Shipbuilders manage a multi-vessel backlog by converting each contract and design into buildable work, then sequencing that work against shared limits: skilled labor, machinery, materials, storage, workshops, sites and drydock time. The order count alone says little about feasibility. A workable plan links engineering data to production orders, tests alternatives against capacity, tracks execution in near real time and is revised when progress, supply or design changes invalidate the original sequence.
That approach matters because vessels are not independent projects. Several hulls may need the same panel line, welding team, crane, covered shop or dock at overlapping times. The methods described below come from different yards and studies, so they illustrate proven practices rather than one universal shipbuilding formula.

A backlog is a production-allocation problem, not a vessel count
A shipyard can have a full order book and still lack a feasible production sequence. Every vessel consumes a changing mix of labor, steel, machinery, outfitting kits, indoor floor space, block-storage capacity, transport routes and dock occupancy. Work also competes across ships: a late design package on one hull can release or consume the same specialists needed by another.

Peer-reviewed work on shipyard planning describes systems for mixed production and simultaneous vessel construction. Korean shipbuilding research published in 2021 notes that Korean yards build more than 10 ships a year, while “large shipyards” in its context build 50–70 annually. Those figures describe the paper’s industry setting, not a current census or a target for every yard. Read the study.

The practical question is therefore not “How many ships are on order?” It is “Can the required work packages pass through each constrained resource in a sequence that meets delivery dates?”
1. Turn each vessel into a production structure
Use a hierarchy that production can actually build
Design drawings describe a vessel’s systems and geometry; production needs discrete objects with quantities, dependencies, locations and dates. In a Siemens-published Fincantieri case, the hull is decomposed top-down into areas, sections, blocks, sub-blocks, panels and smaller objects. Planning then works bottom-up, checking each object against material availability, type, weight, dimensions and required delivery date. The yard can compare alternative production strategies and examine capacity at different sites. The Fincantieri case description explains this structure.
This decomposition gives planners a common language. A vessel-level milestone such as “hull complete” can be traced to block completion, panel fabrication, steel availability, welding operations, inspection and transport. If one element slips, the schedule can identify downstream work that is genuinely affected instead of treating the whole ship as a single undifferentiated task.

Reconcile engineering structures with production phases
Engineering teams commonly organize information by systems—propulsion, piping, electrical or accommodation. Production planning is usually process-oriented, following phases and milestones such as cutting, panel assembly, block erection, outfitting, testing and delivery. Lothar Brose of Lürssen-Kröger Werft described the distinction this way: “Design engineers are accustomed to thinking in systems. On the other hand, production planning is process-oriented in various construction phases – each summarized in several major milestones.”
PSI’s Lürssen case describes linking engineering parts lists to work packages and then generating production-order structures with timelines. Its project plan could contain up to 11,000 positions. That is the capacity described for that customer implementation, not an industry norm. The same case reports that 80% of requirements were handled in the standard ERP system; PSI did not present that percentage as a measured cost or schedule saving, and it said the project’s duration prevented expressing migration effects in figures at the time. See the Lürssen ERP case.

- Labor: available trades, skills, shifts, training and planned absences.
- Machinery: cutting, forming, welding, blasting, painting, lifting and test equipment.
- Materials: steel grades, purchased systems, long-lead equipment, kits and their arrival dates.
- Facilities: workshop capacity, assembly areas, cranes, transport paths and weather-exposed work.
- Storage: staging locations for panels, blocks, equipment and finished modules.
- Sites: capabilities and capacity at each yard when production is distributed.
- Milestones: launch, trials, regulatory inspections and contractual delivery dates.
The Fincantieri planning example uses simulation to compare production strategies against machinery and labor constraints in distinct workshops, while balancing materials and capacity among multiple sites. Simulation is valuable because it exposes a sequence that looks possible at vessel level but overloads a specific shop in a particular week.

Shipyards generally need three linked views rather than one giant schedule:
| Horizon | Planning question | Information emphasis |
|---|---|---|
| Long term | Can the portfolio fit the yards and major facilities? | Vessel mix, site loading, major equipment, drydock windows and strategic capacity |
| Medium term | How should work be sequenced through shops? | Blocks, work packages, labor and machinery availability, material dates and storage |
| Near term | What should each team execute next? | Released orders, drawings, bills of material, parts, tools and current status |
An academic “SCP-Matrix” shipyard advanced-planning design addresses long-term production planning, while the Lürssen and Fraunhofer examples show how project and shop-floor information support shorter-term control. These are complementary layers, not competing schedules. See the long-term APS study.
3. Treat block storage and drydocks as throughput bottlenecks
Control block movements before the dock becomes the problem
Blocks are large, expensive to move and difficult to store safely. A block that arrives too early consumes scarce space; one that arrives too late can stop erection. Mitsubishi Shipbuilding describes an automated block-storage planning method based on mathematical optimization. In a comparative evaluation using past performance data, the company reported that moving and storage costs could be reduced by up to 42% compared with conventional manual planning. “Up to” applies to that described evaluation; it is not a guaranteed saving for every yard. Read Mitsubishi Heavy Industries’ 2026 technical review.
An optimizer can help choose storage locations and movement sequences, but the result still depends on accurate block dimensions, release dates, crane routes, safety rules and the quality of the underlying schedule. The operational goal is to avoid unnecessary re-handling while preserving access to blocks needed next.
Minimize time in shared drydocks
The U.S. Government Accountability Office identified drydocks as a primary throughput choke point in its 2009 review of commercial and naval shipbuilding practices. The report describes defining blocks months before steel cutting, using that construction strategy to plan drydock and other resources, and completing as much outfitting as practical before blocks are erected in the dock. Shorter dock occupancy lets more vessels pass through the same facility, provided upstream shops can deliver sufficiently complete blocks.

GAO’s report is useful process guidance, not a survey of current digital technology. The underlying principle remains clear: a dock schedule is not isolated from block design, pre-outfitting, cranes, transfer routes or test work. Read GAO-09-322.
4. Connect engineering, ERP and the shop floor
Keep one traceable chain from design to work order
Plans become unreliable when production receives an obsolete drawing, bill of materials or work instruction. Fraunhofer IGP’s “Shipyard 4.0” project with Lürssen describes integrating enterprise-resource-planning, product-lifecycle-management and computer-aided-design information with shop-floor data. Parts are marked and scanned so status and timestamps can be recorded through the process chain. Terminals give workers access to drawings, bills of materials and work orders at the point of use.
This linkage supports target-versus-actual comparisons. A planner can see whether a panel, block or work package started and finished when expected, then assess consequences for dependent work. Components affected by a design change can be flagged and blocked, reducing the chance that an outdated part is installed and later rejected or reworked. Fraunhofer’s project page describes these controls.

Engineering changes are normal in complex vessels, but their production impact must be explicit. A change record should identify affected parts, work packages, drawings, stock, in-process items, inspections and downstream milestones. Blocking a changed component is safer than allowing work to continue on an assumption that someone has seen the new revision. Once the design is released, the schedule can re-evaluate material, labor and capacity rather than silently carrying obsolete dates.
5. Re-plan continuously as facts change
No source establishes one universal rescheduling interval or algorithm for all shipyards. The documented ingredients support a practical control loop:
- Capture actual status. Record starts, finishes, quantities, scans, shortages, holds and timestamps against the relevant work package.
- Compare with the plan. Identify variance in dates, labor hours, material arrivals, quality results and resource loading.
- Find the limiting condition. Determine whether the immediate cause is a missing design release, material, skilled trade, machine, storage slot, crane or dock window.
- Trace the impact. Map affected successors, shared resources and vessel milestones; do not move one task without checking the other ships competing for that resource.
- Test alternatives. Simulate another sequence, site, shift, subcontracting decision, storage location or pre-outfitting option where those choices are available.
- Authorize and publish the change. Update work orders, drawings, delivery dates and responsibility owners, then provide the revised sequence to the shop floor.
- Review the next control point. Confirm that the new plan removed the constraint rather than transferring it to another shop or vessel.
Simulation, shared-capacity analysis, timestamps and target-versus-actual tracking are documented capabilities. The exact meeting cadence and approval rules should be set by each yard’s governance, contract obligations and production rhythm.

How to compare shipyard planning approaches
Different yards may use tailored applications, standard ERP modules, advanced-planning tools or combinations of them. A useful comparison focuses on capabilities rather than software labels:

| Adaptability | The model reflects shipbuilding’s block, process and milestone logic instead of forcing a generic factory template | Shipyard-specific planning rationale in the peer-reviewed literature |
Generic planning methods can be difficult to apply directly because ships are one-off or low-volume products, engineering changes continue during production and facilities differ by vessel type. The 2021 component-based planning study documents why shipyard-specific development is needed; vendor case studies show particular implementations, not independent cross-industry benchmarks.
Common failure modes and corrective actions
Scheduling only at vessel level
Symptom: Every ship has a delivery date, but a welding line or crane is overloaded between those dates.
Correction: Decompose vessels into blocks, panels and work packages, then load the shared resources that perform each operation.
Ignoring storage until blocks are finished
Symptom: Completed blocks crowd the yard, require extra moves or block the route to the next erection.
Free tools Windows power users keep installed
One-click scans. No signup required.
Correction: Include storage locations, movement costs, crane access and planned erection dates in the production model from the start.
Best Value
Planning the dock without pre-outfitting
Symptom: Drydock occupancy expands because work that could have been completed in a shop is deferred until erection.
Correction: Define which outfitting is technically and safely possible before erection, and make those package-completion dates part of the dock plan.
Allowing uncontrolled design revisions
Symptom: Parts are fabricated or installed from superseded information, causing rejection and rework.
Correction: Link revisions to affected parts and work orders, flag or block changed components, and release the new information through the same traceable system used for execution.
Treating a software percentage as a performance result
Symptom: The share of requirements handled in an ERP is presented as proof of savings or faster delivery.
Correction: Distinguish system scope from measured outcomes. For example, PSI reports 80% of requirements in the standard ERP for its Lürssen project but does not report that as a quantified project benefit.
A practical operating model for a multi-vessel backlog
A yard can turn the principles into a repeatable operating model without assuming that one product or vendor fits every facility:
- Create a common product breakdown for each vessel, from area and section to block, sub-block, panel and work package.
- Attach each work package to its material, drawing revision, labor skill, machine, facility, storage need, predecessor and milestone.
- Build a portfolio view that loads every vessel against shared shops, sites, cranes, storage areas and drydocks.
- Use simulation or scenario analysis to test sequencing, site allocation, pre-outfitting and storage alternatives before committing dates.
- Release only executable work: required drawings, bills of material, materials, tools and capacity must be available or explicitly risk-accepted.
- Capture shop-floor progress with timestamps and compare actual performance with targets.
- Run the change loop whenever a design, supply, quality, labor or facility condition changes.
- Measure outcomes that matter to the yard—dock days, schedule adherence, re-handling, work-in-process, rework and resource utilization—without confusing system adoption figures with operational gains.
In short, complex backlogs are controlled by a connected production system: hierarchical work definition, constraint-based allocation, bottleneck management, engineering-to-shop-floor traceability and disciplined re-planning. The documented examples show how those capabilities can be implemented, while the right level of automation and the exact sequencing rules remain specific to each yard, vessel portfolio and production network.
