How Safari’s Intelligent Tracking Prevention and Content Blockers Work

Safari’s ITP is built-in tracking protection; content blockers are optional extensions that apply declared rules to matching requests and page elements.

Safari’s Intelligent Tracking Prevention (ITP) is built-in privacy protection; a content blocker is an optional extension that supplies Safari with rules for handling specified requests and page elements. They can both reduce tracking, but they work at different points and one does not replace the other.

How does Safari’s Intelligent Tracking Prevention work?

Apple describes ITP as using on-device machine learning to identify and stop trackers while allowing websites to function normally. With Prevent Cross-Site Tracking enabled, Safari also periodically deletes tracking data unless you visit the third-party content provider. Apple’s public description is a high-level explanation, not a complete account of the current algorithm or every enforcement detail. Apple’s Safari & Privacy page

ITP is part of Safari’s own privacy behavior, rather than a separate rule list that a user installs. Its purpose is to limit cross-site tracking and related tracking data according to Safari’s policies. The exact technical mechanisms have changed over time, so older engineering explanations should be read in their release context.

What older WebKit explanations do—and do not—tell you

WebKit’s June 5, 2017 engineering post described collecting statistics about resource loads and interactions such as taps, clicks, and text entry, grouping statistics by top privately controlled domain, and applying machine-learning classification alongside controls on cookies and website data. That is a description of the original ITP design, not a definitive specification of current Safari behavior. WebKit, “Intelligent Tracking Prevention 2.0”

Later WebKit posts described changes addressing practices such as bounce tracking, link decoration, and attempts to detect tracking prevention. Its March 2020 article discusses full third-party cookie blocking and other anti-tracking measures in the Safari 13.1 era; it should not be treated as an exhaustive description of today’s implementation. WebKit, “Full Third-Party Cookie Blocking and More”

One historical figure illustrates why dates matter: in 2017, WebKit reported finding popular websites with “over 70 such trackers” during its testing. That is a finding from that work, not a current average or estimate of tracker prevalence across the web. John Wilander, WebKit, June 5, 2017

How do Safari content blockers work?

Apple’s content-blocker model is an app extension that gives Safari a JSON rule list. Each rule pairs a trigger with an action. A trigger can match URL patterns and can be narrowed by conditions such as domain, resource type, whether a request is first- or third-party, frame context, or the top-level URL. Safari compiles the rules and applies them as it handles loads; it does not ask the extension app to make a decision for every page request. Apple says this design avoids giving the extension knowledge of browsing history or which websites the user visits. As Apple explains, “Because Safari doesn’t have to consult with the app during loading, and because Xcode compiles content blockers into bytecode, this model runs efficiently.” Apple Developer Documentation, “Creating a content blocker”

What a content-blocker rule can do

  • block: stop a matching resource from loading.
  • css-display-none: hide matching page elements using a CSS selector.
  • block-cookies: strip cookies from a request, but only cookies Safari would otherwise permit under its privacy policy.
  • ignore-previous-rules: disregard earlier matching actions where applicable.
  • make-https: upgrade an HTTP URL to HTTPS in the documented circumstances.

These rules have specific limits. In particular, a content blocker cannot use block-cookies to override Safari’s own privacy policy. Even combining that action with ignore-previous-rules does not make Safari accept cookies that its privacy settings would otherwise disallow. Apple Developer Documentation, “Creating a content blocker JSON file”

ITP, content blockers, and Safari web extensions: what is different?

“Content blocker” is sometimes used casually to mean any extension that blocks content. Apple’s documented content-blocker extension is a specific, declarative model. Safari web extensions are a distinct model and can use the Declarative Net Request API with rulesets. Their supported actions, permissions, and resource types depend on the Safari release. Apple Developer Documentation, “Safari web extensions”

Safari web extension with Declarative Net Request A user-enabled web extension provides rulesets for Safari to apply Requests and other actions supported by that API redirect is available in Safari 15.4 or later; modifyHeaders is available in Safari 16.4 or later. These actions require declarative-net-request host access and relevant user permissions. Apple Developer Documentation

The practical distinction is the control point: ITP applies Safari’s built-in tracking protections, while an extension supplies rules for specified resources or elements. The extension rule model is not a way to turn off or supersede Safari’s own privacy decisions.

How to check Safari’s tracking-prevention and extension settings

Apple identifies Prevent Cross-Site Tracking as a Safari privacy setting and says Safari extensions must be turned on in Safari or Settings. The exact menu path can differ by operating-system version, so use the instructions for the device’s installed version rather than assuming one universal path. Apple, “Safari & Privacy” Apple Support, “Use Safari extensions”

  1. Check cross-site tracking protection. Open Safari’s privacy settings on your device and look for Prevent Cross-Site Tracking. Confirm whether it is enabled; if the label or location differs, consult Apple’s instructions for your operating-system version.
  2. Check an extension separately. Open Safari’s extension controls or the device’s Settings and confirm that the specific extension is enabled. Installing an extension does not by itself establish that it is turned on.
  3. Keep the two controls distinct. Changing an extension’s state does not make its rules equivalent to ITP, and an extension cannot override Safari’s privacy policy.
