
Rapid tumble Higher update frequency, shorter prediction intervals and models that include angular motion. Inspect from a stand-off geometry first; do not infer a stable docking face from one view.
Communication delay or limited contact time Onboard monitoring and fault detection, with ground-defined constraints. Use autonomy for time-critical execution while retaining ground approval for major phase changes.
Observation only Optimize lighting, coverage and measurement quality. End the campaign after the required characterization is complete; no contact maneuver is implied.
Capture, servicing or disposal planned Estimate attachment features, rates, mass properties and hazards to a higher confidence. Add separate contact-dynamics, structural and failure-containment reviews before contact.

What autonomy does—and what it does not guarantee

Proximity operations require planning, monitoring and execution while the geometry changes. NASA’s Autonomous Mission Manager report describes a range of autonomy: one end automatically executes plans generated on the ground; the other allows onboard planning against goals and constraints defined by ground operators. A mission can use intermediate arrangements, such as onboard state monitoring and collision avoidance with ground authorization for a new inspection segment.

The report also cites the XSS-11 autonomous satellite-inspector demonstration program. That reference shows that autonomous inspection has been a demonstrated research direction, not that every current inspection mission is fully autonomous. Autonomy is bounded by the quality of onboard models, sensor data, fault responses and communications rules.

A practical end-to-end procedure

  1. Define the mission boundary. State whether the goal is imagery, thermal characterization, three-dimensional shape, anomaly assessment or preparation for capture. Set explicit abort and retreat conditions before approach.
  2. Assemble the initial state. Combine the best available orbit and tracking data with uncertainty bounds. Identify periods when lighting, Earth background or communications will limit observations.
  3. Configure and calibrate sensors. Verify camera focus and exposure ranges, infrared calibration, lidar timing and the alignment between each sensor and the servicer’s navigation frame.
  4. Acquire and confirm the target. Search the predicted region, then require repeated detections whose apparent motion agrees with the expected orbit. Reject single-frame sightings that cannot be correlated.
  5. Estimate translation and rate. Fuse angles with range where available. Track the target long enough to estimate whether its angular rate is stable, changing or still ambiguous.
  6. Advance to a hold point. Execute a small maneuver, settle the servicer and compare the measured relative state with the predicted envelope. Hold or retreat if residuals exceed limits.
  7. Build the feature map. Register stable edges, panels, antennas and other landmarks across views. Maintain alternative hypotheses when symmetry or occlusion makes identity uncertain.
  8. Plan inspection passes. Select viewing directions and timing that cover the required surfaces while avoiding collision and sensor-saturation risks. For a tumbling target, schedule observations across its rotation.
  9. Collect and time-tag evidence. Preserve visible, infrared and lidar products with pose, range, exposure and spacecraft-state metadata. Record which surfaces were not observable.
  10. Review the exit decision. Compare the achieved coverage and confidence with the mission’s criteria. Depart if the objective is observation; authorize a separate capture or servicing plan only after its additional safety analysis.

Common failure modes and recovery actions

  • Target lost after a maneuver: stop further closing, return to the last validated state and search the propagated uncertainty region with the sensor most likely to provide contrast.
  • Range and angle measurements disagree: check time synchronization, sensor alignment and target-feature association before changing the trajectory. Treat the disagreement as a navigation fault until explained.
  • Apparent angular rate changes unexpectedly: widen the prediction envelope, increase observation frequency and move to a safer hold point. ESA identifies unpredictable angular rates as a primary feasibility and risk driver.
  • Glare or thermal saturation: alter viewing geometry or exposure and wait for a more favorable illumination condition rather than forcing a close pass with degraded data.
  • Feature map becomes inconsistent: discard suspect associations, retain raw data for reprocessing and rebuild the map from features visible in multiple independent views.
  • Communications are interrupted: rely only on pre-approved autonomous behaviors, such as maintaining a safe relative orbit or retreating. Do not assume loss of contact authorizes a new close approach.

What an inspection can establish—and its limits

Inspection can establish the target’s observed shape, feature locations, apparent attitude and angular motion, thermal or optical signatures, and the quality of the orbit estimate. It can reveal which surfaces are visible from a given geometry and whether a prospective attachment area appears unobstructed in the collected data.

Those observations do not automatically identify every internal failure, prove structural strength, or guarantee that a target will maintain the measured motion. The available technical descriptions support characterizing a target through observations and relative-state estimation; they do not define one universal checklist that detects every fault.

Similarly, a demonstration description is not evidence of an operational flight result. Raven is described as an on-orbit relative-navigation demonstration using visiting vehicles, while the cited material does not establish a complete history or current status for end-to-end uncooperative-satellite inspection missions. Mission claims should therefore distinguish planned demonstrations, laboratory or test-bed work and completed operational service.

Key takeaways for mission planners

  • Treat the satellite as an independently moving body; do not rely on commands, transponders or docking aids it may not have.
  • Make relative navigation the first inspection product: position, velocity, attitude and uncertainty precede detailed diagnosis.
  • Use complementary measurements when practical. Visible imagery, long-wave infrared and flash lidar are documented examples, not mandatory components.
  • Design hold points and aborts around angular-rate uncertainty, orbit knowledge, measurement availability and communications constraints.
  • Separate observation approval from contact approval. Capturing or servicing an uncooperative target adds structural, contact-dynamics and disposal risks beyond inspection.
