How Solana Priority Fees Affect Transaction Rank and Cost

Solana transaction rank depends on validator reward relative to estimated scheduler cost—not just the priority-fee bid. Learn how CU price, requested limits, and transaction format affect the calculation.

A larger Solana priority-fee bid can help a transaction move ahead, but the bid alone does not determine its scheduler rank. For legacy and v0 transactions, the fee depends on the requested compute-unit limit as well as the per-unit price; the scheduler then compares validator reward with an estimate of transaction cost.

How Solana calculates the priority fee

For legacy and v0 transactions, the prioritization fee is calculated from the requested compute-unit (CU) limit—not the amount of compute the transaction ultimately uses:

There are 1,000,000 micro-lamports in a lamport. For example, requesting 500,000 CUs at 2 micro-lamports per CU produces a 1-lamport priority fee. This is an arithmetic illustration, not a live network quote or a suggested bid. The transaction’s total fee also includes the base fee. Solana charges transaction fees even when execution fails. Solana’s fee structure documents the formula and fee behavior.

Because the requested limit is part of the multiplication, raising the CU price or raising the limit increases the fee. A transaction can therefore pay for a higher limit even if it ends up using fewer CUs.

Why the bid is not the scheduler rank

Solana documents scheduler priority as:

Priority = reward × 1,000,000 / (cost + 1)

The scheduler’s reward is not just the priority fee. It includes the priority fee plus the validator’s non-burned share of the base fee. Solana’s documented base fee is 5,000 lamports per signature: half is burned and half goes to the validator. The scheduler’s estimated cost is a separate resource estimate, so two transactions with the same priority-fee amount can have different priority values.

That estimate accounts for signature work, writable-account locks, instruction data, program execution, and loaded account data. The multiplier preserves precision, while adding one prevents division by zero. In practical terms, a larger bid can increase reward, but rank depends on reward relative to estimated cost—not the bid in isolation. Choose a CU limit from measured usage

Solana recommends simulating a transaction, measuring its compute use, and adding a 10% safety margin. The guidance helps avoid both an insufficient limit and paying a priority fee on capacity the transaction does not need.

For legacy and v0 transactions, documented default limits are 200,000 CUs per non-builtin instruction and 3,000 CUs per builtin instruction, subject to a maximum of 1,400,000 CUs per transaction. These are current published protocol/documentation values, not permanent constants. Solana’s terminology guidance puts the goal plainly: “Transactions should request the minimum amount of compute units required to execute to minimize fees.” See Compute Budget and Terminology.

Account for transaction format

The price-times-limit formula applies to legacy and v0 transactions. Solana’s v1 message format instead configures the priority fee as an absolute total in lamports; Compute Budget instructions do not configure v1 transactions. Do not treat the v1 fee setting as a per-CU price or apply the legacy/v0 formula to it. The distinction is described in the fee-structure documentation and compute-budget documentation.

Use recent fee data as an estimate, not a promise

Solana’s exchange guidance recommends querying getRecentPrioritizationFees with the public keys of the accounts the transaction will write-lock. An unscoped query can return the lowest fee needed to land in a recent block, which is often zero. Even an account-scoped result reflects recent conditions, not a guaranteed price for a future transaction: activity and competing bids change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the output as one input to a fee strategy, alongside the transaction’s writable accounts and measured compute needs. A scheduler priority value determines dequeue order from its buffer; it does not guarantee inclusion in a block. Solana discusses the limits of fee estimates and competitive inclusion in its exchange integration guidance.

What to compare when evaluating two bids

  • Total priority fee: For legacy/v0, compare CU price multiplied by requested limit; for v1, compare the configured absolute fee.
  • Requested compute versus expected use: Check whether the limit reflects simulation plus a safety margin or buys substantial unused capacity.
  • Estimated cost drivers: Consider signatures, writable-account locks, instruction data, execution, and loaded account data.
  • Writable-account overlap: Fee conditions may differ for transactions competing around the same writable accounts versus transactions touching other accounts.
  • Transaction format: Legacy/v0 Compute Budget instructions and v1 message fee configuration are different mechanisms.

Solana’s production-readiness documentation names Helius Priority Fee API, QuickNode Priority Fee Add-on, and Triton Priority Fees API as examples of provider APIs. Their inclusion as examples is not an endorsement or evidence of any particular estimate’s accuracy.
