Small modular reactor (SMR) financing models manage construction risk by deciding who carries the consequences of delay, cost escalation and incomplete delivery, then combining that allocation with public support and more predictable future revenue where available. Government cost-sharing and long-term power purchase agreements (PPAs) can help attract investors to first-of-a-kind (FOAK) projects, while tariffs and contracts for difference (CfDs) can reduce electricity-price uncertainty. None of these tools automatically caps construction costs or eliminates overruns: credible governance, supply-chain planning and clear responsibility for residual risks remain essential.
What construction risk means in an SMR project
Construction risk is the possibility that a plant costs more, takes longer to build, or fails to meet completion and performance expectations. A financing model does not make those possibilities disappear. It defines how their financial consequences are divided among the project owner, contractors, lenders, investors, government and electricity buyers—and whether the project can still meet its obligations if the original schedule or budget changes.

Small modular reactors are generally described as reactors with output from 10 to 300 megawatts electric (MWe). Their proposed delivery advantages include modularisation, standardisation and factory production, but those are potential benefits rather than automatic outcomes. The OECD Nuclear Energy Agency (NEA) says their value proposition depends on a viable business case and development of a global market. The 2021 report sets out the output range and the conditional nature of the proposition in Small Modular Reactors: Challenges and Opportunities.

For a lender or investor, the central issue is not simply whether an SMR is smaller than a conventional reactor. It is whether the project has a credible route from design and licensing to completed construction, and whether the party responsible for a particular risk has the authority and capacity to manage it. The NEA’s construction guidance treats risk allocation and mitigation as foundations of an adequate financing scheme; it does not establish one standard SMR contract or universal allocation of overrun exposure. FOAK and NOAK projects face different financing questions
A FOAK project is the first deployment of a particular design or a first demonstration in a relevant commercial setting. It must contend with uncertainties that repeat builds may later reduce, such as whether the design, supply chain and construction sequence can be delivered as planned. A nth-of-a-kind (NOAK) project is a later repeat deployment. Repetition may support standardisation and learning, but it does not itself prove that a project will be cheaper or on time. Each project still needs a viable business case, capable delivery arrangements and an allocation of its own risks.
This distinction matters when judging claims that SMRs are easier or cheaper to finance. A proposed repeat-build advantage is not the same as evidence that a commercial financing model has already made construction risk manageable at scale.
How the main financing mechanisms address risk
SMR projects can combine several instruments, each aimed at a different uncertainty. Some affect who pays if construction goes wrong; others make future revenue more predictable. A revenue instrument can improve a project’s ability to support financing, but it does not necessarily transfer construction exposure or set a ceiling on project costs.
| Mechanism | What it can address | What it does not establish by itself |
|---|---|---|
| Risk allocation through project contracts and governance | Identifies which parties bear delay, escalation, performance or completion exposure, and who is responsible for managing each risk. | A standard SMR allocation, a particular overrun cap, or a guarantee that a responsible party can absorb the loss. |
| Public cost-sharing | Allows government to absorb part of the construction exposure for a FOAK demonstration and may help attract other investors. | That all cost increases are publicly covered or that the project has no residual private-sector risk. |
| Long-term PPA | Can provide a contracted basis for future electricity sales and make revenue more predictable. | A construction budget cap or protection from schedule and completion problems. |
| Tariff or CfD | Can stabilise the price or revenue received for electricity, depending on the market arrangement. | That construction costs are controlled, or that any particular project has a CfD or tariff. |
| Government involvement in financing | May support predictable cash flows, take construction risk or otherwise help enable commercial-bank participation; the arrangement varies by project and market. | A uniform government guarantee or a single financing structure for SMRs. |
The NEA’s 2021 report identifies specific long-term PPAs and cost-sharing mechanisms as possible support for FOAK demonstration projects, with the aim of minimising construction risk and attracting investors. Those are possible approaches, not evidence that every demonstration receives them. The relevant discussion appears in the report’s PDF edition.

Risk allocation: assign exposure to parties able to manage it
Project structure and contracts determine who is exposed to the financial effects of construction problems. A project may have multiple parties with different roles, and the allocation can vary by contract and market. The practical principle in NEA guidance is to place residual risks with the parties best positioned to manage them. That requires more than naming a party in a contract: the allocation needs to fit that party’s actual control over the source of the risk and its ability to respond.
For example, a project’s decision-makers need to distinguish responsibility for the design, construction execution, supply chain and financing rather than treating “construction risk” as one indivisible item. The available sources do not establish how a named commercial SMR project divides each of these exposures, or provide a universal contract form. The NEA’s construction-cost guide focuses on allocation and mitigation priorities rather than prescribing one allocation for every project.
Public cost-sharing: sharing early-project exposure
Public cost-sharing can reduce the amount of FOAK construction exposure that private investors must carry alone. That may make participation more attractive where a first demonstration faces uncertainty that later deployments could learn from. The extent and conditions of support matter: “cost-sharing” does not mean that a government necessarily pays every overrun, covers all project losses, or guarantees completion. Those details have to be established for the particular project, and should not be inferred from the existence of public support in general.
The NEA also reports that SMRs under construction in several countries benefit from varying forms of public support. “Public support” is therefore a broad description, not a single financial instrument with identical terms across countries.

PPAs, tariffs and CfDs: supporting revenue rather than construction budgets
A PPA can provide a long-term basis for selling electricity, while tariffs and CfDs can provide forms of price or revenue stability. More predictable cash flows can help a project make a case for financing because expected income is less exposed to some forms of market-price uncertainty. The instrument and its effect depend on the market and project arrangement.
These mechanisms address the revenue side of the project. They do not, on their own, pay for every construction overrun, guarantee that a facility will be completed, or hold the construction budget to its original estimate. The NEA’s 2015 discussion of financing and project management describes the relevance of revenue arrangements in nuclear new build; the IEA’s 2025 account also discusses predictable cash flows and government involvement in commercial-bank participation. See Nuclear New Build: Insights into Financing and Project Management and the IEA’s Financing nuclear projects.
How construction exposure and revenue support fit together
Financing a project requires considering both sides of its cash flows. Construction arrangements determine who must absorb cost increases or delays; revenue arrangements affect the predictability of income after the plant is operating. These mechanisms can complement one another, but they are not substitutes. A stable electricity price cannot by itself resolve an unclear construction contract, and sharing construction costs does not automatically provide a dependable market for the plant’s electricity.

Separate schedule delays, cost escalation, performance shortfalls and completion risk rather than assuming a single mechanism covers them all.
- Match responsibility to control. Determine which party can prevent, manage or respond to each exposure, then make the allocation and remaining risks explicit. NEA guidance emphasises allocating residual risks to parties best able to manage them.
- Assess the funding stage. Distinguish investment committed to design from financing for a FOAK construction project and from the funding of repeat deployment. Evidence at one stage does not prove financing is available at another.
- Examine public support on its actual terms. Establish whether the project has cost-sharing or another form of support, what it covers and what remains exposed. Do not treat general government involvement as a blanket guarantee.
- Evaluate revenue arrangements separately. Check whether a PPA, tariff or CfD supports future cash flows, without treating it as a construction-cost control.
- Test the delivery case. Consider governance, supply-chain planning and the project’s ability to execute its schedule and budget. A financing structure cannot compensate indefinitely for weak delivery capability.
This sequence is useful because a project can have strong revenue support yet remain exposed to construction overruns, or have public cost-sharing without a sufficiently predictable route to revenue. The quality of the model depends on how the pieces fit together and on who bears the risks left uncovered.

Why modular construction is not an automatic overrun solution
Factory production, standardised designs and modularisation are often presented as ways to improve delivery. If a design is repeated and a capable supply chain can produce modules consistently, those features may support more predictable construction. But the NEA describes these as possible advantages whose value depends on a viable business case and a global market, not as guaranteed savings or schedule outcomes.
That distinction is particularly important for early units. A design can be modular in concept while its project still faces uncertainty in execution, supply-chain coordination or the transition from design work to construction. The NEA’s 2024 financing report says that most SMR designs under development were privately funded, but scaling from design to construction requires a major increase in investment. A funded design is therefore not equivalent to a financed, completed plant.
What the financing evidence shows—and does not show
In its November 2024 briefing, the NEA reported that 11 FOAK designs and one NOAK design in its reviewed set had financing secured. The briefing also described the BWRX-300 at Darlington as the only OECD commercial SMR deployment example then offering a model with wider replication potential. These are dated findings from that briefing, not current counts or proof that every project with financing secured had completed construction. The briefing is available as SMR finance: Key findings.

That figure counts designs, not commercially operating plants. The report describes the substantial investment increase needed to move from design to construction and notes varying forms of public support for SMRs under construction in several countries. These figures help explain why financing maturity should be described carefully. There is evidence of activity and of some projects securing financing, alongside a major scale-up challenge between design development and construction. They do not establish that SMRs as a category have a mature, repeatable financing model, or that they are already easier or cheaper to finance than other generation projects.
Questions to ask when assessing an SMR financing model
Because the sources do not establish standard overrun caps, contingency levels, completion guarantees or debt-and-equity terms for named commercial SMR projects, a sound assessment needs project-level disclosures. A reader evaluating a specific proposal should look for answers to the following:
- Who carries each kind of construction exposure? Look for explicit allocation of delay, escalation, performance and completion risk, and whether the responsible party can manage what it has been assigned.
- What does public support cover? Establish whether support takes the form of cost-sharing or another arrangement, and distinguish the covered portion from residual exposure.
- What revenue is contractually supported? Identify any PPA, tariff or CfD and understand that its purpose is revenue predictability, not automatic protection from construction overruns.
- At what stage is financing committed? Separate design funding from capital committed to FOAK construction or later repeat projects.
- What evidence supports the delivery plan? Examine governance, supply-chain planning and execution arrangements rather than relying only on the proposed advantages of modularity or standardisation.
- Which claims are project-specific and current? Ask for the relevant owner, government, regulator and financing disclosures; broad sector counts cannot establish the contract terms or cost protections of an individual project.
The last point is important because an announced financing milestone is not enough to infer who bears overruns. The public evidence cited above does not establish current project-level contractual caps, contingency amounts, completion guarantees or debt-and-equity terms. Those details must be verified from disclosures for the project in question.
The practical conclusion
SMR financing models handle construction risk through a project-specific mix of risk allocation, possible public cost-sharing, government involvement and arrangements that support future revenue. The model is credible only to the extent that it makes residual exposure clear and places it with parties able to manage it. For FOAK projects, public support and long-term offtake can help make investment more attractive; neither removes the underlying challenge of delivering a complex plant to cost and schedule. Potential advantages from modular production and repeat builds remain conditional on successful execution and a viable market.
