Satellite laser ranging (SLR) measures the distance between a ground station and a satellite by timing a laser pulse’s round trip to a retroreflector. Orbit analysts use those ranges either as inputs to a satellite’s orbit solution or as an independent check on an orbit calculated from other tracking data. SLR’s range precision is not the same as the accuracy of the final orbit: station positions, measurement corrections, tracking coverage and orbit models all matter.
How does satellite laser ranging work?
A ground station sends a short laser pulse toward a satellite fitted with a retroreflector array. The array returns the light toward Earth, and the station records the round-trip travel time. After accounting for the light’s travel and relevant delays, that time provides a range between the station and the satellite’s reflector.

The range is a geometric observation: it constrains the satellite’s position along the line of sight from the station at the time of measurement. It does not, by itself, specify every component of the satellite’s position. Orbit analysts combine SLR observations with a model of satellite motion, station coordinates in a terrestrial reference frame, and—where available—other tracking observations. The International Laser Ranging Service (ILRS) overview describes SLR and lunar laser ranging as measurements of two-way time of flight to retroreflector arrays.

How does a laser range become an orbit constraint?
Before an observation can be compared with a predicted satellite position, analysts must reduce the measured range with corrections for the real measurement geometry and instrument. The reflector is not at the spacecraft’s center of mass, so its offset must be modeled. The calculation also accounts for atmospheric propagation, station and instrument delays, and relativistic effects. NASA’s GLAS Precision Orbit Determination Algorithm Theoretical Basis Document (2013) identifies tropospheric delay, general-relativistic delay, and the center-of-mass-to-reflector offset as terms in its SLR range model.

ILRS describes two common observation products. Full-rate data retain the original observations with corrections; normal points condense ranges accumulated over intervals of seconds to minutes. Condensed normal points are convenient for analysis, while full-rate data can also support engineering evaluation and scientific applications. The formats and distribution are described on the ILRS data page.
An orbit analyst fits a model of satellite motion to tracking observations. The contribution of SLR depends on factors such as station coverage, data quality, the accuracy of station coordinates, the force and measurement models, and which other tracking data are included. A precise range helps constrain an orbit, but does not guarantee a particular orbit accuracy on its own.

Is SLR used to calculate an orbit or validate one?
Both roles are used, depending on the mission. ILRS says SLR provides routine precise orbit determination for some missions, while for others it verifies or calibrates precise orbits derived using techniques such as GNSS or DORIS. Because the laser ranges are a distinct geometric measurement, they can provide an external check when held out of the orbit solution. The same satellite may carry multiple tracking systems, allowing analysts to compare their results. See ILRS’s description of precise orbit determination and verification.

NASA’s 2021 description says its primary orbit solutions use GPS double-difference carrier-phase observations processed with GEODYN. Independent SLR measurements are withheld from those solutions and used to assess their performance. In that mission-specific residual analysis, radial orbit accuracy was just below 1.5 cm, against an ICESat-2 radial-accuracy requirement of 3.0 cm. Those figures describe that mission and assessment; they are not a general performance guarantee for SLR or for other satellites. The result is reported in NASA Goddard Space Flight Center’s ICESat-2 Precision Orbit Determination.

Why does orbit accuracy matter for altimetry?
An altimeter measures the distance from a satellite to the surface below. To infer the surface’s height or position in an Earth-fixed frame, analysts also need the satellite’s position. An error in the satellite’s radial position—the component toward or away from Earth—can affect the inferred surface height. That makes precise orbit determination and independent checks important for satellites mapping oceans and ice. ILRS explains the role of orbit determination in the calibration, validation and interpretation of space-borne measurement systems on its overview page.
Why do station locations and the reference frame matter?
A measured range is only as useful as the coordinates assigned to its ground station. ILRS describes the terrestrial reference frame as relying on stable station positions and velocities at globally distributed, co-located space-geodetic sites, where SLR, VLBI, GNSS and DORIS observations can be compared and combined. The techniques measure different things and have different systematic errors, so co-location helps connect their results and expose inconsistencies.

Station stability and geographic coverage also matter: local station motion can otherwise be confused with broader geophysical or reference-frame change. The ILRS Global Network describes this network context. It does not establish a verified current station count, so a single number should not be treated as current on that basis.

Keep measurement precision separate from orbit accuracy. A NASA-hosted study on SLR systematic errors reports normal-point range precision at the level of 1 mm for ILRS core tracking stations, while warning that uncorrected station and modeling systematics can prevent similar range accuracy. That is a measurement-precision statement in the study’s context, not a claim that satellite orbits are accurate to 1 mm. See Systematic errors in SLR data and their impact on the ILRS products.

The eventual orbit estimate depends on more than the precision of individual ranges: geometry and coverage, station and reference-frame quality, systematic corrections, and the orbit model affect how observations constrain the solution. The ICESat-2 result is useful precisely because it is an attributed, independent assessment of one mission—not a universal comparison showing that SLR always outperforms GNSS or DORIS.
Where are SLR observations and products available?
ILRS archives and distributes observations and produces scientific products including satellite ephemerides, station coordinates and velocities, and Earth-orientation parameters. Its data and products page identifies NASA CDDIS and the EUROLAS Data Center as ILRS data centers. These are scientific data services used in geodesy and orbit analysis, not consumer laser-ranging devices.
