The documented systems described by Google, Microsoft, Apple, and the National Center for Missing & Exploited Children (NCMEC) are chiefly platform, hosted-service, or technical systems. They may compare images with records of known material, use classifiers to flag previously unseen content, or analyze text for possible grooming signals. A flag is not, by itself, a confirmed finding: review, removal, account action, and reporting are separate steps.
Where CSAM detection may happen
“Parental controls” is a broad label for tools such as device settings, monitoring apps, and service-level safety features. The sources available here document detection by online providers and platform-facing technologies; they do not establish that a typical consumer parental-control app or device scans for CSAM. A parent alert or content filter should not be assumed to perform the kinds of detection described below unless the product’s current official documentation specifically says so.

Detection can occur where a service handles content—for example, in a hosted consumer service—or, in Apple’s technical design description, through matching on a device. These approaches raise different privacy questions, but the descriptions alone are not a complete independent audit of any provider.
How systems look for known and new material
Matching against known images and videos
A system can represent a previously identified image or video with a hash, a compact digital value, and compare content handled by a service against a list of known hashes. NCMEC says companies may voluntarily use its hash list. Microsoft says it uses PhotoDNA and MD5 for certain image and video content shared through hosted consumer services.

Google describes hash matching as one of two technologies it uses proactively, alongside artificial intelligence. The company reported in 2022 that approximately 90% of the imagery it reported matched previously identified CSAM. That is Google’s figure about imagery it reported; it does not mean that 90% of all CSAM is detected, nor does it establish that every service scans every file or that every match is error-free.
Classifying material not already in a known-hash list
A known-hash comparison can identify a match to material already represented in its reference set; it cannot, on its own, identify every new or altered image. Machine-learning image classifiers can provide another signal. Google describes using AI alongside hash matching, and Microsoft says it may use image classifiers. The European Commission’s framework treats detection of known CSAM, new CSAM, and grooming as distinct categories.

An automated classification is a signal for moderation or further review, not a legal determination. The sources cited here do not provide a cross-provider accuracy rate or show that an algorithm alone confirms abuse.
Analyzing text and possible grooming signals
Some systems also analyze conversation text or patterns that may indicate grooming. Microsoft says it may use text-based classifiers and grooming-detection techniques on hosted consumer services. In July 2024, Thorn announced Safer Predict, a platform-facing tool intended to help identify CSAM risk and text interactions that could lead to child sexual exploitation.

These tools may flag potentially concerning conduct; a signal is not proof that grooming or abuse occurred. Thorn also reported that GIPHY screened 1–2 million GIFs monthly using hash matching and AI classification after adopting Thorn Safer tools. That is Thorn’s 2024 account of GIPHY’s activity, not an independently audited measure or a figure that applies to other platforms.
What happens after a system flags something
A potential match, a human-confirmed finding, and a report to authorities are different stages. Google says it human-reviews newly identified CSAM before taking action. Its help documentation also says it removes detected CSAM and reports it to NCMEC or other relevant authorities; depending on the violation, it may warn a user or restrict account access. These are Google’s described practices, not a universal process for every service or jurisdiction.

NCMEC reported that in 2025 more than 18.8 million CyberTipline reports were referred to law enforcement and more than 4.5 million were designated informational. These are report counts, not counts of unique victims or confirmed offenses. A report should not be read as proof that a person has been convicted or that every reported incident resulted in law-enforcement action.

How detection choices affect privacy
The key questions are where matching happens, what content is compared, who can review a flag, and what information may be sent or reported afterward. Apple’s technical summary describes a proposed design that matches known-image hashes on the device rather than scanning the image in the cloud. The document describes a technical design; its current deployment status is not established here. Google and Microsoft describe detection in hosted services, where content is handled by the provider.

On-device and hosted-service designs expose different information to different parts of a system, but that distinction alone does not establish which provider is more private. The available descriptions do not amount to a complete independent audit, and they do not support a categorical privacy ranking. Review, retention, reporting, and account-action policies also matter—not just the location of the initial match.
What parents should check in a parental-control product
Before relying on an app, device, or platform setting for this purpose, look for its current official documentation and check:
- What it monitors: device activity, messages, uploaded media, or content handled by a particular service.
- Where analysis occurs: on the device, on the provider’s servers, or through a combination of both.
- What a detection does: whether it creates a parent alert, triggers provider review, leads to content removal, or may result in a report to authorities.
- Who can review content: whether people may inspect flagged material and under what stated process.
- Retention and controls: what data is retained, for how long, who receives alerts, and which monitoring or sharing settings can be changed.
If the documentation does not explicitly claim CSAM detection, do not infer that the product provides it from general phrases such as “content monitoring” or “online safety.” A parental-control filter may serve other safety purposes without detecting CSAM.
