When oil demand grows faster than available production, or supply is disrupted, crude prices usually rise; when supply grows faster than demand, crude prices generally face downward pressure. But crude is only one part of the price drivers pay. Refining margins, fuel availability, distribution costs, taxes, and local market conditions all shape what reaches the pump. The global balance sets a broad direction, not an exact price for any particular station or week.
How the oil market sets the broad direction
Oil is traded in interconnected global markets. A change in production or consumption in one region can affect prices elsewhere because buyers compete for crude and oil-producing countries can sell into a shared market. The basic relationship is straightforward: when expected consumption rises faster than available production, buyers compete more intensely for barrels and crude prices tend to rise. When production grows faster than demand, the additional supply tends to put downward pressure on prices.

The effect depends not just on how many barrels are produced or consumed, but also on how durable the change appears. Traders consider whether a disruption will last, whether other producers may increase output, how much spare production capacity is available, and how much oil is held in inventories. Prices can respond to expectations about future balance before a change in physical supply or demand is fully visible.

Oil-producing countries do not all make production decisions in the same way. The U.S. Energy Information Administration (EIA) says OPEC can influence prices through production targets, while non-OPEC producers generally make output decisions independently. Non-OPEC countries accounted for 65% of global crude-oil production in 2024, according to the EIA. That share illustrates why no single group’s decisions explain the entire market: output choices by many producers, alongside consumption around the world, shape the balance.

Demand can strengthen as consumption increases, or weaken when less oil is needed. The relevant question for price direction is how demand changes relative to supply, not whether demand is simply “high” or “low.” If both production and consumption rise, for example, the effect depends on which grows faster and on how inventories and expectations change.
Inventories and spare capacity cushion shocks
Inventories help bridge temporary mismatches between supply and demand. When current supply falls short of consumption, stored oil can be drawn down; when production exceeds consumption, inventories can build. Stockpiles therefore serve as both a physical buffer and a signal of whether the market is becoming tighter or looser.
A disruption may have a larger price effect when inventories are low or little spare production capacity is available. In that situation, there may be less room to replace unavailable supply or meet an unexpected increase in demand. With more oil in storage or more capacity able to respond, the same initial disruption may be easier for the market to absorb. The size of any price move still depends on the disruption’s scale, duration, and likely response.

Why a crude-price change does not map directly to the pump
For U.S. gasoline, the EIA identifies four main price components: crude oil, refining, distribution and marketing, and taxes. Drivers pay the combined retail price, not the crude price alone. The share represented by each component changes over time, so no single historical percentage should be treated as a permanent split.
| Component | What it represents | How it relates to oil-market changes |
|---|---|---|
| Crude oil | The cost of crude used by refiners. In its component methodology, the EIA uses refiners’ average acquisition cost. | Global supply and demand affect crude costs, which can move the pump-price baseline. |
| Refining | The EIA estimates this component as the difference between the spot price of gasoline and the crude-oil cost. | Refinery availability, fuel demand, and refined-product supply can change this component independently of crude. |
| Distribution and marketing | The EIA calculates this as the residual between the retail price and the other components. | Moving fuel through the distribution chain and selling it at retail contribute to the final price; regional conditions can affect this portion. |
| Taxes | Taxes included in the retail price, including state taxes that contribute to geographic variation. | Taxes are a separate part of the price from crude and refining costs. |
The EIA’s historical gasoline component series demonstrates why a fixed crude share can mislead. Crude oil represented 50.0% of the U.S. gasoline price in May 2025 and 51.9% in May 2026, according to those monthly EIA data. Those are specific observations, not a rule that crude always makes up about half of the price.
A rough conversion, not a pump-price guarantee
The EIA has described a rule of thumb of about 2.4 cents per gallon of gasoline for each $1-per-barrel change in crude oil. The arithmetic reflects the fact that a barrel contains 42 gallons. It is useful for understanding the approximate crude-cost contribution, but it is not a forecast of the retail price change a driver will see.

The pump price can move by more or less than that amount, or on a different schedule, because the other components do not necessarily remain fixed. Refining margins may widen or narrow, retail and distribution costs can change, and taxes and regional conditions differ. Prices at the pump therefore do not have to follow crude prices immediately or in a one-for-one pattern.

How refineries and product markets add another price signal
Refiners turn crude oil into gasoline, diesel, and other products. The difference between the price of a refined product and the crude input is commonly discussed as a refining margin or crack spread. A crack spread is a market indicator or proxy for refinery economics; it is not the station’s net profit.
Crude prices and refined-fuel prices can move differently. If gasoline or diesel supply is tight because of strong demand, refinery constraints, an outage, or disrupted product flows, the spread between product and crude prices can widen. That can lift gasoline or diesel prices beyond what the crude-price change alone would suggest. Conversely, a decline in crude does not guarantee an immediate fall in refined-fuel prices if product supply remains constrained.

Diesel illustrates the same distinction. The EIA’s September 18, 2026 explanation describes diesel prices as reflecting crude, retail margins, distribution, taxes, and crack spreads. Tight global distillate supply can raise import costs and refinery margins, putting additional upward pressure on diesel even when the crude market is not the only factor changing.

Retail prices are local even though crude markets are global. After fuel is refined, it still has to reach terminals and stations through distribution networks. Local supply and demand, regional inventories, access to imports or domestic transfers, and distribution and retail margins can all affect the price in a particular area.
Fuel specifications and taxes also vary. The EIA identifies state fuel specifications and state taxes among the reasons U.S. gasoline prices differ regionally. A national crude-price movement can therefore coincide with different retail-price changes across regions, because local markets start from different conditions and face different constraints.
Best Value
These factors also explain why increasing oil production does not automatically create an equal or immediate decline at every pump. Extra crude may ease the broad crude-market balance, but refinery capacity, product-market tightness, local inventory, and distribution access affect whether and when that relief reaches a particular fuel market.
What the 2026 market evidence shows—and what it does not
The EIA’s September 4, 2026 analysis, “Elevated crack spreads and crude oil prices contribute to higher prices at the pump,” described crude prices and elevated refining spreads contributing to pump-price levels through early September, with regional variation. It is an example of two parts of the price chain moving together, rather than evidence that crude alone explains retail prices.
In its October 5, 2026 review, “Crude oil prices and refinery margins generally increased throughout the third quarter,” the EIA reported that Brent futures rose from $72 per barrel on July 1, crossed $100 on July 23, and traded between $79 and $98 through September 8. The agency attributed the quarter’s conditions to persistent conflict in the Middle East and tight product supply. It also reported that the quarterly average gasoline crack spread more than doubled its year-earlier level. These figures describe specified observations during 3Q26, not a permanent price pattern or a forecast for later periods.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →The EIA’s outlook for 2026 and 2027 expected global supply growth to outpace demand on an annual-average basis and crude prices to fall on an annual-average basis. The same outlook warned that reduced refinery capacity could offset some gasoline-price declines, particularly on the West Coast. That is a dated forecast, not a guarantee of future pump prices: the supply-demand balance, refinery availability, and product markets can change.
How to tell what is driving a fuel-price move
When trying to understand a rise or fall, do not compare the pump price with crude alone. Separate the possible causes by looking at the relevant market signals together:
- Check the crude direction and benchmark. A rising crude market can indicate broad upward pressure, but it does not establish the cause or size of a local retail-price change.
- Consider the supply-demand balance. Ask whether production, consumption, spare capacity, or inventories point to a tighter or looser market. Inventory changes can show whether a shortfall is being buffered or a surplus is accumulating.
- Look at the refined product. Gasoline and diesel prices can be affected by their own supply conditions. A widening crack spread or refining margin points to additional pressure beyond the crude input.
- Account for refinery and product flows. Outages, reduced refinery capacity, or disrupted imports and other product flows can make fuel scarce even when crude is available.
- Factor in the local market. Regional inventories, transportation access, fuel specifications, taxes, and distribution conditions help explain why stations in different places may not move in parallel.
The most useful explanation usually comes from the combination: a crude-market change establishes broad pressure; product-market and refinery conditions determine how that pressure is translated into gasoline or diesel; and local costs and constraints shape the final retail price.
