AI agents are already changing how software can be made and used, but that does not mean the Internet has officially moved to a new “Web” generation. In an October 1, 2026 essay on DEV Community, independent AI engineer DaC argues that agents are lowering the practical barrier between an idea and operational software—and that the urgent question is how to govern their actions as their capabilities grow.
What does “further ahead” mean?
DaC’s title, “We Are Not at Web 4. We Are Already Much Further Ahead,” is an argument about the pace and direction of change, not a declaration of a formal Internet standard. The essay uses “Web 50” rhetorically: it imagines a network where agents increasingly browse, call APIs, create software and other artifacts, and consume outputs produced by other agents. That is a scenario the author asks readers to consider, not a measured forecast of how many agents will exist or how widely they will operate.

The underlying shift, as DaC describes it, is from an Internet used and directed predominantly by people toward one where software agents also take part in activity online. The number in “Web 50” signals acceleration in the metaphor; it should not be read as an official successor to Web 1, Web 2, or any technical standard. Read DaC’s essay on DEV Community.
Why can working software obscure what its owner understands?
An AI coding agent can inspect a codebase, change files, run commands and tests, use tools, and iterate. DaC’s point is that this can compress several development steps into a request followed by execution and verification through a harness. A polished repository or successful build may therefore show that a process produced a working result, without proving that the person who initiated it understands every design choice, dependency, or failure mode.

The essay describes this as production and understanding separating. It offers examples and observations, not a measurement of how often this happens. The distinction matters because “the tests pass” answers a narrower question than “does the human responsible understand the system and its risks?” Green tests and tidy code can be useful evidence of behavior under tested conditions, but they are not, by themselves, evidence of comprehensive understanding.
Why might permission checks not be enough?
An agent may have valid credentials and permission to perform an action while relying on stale information, incomplete context, or an assumption that no longer holds. DaC argues that governance must therefore examine not just who or what is acting, but also the basis for its decision: where its information came from, whether that information is current, and which assumptions make the proposed action seem appropriate.

This is an epistemic dimension of governance—oversight of what the agent knows or believes—alongside operational controls such as identity, authorization, and policy enforcement. In the essay’s framing, a decision should be challenged before consequential execution, then checked against what actually happened afterward.
What control layer does DaC propose?
DaC proposes an intermediary control layer between an agent and consequential action. It is a design idea in the essay, not an established standard or a named product. The layer would examine a proposed action before it happens and compare the result with expected postconditions after execution.

- Authority: Is the agent permitted to take this specific action?
- Provenance and freshness: Where did the relevant information come from, and is it current enough for this decision?
- Assumptions and invariants: What must be true for the action to be safe, and what conditions must remain true afterward?
- Reversibility: Can the action be undone if the assumptions are wrong?
- Blast radius: How much could be affected if the action fails or has unintended effects?
- Postconditions: What observable evidence would show that execution had the intended result?
The goal, in the author’s words, would be “not to prevent agents from acting” but “to make autonomy verifiable.” That formulation puts the emphasis on bounded, reviewable action rather than blanket prohibition. It also implies that authorization alone is an incomplete safeguard: an allowed action can still be unsafe if its context is invalid or its effects are not checked.

The essay does not benchmark competing products or standards. Its ideas do suggest practical questions for assessing any proposed approach to agent governance:

- Does it intervene before an action, or only create an audit trail afterward?
- Does it check only identity and permissions, or also information provenance, freshness, and assumptions?
- Does the required review scale with the action’s reversibility and potential blast radius?
- Does it record expected outcomes in a way that makes post-execution verification possible?
- Can a reviewer challenge the reasoning and evidence for an action before it is carried out?
These are analytical questions derived from DaC’s proposal, not a claim that any one system currently satisfies them. They help make “governance” concrete: a policy that says an agent may act is different from a control that checks the evidence, limits the scope, and verifies the outcome.
What is established—and what remains a forecast?
The essay’s account of agent-assisted software work explains why the author sees governance as increasingly important. But its claims about a future Internet with larger populations of persistent, autonomous, or coordinated agents remain forecasts. The article supplies no attributable statistics measuring their prevalence, network scale, or the likelihood of a machine-dominated Internet, and it is not a controlled study.
That distinction does not make the governance question irrelevant. It separates a present concern—software agents can already be given tools and permissions—from a broader projection about how extensively they may act. DaC’s argument is that as capability and autonomy increase, controls over authority, context, reversibility, and impact deserve more attention.
Who governs what agents are allowed to do?
DaC closes with the question: “Who governs what they are allowed to do?” The essay’s answer is not a named institution or an off-the-shelf standard. It is a proposed layer of checks that examines an agent’s authority and evidence before consequential action, then verifies the resulting effects. Whether that design will become common, and how it would be implemented, is left open; the central challenge is making an agent’s permission and its reasons for acting reviewable together.
