There is no single universal minimum: a tiny lens or sensor is only one part of a working camera, which also needs image-capture hardware, processing, power, and a way to store or transmit footage. A concrete size reference is the Raspberry Pi Camera Module 3, a camera component measuring 25 × 24 × 11.5 mm (the Wide variants are 12.4 mm high). Those are module dimensions—not the dimensions of a complete autonomous camera system, and not a record for the smallest camera.
What does “camera size” actually measure?
The phrase “smallest camera” can refer to several different things: a lens, a sensor package, a camera board, or a complete assembled system. These are not interchangeable measurements. A functioning system may also need a processor, power source, storage or wireless link, and enclosure; their size depends on how the device is designed and what it must do.

That is why a very small lens does not establish how small a usable camera can be. Even a camera-module dimension may not include every protruding part or accessory. Raspberry Pi’s documentation describes product and board dimensions, but those specifications should not be read as the dimensions of every possible assembled system. A measured example: Raspberry Pi Camera Module 3
Raspberry Pi lists Camera Module 3 at 25 × 24 × 11.5 mm; the Wide variants are 12.4 mm high. The manufacturer specifies a 12-megapixel Sony IMX708 sensor and 11.9-megapixel resolution. Its standard version has a 75-degree diagonal field of view, while Wide variants have a 120-degree diagonal field of view. These are published product specifications, not independent performance-test results. Raspberry Pi Camera Module 3 specifications

The figures describe a camera module, not a complete autonomous recorder with its own power, storage, or wireless connection. They are a useful concrete reference for a compact component, but do not establish a smallest-ever camera or a minimum size for a complete system.
How sensor assemblies fit into smaller devices
Camera Module 3 Sensor Assembly is a separate integration option. Raspberry Pi says it provides the same sensor and autofocus functions as Camera Module 3 and is intended to make integration into more diverse form factors possible. Its product page lists 11.9-megapixel resolution and a 7.4 mm sensor diagonal. The sensor diagonal is a measurement of the sensor, not the size of a finished camera. What size alone cannot tell you
Physical dimensions do not, by themselves, establish image quality or practical capability. When evaluating a camera for a disclosed, lawful security or maker project, compare the actual system rather than relying on a “tiny” label:

- Outside dimensions: note whether a lens, cable, or other part protrudes beyond the stated measurement.
- Image specifications: check resolution and field of view for the exact variant.
- Power and recording: establish how the system is powered and whether footage is stored locally or transmitted. Do not assume a particular runtime or wireless range from size alone.
- Intended use: use the device in a transparent, lawful way that respects the privacy of people who may be recorded.
The cited specifications do not establish how a particular tiny camera performs in low light, how long it runs on a battery, or how far its wireless connection reaches. Those questions require evidence about the specific assembled product and its operating conditions.

Does a tiny camera automatically count as a hidden camera?
No. Size alone does not establish whether a camera is concealed, how it is being used, or whether recording is lawful. Laws depend on jurisdiction and circumstances, and the examples below are not a complete survey or blanket legal advice.
U.S. federal example
18 U.S.C. § 1801 addresses specified conduct involving intentional capture of an image of a defined private area without consent when a person has a reasonable expectation of privacy, within the statute’s stated jurisdiction. Its definition of capture includes videotaping, photographing, filming, recording by any means, or broadcasting. It is not a general rule for every recording. 18 U.S.C. § 1801

State examples
Vermont law states that a person may not place a camera or other surveillance device on privately owned real property with intent to conduct surveillance without prior written consent from the property owner, subject to the statute’s definitions and exceptions. Vermont statute, 13 V.S.A. § 4002
Florida’s 2025 statute defines and prohibits specified secret use or installation of an imaging device to view, broadcast, or record a person without knowledge and consent while that person is dressing, undressing, or privately exposing the body in a place and at a time when there is a reasonable expectation of privacy. Florida Statutes § 810.145
These provisions have different scopes and conditions. The Department of Homeland Security privacy assessment distinguishes consensual interceptions, interceptions under court order, and certain non-consensual surveillance activities in describing agency practice; that discussion does not grant private individuals permission to record.
