The effects depend on the sound source, its timing and pattern, the exposure measure, and who is exposed; a single sound-level reading cannot predict an individual’s health outcome. WHO guidance and burden estimates discussed here focus chiefly on the WHO European Region.
Noise can affect health beyond hearing
Environmental noise is unwanted or harmful sound in people’s surroundings. Road and rail traffic, aircraft, industry, wind turbines, and leisure activities are among the sources considered in WHO guidance. Noise can be a health concern even when it does not cause obvious hearing damage: WHO identifies sleep disturbance, annoyance, cognitive impairment, reduced performance, cardiovascular and metabolic effects, and hearing impairment among the outcomes associated with excessive exposure. WHO/Europe’s overview of environmental noise also emphasizes that exposure and its effects are not evenly distributed.

That does not mean every sound has the same consequences, or that a particular noise level will produce the same result in everyone. Health studies assess patterns across populations and particular source categories. A population-level association or estimate of health burden describes a group, not a diagnosis or prediction for an individual person.
Why nighttime noise matters for sleep
Sleep is both a health outcome in its own right and one route through which environmental noise can affect well-being. Noise at night may disturb sleep, and the timing and pattern of exposure matter: a long-term average outdoors is not the same measure as a sound reading beside a bed at a particular moment. WHO’s European burden assessment identified sleep disturbance as a major component of the estimated health burden from environmental noise.

For context, WHO/Europe’s 2009 Night Noise Guidelines for Europe set a target of Lnight, outside 40 dB to protect the public, including vulnerable groups. The guideline gives 55 dB as an interim target where achieving 40 dB is not possible in the short term. These are targets for outdoor annual-average night exposure within that guideline framework—not bedroom readings, momentary peaks, or universal personal cutoffs.
A separate WHO/Europe fact sheet from 2011 reports community-noise guidance of less than 30 dB(A) in bedrooms at night for good-quality sleep. That indoor bedroom recommendation uses a different setting and metric from outdoor Lnight. It should not be treated as interchangeable with the outdoor targets or as a guarantee that someone will sleep well below a particular number. The same fact sheet gives a classroom value, discussed below. WHO/Europe’s 2011 noise fact sheet is dated guidance for the European Region, not a universal rule that overrides local standards.
How noise can interfere with concentration and learning
Noise can make it harder to concentrate and perform tasks, and WHO identifies cognitive impairment and reduced performance among relevant health concerns. The evidence needs to be stated with its population and scope: WHO’s 2011 fact sheet reports consistent evidence that noise exposure harms children’s cognitive performance. This finding should not be stretched into a claim that every child, every sound, or every brief exposure causes lasting damage.

For teaching and learning, the same fact sheet reports community-noise guidance of less than 35 dB(A) in classrooms. This is a classroom recommendation, not a limit for outdoor exposure or a threshold that predicts an individual student’s performance. A classroom setting, a child’s learning outcomes, and nighttime sleep are distinct contexts, even though each may be affected by noise.
WHO’s 2018 European guidelines draw on eight peer-reviewed systematic reviews. The reviews covered cardiovascular and metabolic effects, annoyance, sleep, cognitive impairment, hearing impairment and tinnitus, adverse birth outcomes, quality of life, mental health and well-being, and the effectiveness of interventions. The guidelines address average exposure from road traffic, railways, aircraft, wind turbines, and leisure activities. WHO/Europe’s 2018 announcement describes that evidence base. The breadth of outcomes does not mean each has equal evidence for every source or exposure pattern.
What the European burden figures do—and do not—show
Burden-of-disease estimates translate health impacts across populations into disability-adjusted life years (DALYs), a measure of healthy life lost through illness, disability, or premature death. WHO/Europe’s 2011 assessment estimated the following annual burdens for EU Member States and other western European countries. The report used evidence available for that assessment and conservative assumptions; these historic regional estimates are not current global counts or a tally of people who can be individually identified as affected.

| Outcome in the 2011 assessment | Estimated burden | How to interpret it |
|---|---|---|
| Sleep disturbance | 903,000 DALYs | Estimated healthy life lost across the assessed European population. |
| Annoyance | 587,000 DALYs | A population burden estimate; not a count of people who reported annoyance. |
| Ischaemic heart disease | 61,000 DALYs | A modeled burden estimate, not an individual risk prediction. |
| Cognitive impairment in children | 45,000 DALYs | Specific to children and the assessment’s European scope. |
| Tinnitus | 22,000 DALYs | Estimated burden associated with the assessed noise exposure. |
The values come from WHO/Europe’s 2011 report on the burden of disease from environmental noise. DALYs should not be read as decibels, exposed population counts, or a measure of the harm caused by one night or one sound. They combine estimates of different health outcomes using the methods and evidence available at the time.
WHO/Europe’s current topic overview, accessed in 2026, reports that approximately 100 million people—about one in five EU residents—are exposed to unhealthy road-traffic noise levels. It also reports at least 392,000 healthy years of life lost annually from road, rail, and air transport noise in the EU. These are EU estimates and concern transport noise; they should not be described as global totals or substituted for the 2011 outcome-specific figures above. See the WHO/Europe overview for its current framing.
Why the source, timing, and measurement context change the answer
“Noise exposure” is not one uniform condition. WHO’s 2018 European guidance treats road, rail, aircraft, wind-turbine, and leisure noise as distinct source categories. The European night-noise guidance addresses outdoor annual-average exposure. Meanwhile, an indoor bedroom or classroom recommendation refers to a different place and purpose. A brief loud event, repeated intermittent sounds, and a long-term average are also different exposure patterns.

| Question to ask | Why it matters |
|---|---|
| What is the source? | WHO guidance distinguishes transport, wind-turbine, and leisure noise rather than treating them as identical exposures. |
| When and how often does it occur? | Nighttime exposure relates directly to sleep guidance; continuous and intermittent patterns are not interchangeable. |
| Where was it measured? | Outdoor annual-average Lnight, indoor bedroom levels, and classroom levels refer to different contexts. |
| Which outcome is being considered? | Sleep, learning, annoyance, hearing, and cardiovascular outcomes have different evidence and assessment methods. |
| Who is exposed? | Age, health, work schedule, and social conditions can affect vulnerability or the likelihood of exposure. |
The 2018 guideline’s average-exposure framework is not a way to convert one momentary reading into a personal health forecast. If comparing two places or situations, compare like with like: source, time period, measurement location, and outcome. A number without that context can be misleading.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who may be more vulnerable
WHO identifies children, older people, people with chronic illness, and shift workers as groups who may be more affected by environmental noise. Children are particularly relevant to the evidence on cognitive performance and classroom learning. Shift workers may need to sleep during the day, so a guideline focused on nighttime exposure does not by itself describe every person’s sleep conditions.

Exposure also varies by socioeconomic circumstances. WHO notes that harmful noise exposure is not distributed equally. The practical implication is that noise-related health burdens cannot be understood only by looking at an average level or an average resident: both the sound environment and the people living or working in it matter.
Best Value
How to use the guidance without overinterpreting it
- Identify the exposure you mean. Note whether it is road, rail, aircraft, industrial, wind-turbine, or leisure noise, and whether it occurs at night, during the day, or across both.
- Keep the measurement context attached to the number. Distinguish outdoor annual-average Lnight from indoor bedroom or classroom guidance. Do not compare figures as if they measured the same place and period.
- Match the health question to the evidence. Sleep disturbance, children’s cognitive performance, annoyance, hearing outcomes, and cardiovascular burden are related but separate topics.
- Use local standards for local decisions. WHO’s cited values are European guidance from 2009 and 2011, and local rules may differ. For a complaint or planning question, consult the relevant local public-health or environmental-noise authority.
- Do not infer an individual diagnosis from a community estimate. Burden figures describe population-level estimates; they cannot establish what caused one person’s symptoms or predict that person’s outcome.
What has changed in WHO’s burden assessment work
In 2024, WHO/Europe reported 82 new or updated disability weights for noise-related health states, including sleep disturbance and annoyance. Disability weights are assessment parameters used to quantify health burden, not a count of people affected. The update signals continuing work on how outcomes are valued and measured; it does not turn earlier estimates into current global totals or erase the dates, geography, and methods attached to them. WHO describes the update in its 2024 account of methods for assessing environmental-noise health risks.
The practical takeaway
Environmental noise can affect sleep, concentration, and health, but the meaning of any exposure depends on what produced the sound, when and how it occurs, where it is measured, and which people and outcomes are considered. WHO’s European guidance offers benchmarks for specific contexts, while its burden estimates describe regional populations rather than individual predictions. Treat the metric and its qualifications as part of the finding, not as fine print.
