The key difference is that a passkey or security key uses a public-key credential bound to the real service’s domain, while a person can be tricked into typing an authenticator-app code into an impostor site.
How the three sign-in methods compare
| Method | Phishing resistance | Where the credential is kept | Convenience and recovery |
|---|---|---|---|
| Synced passkey | Yes, when correctly implemented as a WebAuthn credential. It is bound to the service domain. | A cryptographic key managed by an authenticator provider and synced across devices. NIST treats syncable keys as exportable. | Can make cross-device access and recovery easier. The security of the provider account and its sharing model matter. |
| Device-bound passkey | Yes, when correctly implemented through WebAuthn. | Kept on one device or a hardware authenticator; protections vary by device. | Less portable. Losing the device makes the service’s recovery and credential-replacement options important. |
| FIDO2 security key | Yes, through WebAuthn verifier-name binding. | A physical external authenticator; a hardware key may protect a non-exportable private key. | Must be carried and protected. A spare helps only if the service lets you register multiple keys. |
| Authenticator app generating TOTP | No. NIST classifies it as replay-resistant, not phishing-resistant. | A shared secret is held by the app and verifier; the app displays a short-lived code to enter manually. | Available on services that support it, but a code can be relayed during its validity window. Plan how to migrate or recover the app. |

Why passkeys and security keys resist phishing
Passkeys and FIDO2 security keys use public-key cryptography. When you register, the service receives a public key and the authenticator keeps the corresponding private key. At sign-in, the service sends a challenge and the authenticator responds. WebAuthn ties that response to the service’s domain, so a credential made for the legitimate site should not authenticate at a lookalike domain.

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
Synced and device-bound passkeys are not the same
A synced passkey can be available on multiple devices through an authenticator provider. This can simplify access and recovery, but the provider account and the way its implementation handles sharing become part of the security picture. NIST notes that syncable credentials are exportable and that sharing may be possible in some implementations.
A device-bound passkey stays on one device or hardware authenticator. That can offer tighter control, depending on the device’s protections, but makes replacement and recovery more consequential if the device is lost. NIST’s guidance discusses these trade-offs and the different requirements for syncable and hardware-protected credentials. NIST SP 800-63B-4.

Why an authenticator-app code is different
A time-based one-time password (TOTP) app and the service share a secret. The app uses it to generate a short-lived code, which you type into the sign-in page. NIST classifies this method as replay-resistant: a code that has already been used should not be accepted again. But the code is not bound to the genuine site or sign-in session.

An attacker can put a convincing fake page between you and the real service, request your current code, then relay it to the real sign-in flow before it expires. “One-time” therefore does not mean “phishing-resistant.” NIST’s implementation examples list a smartphone TOTP app as not phishing-resistant. NIST SP 800-63B-4.

What a FIDO2 security key adds
A security key is an external FIDO authenticator. FIDO2 combines WebAuthn, the web authentication API, with CTAP, which lets browsers and operating systems communicate with external authenticators. Depending on support from the key, device, browser and service, the connection can use USB, NFC or Bluetooth Low Energy. FIDO2 can support passwordless, second-factor or multi-factor sign-in. FIDO2 overview.
Before choosing a key, check the account’s security settings and confirm that the service accepts security keys. Then check that the key’s connector or wireless interface works with the devices you use. If you want a spare, confirm that the service allows you to register more than one key; a spare that cannot be added to the account does not provide a usable recovery route.

Which method to choose
- For protection against fake sign-in pages: use a passkey or security key where the account supports it. Review the service’s recovery options at the same time.
- For access across personal devices: a synced passkey can be convenient. Secure the account that manages syncing, and understand whether its implementation permits sharing.
- For a physical credential independent of a phone platform: consider a compatible FIDO2 security key. Verify service support, device compatibility and the service’s process for registering a backup.
- If the service offers only an authenticator app: TOTP adds a layer beyond a password alone, but do not treat it as phishing-resistant. NIST notes that MFA provides additional protection if a password is compromised. NIST SP 800-63B-4.
- For higher-assurance organizational use: evaluate exportability, device management, attestation and certification against the organization’s requirements. NIST requires non-exportable keys at AAL3; FIDO certification levels offer another way to compare authenticator protections. FIDO certification.
Phishing resistance does not prevent every attack
These methods address the theft and reuse of sign-in credentials; they do not make an account invulnerable. NIST cautions that phishing-resistant authentication does not stop malware installation, manipulation through another channel or the collection of personal information for other misuse. Organizations need protections beyond the sign-in method itself. NIST SP 800-63B-4.
FIDO estimates, as reported by NIST in 2024, that more than 8 billion user accounts had the option to use passkeys. This is a dated FIDO estimate, not a NIST measurement or a current adoption count. NIST SP 800-63B-4.
