Threat modeling examines how a design could be attacked and defended; security reviews inspect requirements, architecture, code, or controls; audits assess a defined scope against stated criteria. These methods reduce uncertainty, but they are not interchangeable—and none proves software secure on its own.
What does “security work that never attacks anything” mean?
It describes work that can identify and reduce risk without attempting to exploit a running target. It is a useful distinction about method, not a claim that every review or audit excludes testing. A broader assessment may include execution-based checks, and verification guidance combines design analysis with code- and execution-oriented techniques.

NIST defines threat modeling as “a form of risk assessment that models aspects of the attack and defense sides of a logical entity,” such as data, an application, a host, a system, or an environment. The definition appears in the NIST CSRC Glossary, which identifies NIST SP 800-53 Rev. 5 as its source.

Threat modeling is a structured way to reason about what matters in a system, how it might be harmed, and what design choices could reduce that risk. It can be applied to a feature or service as well as to a larger system or environment. Because it analyzes a model of the system rather than requiring an exploit, it can surface questions while changes are still relatively easy to make.

- ENDLESS POWER FROM SOLAR ENERGY: Just 45 minutes of direct sunlight powers the camera for a full day of use, while the built-in battery lasts up to 180 days on a single charge during cloudy days. Solar charging requires temperatures above 32°F.△
- EASY WIRE-FREE INSTALLATION: Place the Tapo SolarCam C402 KIT where you need it without relying on nearby outlets. Install the camera and solar panel together or separately using the included 13 ft cable for flexible placement.
- PRIORITIZE WHAT MATTERS: Set activity zones to monitor specific areas for motion or people. Free person and motion detection helps reduce unwanted alerts and notifies you when activity is detected.
- VERSATILE VIDEO STORAGE: Store footage locally via a microSD card (up to 512GB)* or via cloud with a Tapo Care cloud subscription. Tailor your security to suit your needs, whether indoor or outdoor, you have the storage option you need.
- FULL-COLOR 1080P, DAY AND NIGHT: See clearly in low light with a large-aperture lens and built-in spotlights. Capture full-color night vision up to 30 ft away to monitor for possible intruders or motion.
In its Secure Software Development Framework (SSDF), NIST recommends identifying and evaluating security requirements and determining likely risks and how the design can mitigate them. The framework is intended to be integrated into a software development life cycle rather than treated as a one-time security gate. NIST notes that few SDLC models address software security in detail, so secure development practices generally need to be added to each model.
That makes threat modeling useful early in design and again when the system changes. A new data flow, trust boundary, dependency, or access path may alter the risks that earlier analysis considered. Modeling does not establish that an implementation behaves as intended; it helps identify what the design should address and what later verification should examine.
How do reviews, audits, threat models, and tests differ?
There is no universal boundary between the terms “security review” and “security audit” in the NIST materials cited here. The practical distinction is the agreed scope and evidence: what is examined, by whom, using which methods, and what decision or deliverable the work supports. The comparison below is an operational guide, not a formal NIST taxonomy.

| Activity | Typical focus | Can be done without running or attacking software? | Useful evidence |
|---|---|---|---|
| Threat modeling | Design, assets, data flows, trust boundaries, and possible attack and defense paths | Yes; it reasons about a logical model | Documented risks, design mitigations, and questions for implementation and verification |
| Security review | A defined artifact such as requirements, architecture, source code, or configuration | Often; manual review or static tools may be used, though a review can also include testing | Findings tied to the reviewed artifact, with rationale and recommended changes |
| Security audit | A scope and criteria agreed for the engagement, potentially including technical and operational controls | It depends on the scope; the label alone does not establish whether testing is included | Evidence and conclusions against the specified criteria and boundaries |
| Execution-based testing | Software behavior when it runs, using test cases, scanners, fuzzing, or other methods | No; it exercises software or a test environment | Observed behavior, failures, or vulnerabilities under the tested conditions |
These activities complement one another. A design model can reveal a missing security requirement; code review can examine whether the implementation reflects the intended controls; execution-based checks can show how the software behaves in tested conditions. An audit may encompass some combination of these, so its name is not a substitute for a written scope.
What can developer verification include?
NIST’s Guidelines on Minimum Standards for Developer Verification of Software, published October 6, 2021, recommends broadly applicable techniques. It presents guidance, not a universal checklist, and explicitly does not address the totality of software verification.
- Threat modeling for design-level issues.
- Automated testing and static code scanning.
- Heuristic checks for hardcoded secrets, plus built-in checks and protections.
- Black-box test cases and code-based structural test cases.
- Historical test cases and fuzzing.
- Web application scanners where applicable.
- Attention to included code, such as libraries, packages, and services.
The techniques answer different questions. Static scanning examines code without executing it; black-box and structural tests exercise behavior or paths in different ways; fuzzing supplies varied inputs to probe handling; threat modeling examines design-level risks. The appropriate mix depends on the software and the risks being addressed.

When should security analysis happen?
Start during requirements and design, then revisit the analysis as the implementation and operating context evolve. NIST’s SSDF is designed to add secure development practices to each SDLC model, and its design practice calls for identifying security requirements and evaluating risks during design. Waiting until release can leave less room to change the architecture or requirements that created a risk.

- At requirements and design: identify important assets and security requirements, then model likely risks and design mitigations.
- During implementation: review relevant code and configuration, and use verification techniques suited to the components and risks.
- Before release: check whether planned mitigations are present and use appropriate execution-based testing to examine behavior.
- After significant change: revisit assumptions when features, dependencies, data flows, or the operating environment change.
NIST’s SSDF is a set of high-level practices to integrate into a development life cycle, not a guarantee of security or a substitute for choosing verification methods that fit a system.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should you scope a security audit or review?
Because “audit” does not identify a universal software-security scope, agree on boundaries and evidence before work begins. A useful engagement description makes clear what will be assessed and what the recipient can expect to do with the findings.

- Scope: specify whether the work covers requirements, architecture, source code, dependencies, configuration, operational controls, runtime behavior, or some combination.
- Criteria: state the standards, policies, requirements, or risk questions against which evidence will be assessed.
- Access and constraints: identify which artifacts and environments are available and any limits on testing or data access.
- People and independence: decide whether the work is performed internally, by a peer, or by an outside specialist. NIST’s SSDF implementation material includes obtaining unbiased expert review for design decisions as an example.
- Deliverables and follow-up: agree that findings should include supporting evidence, risk rationale, recommended action, an owner, and a plan for follow-up or retesting where appropriate.
For outside help, evaluate the reviewer’s relevant experience and the specificity of the proposed scope and deliverables. A label such as “security audit” alone does not tell you what was examined or whether the work included active testing.
Which NIST SSDF version should readers note?
NIST SP 800-218 Version 1.1 is the final SSDF publication dated February 3, 2022. NIST’s page for SP 800-218 Rev. 1, Version 1.2 identifies it as an initial public draft published December 17, 2025; the page says comments closed January 30, 2026.
