Iran sanctions are not one worldwide ban on every transaction. They are overlapping restrictions imposed by different governments and legal authorities, aimed at particular people, organizations, sectors, property, or activities. Their economic effects travel through oil revenue, financial access, foreign exchange, imports, shipping, and prices; the effects on Iran are distinct from the spillovers to oil-importing and oil-exporting countries.
How do Iran sanctions work?
A sanction is a legal restriction tied to a defined jurisdiction and target. Depending on the authority, it may block property, prohibit specified trade or financial dealings, restrict activity in a sector, or expose certain non-domestic actors to sanctions for particular conduct. The U.S. Treasury’s Office of Foreign Assets Control (OFAC) describes sanctions programs as either comprehensive or selective, using asset blocking and trade restrictions to pursue foreign-policy and national-security goals.

That makes the key question more specific than “Is this connected to Iran?” It is: who is involved, what activity is planned, where does it take place, which law applies, and is there an authorization or other exception? The answer can differ across jurisdictions and transactions.
What do Iran sanctions restrict?
Restrictions can target named people or organizations, property, economic sectors, or particular transactions. They can also operate through financial services and trade restrictions, which may affect a transaction even when the goods themselves are not the main target.

| Layer | Who or what it can reach | How it operates |
|---|---|---|
| U.S. primary restrictions | U.S. persons and transactions with a U.S. nexus, where an applicable prohibition covers the parties or activity | May block property or prohibit specified trade, financial dealings, or other activity. The precise restriction depends on the relevant U.S. authority. |
| U.S. secondary-sanctions exposure | Certain non-U.S. persons engaging in activity covered by specified U.S. authorities | Can create sanctions exposure for defined conduct. It does not mean every foreign company is automatically sanctioned for any Iran-related trade. |
| European Union measures | People, entities, trade, finance, or transport within the scope of applicable EU measures | A separate legal layer. On September 29, 2025, the Council of the EU announced the reimposition of restrictive measures covering trade, finance, and transport, including asset freezes on Iran’s Central Bank and major commercial banks. |
OFAC guidance says the significance of activity under relevant U.S. authorities can be assessed case by case. Factors include the size, number, frequency, and nature of transactions; management awareness; links to blocked parties; and deceptive practices. The legal authority and facts matter, so “foreign company” and “Iran-related” alone do not establish the outcome.
The Council of the EU linked its September 2025 action to an E3 notification dated August 28, 2025. The E3—France, Germany, and the United Kingdom—had notified the Council of their assessment of significant Iranian non-performance of commitments under the Joint Comprehensive Plan of Action (JCPOA). Sanctions lists and legal instruments can change; a real transaction requires checking the rules in force for the relevant jurisdiction and date.

Do licenses or humanitarian exceptions apply?
Some defined activity may be authorized or exempted. OFAC identifies authorizations and exemptions for specified transactions, including certain official business of international organizations, subject to legal conditions. This does not establish that all humanitarian trade is either prohibited or automatically straightforward to complete.

How sanctions affect Iran’s economy
The main channels connect export earnings and finance to the ability to obtain foreign currency, pay suppliers, move goods, and fund public spending. Their importance varies over time, and sanctions interact with domestic economic policy, conflict, infrastructure constraints, and other shocks.
Oil receipts, foreign exchange, and public finances
Restrictions that reduce or make oil exports more volatile can limit export receipts and foreign currency. That can affect currency conditions, government revenue, domestic demand, and the capacity to pay for imports. The scale of the effect depends on actual export volumes, prices, payment access, and how the government and other economic actors respond.

Payments, imports, and logistics
Limits on financial services and cross-border payments can make it harder or more costly to finance trade. Shipping, transport, and insurance restrictions or uncertainty can add further obstacles. The practical result may be delayed deliveries, more expensive transactions, or fewer available suppliers, even where a particular good is not itself the focus of a prohibition.

Iran has adapted by redirecting trade toward neighbors and China, using barter and bilateral currency exchange, and relying on indirect payment channels. These routes help sustain some activity but do not erase the constraints. The World Bank describes inaccessible overseas assets, sustained inflationary pressure on purchasing power, and difficulties involving imports and foreign exchange.

Prices and inflation
An IMF working paper by H. Elif Ture and Ali Reza Khazaei, published in 2022 and using quarterly data from 2004–2021, found associations between inflation and currency depreciation and fiscal deficits over both short and long horizons. It also found an association between sanctions—represented in the analysis by oil exports—and inflation over both horizons. This is a model finding, not proof that sanctions alone caused inflation. The study also discusses money growth, global prices, and fiscal and monetary conditions as relevant drivers.
GDP and overlapping shocks
The World Bank’s country page, accessed October 3, 2026, estimates that Iran’s GDP contracted 2.7% in Iranian year 2025/26, ending March 20, 2026. The estimate attributes the downturn to several simultaneous factors, including intensified sanctions, conflict, protests, hostilities, and trade disruption; it does not measure sanctions’ contribution in isolation. The Bank describes the outlook as highly uncertain and dependent on conflict duration, infrastructure damage, oil exports, and trade routes.

The clearest global transmission channel is oil: restrictions can reduce or delay Iranian supply, while a change in supply can affect prices paid by importing economies and revenues received by exporting economies. The size of any price effect depends on market conditions and whether other producers respond by changing their output. Historical estimates illustrate possible mechanisms, not today’s price impact.
| Estimate | What was modeled or measured | How to interpret it |
|---|---|---|
| 2012–14 export loss | The World Bank estimated that sanctions reduced Iran’s exports by $17.1 billion during 2012–14, equivalent in that analysis to 13.5% of total exports and about 4.5% of GDP. | A historical estimate of Iran’s export losses, not a current annual figure. |
| Potential extra oil supply in 2016 | A 2015 World Bank scenario considered an additional 1 million barrels per day of Iranian oil supply. Assuming no strategic response by other exporters, it estimated a 14% or $10-per-barrel fall in world oil prices for 2016. | A dated scenario conditional on the stated producer-response assumption, not a forecast for current markets. |
| Modeled sanctions-lifting scenario | A separate World Bank study estimated a 3.7% per-capita welfare gain for Iran and an approximately 13% decline in the world oil price in its modeled scenario. | The estimates describe that study’s scenario, not a current prediction. The study found gains for net oil importers and losses for net oil exporters. |
For an oil-importing economy, lower oil prices can reduce energy and transport costs; for an oil exporter, they can reduce revenue. Those are distributional tendencies, not guaranteed outcomes for every country or household. Producer decisions, demand, conflict, and other market conditions can alter the effect. Iran’s economic losses and the global price response therefore need to be considered separately.
Quick Recap
How to read claims about sanctions’ economic impact
- Check the jurisdiction and authority. A U.S. rule, an EU measure, and another country’s restrictions are not interchangeable.
- Identify the target and transaction. A measure may apply to a listed person, a sector, property, or specified activity rather than every Iran-linked exchange.
- Separate direct restrictions from secondary exposure. Secondary sanctions apply under specified authorities and conditions, not automatically to every overseas actor.
- Distinguish a legal authorization from a workable payment route. A license or exemption has defined scope and does not by itself guarantee that a transaction can be financed, insured, or delivered without difficulty.
- Date every economic figure. The 2012–14 export estimate, 2016 oil-price scenario, sanctions-lifting model, and 2025/26 GDP estimate describe different periods and methods.
- Do not assign every economic change to sanctions. Domestic fiscal and monetary policy, conflict, infrastructure damage, global prices, and other shocks can contribute at the same time.
