Plants can become plastic when their sugars, starches, oils, or cellulose are extracted or converted into chemical building blocks for polymers. Some routes make plastics that behave like familiar fossil-based materials; others make distinct polymers such as PLA or PHA. “Bio-based” describes the source of the carbon, not whether a plastic will break down. Biodegradability and compostability are separate properties with specific conditions and disposal requirements.
How is plastic made from plants?
Plants store carbon in sugars, starches, oils, and structural materials such as cellulose. Manufacturers can use these materials directly or turn them into chemical intermediates and then build polymers from them. There is no single factory process: the route depends on the feedstock and the plastic being made.

Fermenting plant sugars into PLA
Sugars from starch-rich or cellulose-rich feedstocks can be fermented by microorganisms into lactic acid. That chemical building block can then be processed into polylactic acid, or PLA. The plant material supplies the carbon; the finished polymer is made through further industrial processing.

Using microorganisms to make PHA
Microorganisms can produce polyhydroxyalkanoates (PHA) from suitable feedstocks. PHA is a family of polymers, rather than one material with identical properties in every formulation. Its feedstock and production conditions vary.

Making drop-in plastics from biomass
Biomass can also be converted into intermediates used to make polymers chemically identical to their fossil-derived counterparts. Bio-based polyethylene (bio-PE) and bio-based polyethylene terephthalate (bio-PET) are examples. Because their polymer chemistry matches conventional PE or PET, they can be compatible with the corresponding recycling streams where local systems accept them.
Processing natural polymers and other feedstocks
Some production pathways extract or process naturally occurring plant polymers rather than first converting all the biomass into a new chemical building block. Potential feedstocks include agricultural sugars and starches, vegetable oils, sugarcane, cereal and oil crops, wood, cellulose-rich plants, organic waste, and by-products such as bagasse, used cooking oil, and tall oil. Waste and residue streams are not unlimited: they are relatively scarce and may already serve competing uses.

What does “bio-based plastic” mean?
The European Commission defines the term this way: “Bio-based plastics are fully or partially made from biological resources, rather than fossil raw materials.” The claim is about feedstock origin; it does not, by itself, describe how the plastic behaves after use.
Three ways biomass can enter plastic production
- Attributed or certified materials: Biomass is co-fed into existing fossil-based production processes, and an amount of the resulting material is attributed to the biomass input under the relevant accounting or certification approach.
- Drop-in materials: Biomass-derived inputs produce a polymer chemically identical to a conventional fossil-based plastic, such as bio-PE or bio-PET.
- Dedicated bio-based plastics: The material has a distinct polymer structure or properties, as with PLA or PHA.
Is plant-based plastic biodegradable?
No. Bio-based describes where some or all of the feedstock carbon comes from; biodegradable describes whether a material can be broken down by biological processes under particular conditions. The European Commission states that bio-based plastics “are not necessarily biodegradable or compostable.” Some plant-derived plastics, including drop-in materials, are designed to be durable. Conversely, a biodegradable plastic can be made from fossil-derived feedstock.

Compostable is a narrower end-of-life claim: it means a product is intended to break down under specified composting conditions. It does not mean it will quickly disappear in soil, water, a landfill, or a backyard compost heap. Commercial compostability and home compostability are not interchangeable.
How should plant-based plastics be recycled or composted?
Follow the product’s disposal instructions and the rules of the local waste or composting service. A “plant-based” label alone does not establish the correct disposal route.

- Bio-PE and bio-PET: Their chemistry matches conventional PE and PET, so they may be recycled with those plastics where the local system accepts them.
- PLA, PHA, and starch blends: These are not generally compatible with conventional plastic recycling streams. They may need dedicated industrial composting or another appropriate management route, depending on the material and local infrastructure.
- Compostable products: Industrial composting requires specified conditions and a collection route to a facility that accepts the item. The U.S. Environmental Protection Agency says ASTM D6400 and D6868 specify commercial compostability. It also says there are currently no ASTM standard test methods for evaluating whether a plastic composts in a home environment.
The EPA advises against putting compostable plastics in conventional plastic recycling because they can disrupt or contaminate that stream. A compostable label also does not guarantee that a nearby composting facility will take the product. In the EU, the European Commission says compostable plastics typically decompose in industrial composting facilities and need collection. Its policy framework is a non-binding communication, and the Commission states: “There is currently no EU law in place applying comprehensively to bio-based, biodegradable and compostable plastics.”

Not automatically. Replacing fossil feedstock can reduce lifecycle greenhouse-gas emissions, but the result depends on how the biomass is grown or sourced, how it is converted, and what happens to the product after use. Land and water use, biodiversity, eutrophication, and competition with food crops can offset potential benefits. A lifecycle assessment is more informative than the feedstock label alone.

Sourcing waste and residues can be useful where appropriate, but those materials also have competing uses and limited supply. The European Commission and its Joint Research Centre emphasize sustainable sourcing and lifecycle assessment rather than treating all bio-based plastics as environmentally preferable.

Published figures use different years, categories, and measures, so they should not be combined into a single trend or estimate.
| Source and reporting year | Figure | What it measures |
|---|---|---|
| European Commission Joint Research Centre, 2026 | Around 0.5% of global plastics volume in 2025 | Bio-based and biodegradable plastics combined, not bio-based plastics alone. |
| European Commission Joint Research Centre, 2026 | Estimated capacity of 2.3 million tonnes, with potential capacity of 4.7 million tonnes by 2030 | Capacity figures for the combined bio-based and biodegradable plastics category; the 2030 figure is potential capacity, not guaranteed production. |
| European Environment Agency, reporting 2023 data | 2 million tonnes | Global bio-based plastics capacity in 2023, reported as less than 1% of global plastics production. |
| European Environment Agency, reporting 2023 data | 45% of the bioplastics market, or 1.12 million tonnes | Packaging’s share of the bioplastics market in 2023. |
The JRC reports that bio-based and biodegradable plastics are generally 1.5 to 2 times more costly to produce than fossil-fuel-based plastics. This is a broad comparison, not a price estimate for every resin or plant feedstock. The EEA also notes limitations in its data series, including a break between 2015 and 2016, a discrepancy in 2021, and limits to source transparency.
What should you check when choosing a plant-based plastic?
- Feedstock: Is it made from crops, residues, or waste, and are there competing demands for that material?
- Polymer: Is it a drop-in material such as bio-PE or bio-PET, or a distinct polymer such as PLA or PHA?
- Application: Does the material meet the product’s performance needs?
- Lifecycle impacts: What are the likely effects on greenhouse-gas emissions, land, water, biodiversity, and food-crop competition?
- End of life: Is there a recycling or composting system where the product will be used, and will that system accept it?
- Cost and maturity: Is the production pathway established at the needed scale, and does its cost fit the application?
There is no universally best plant-based plastic. The appropriate choice depends on the material, its use, its full lifecycle, and the local collection and processing system.
