The 48-player limit requires at least eight active offensive linemen; otherwise, the limit is 47. A team may also designate one emergency third quarterback, but that player can enter only if either of the first two active quarterbacks cannot continue because of injury or disqualification.
What is the difference between the 53-player list and the game-day Active List?
The NFL’s 53-player Active/Inactive List is the roster pool for the regular season and postseason. The game-day Active List is the smaller group eligible to play that week: up to 48 players if the club has at least eight active offensive linemen, or up to 47 if it has fewer. These limits are described by NFL Football Operations.

As a result, five or six players from the 53-player list are inactive for a game, before accounting for practice-squad elevations. An inactive designation applies to that game; it does not by itself remove a player from the club’s Active/Inactive List.

When are inactives announced?
Clubs notify the referee of their inactive players 90 minutes before kickoff, establishing the game-day Active List under the bylaw language reproduced by NFL.com. This is a game-specific roster status, not a separate transaction removing the player from the club’s 53-player list.

How does the emergency third-quarterback rule work?
A club may designate one emergency third quarterback from its 53-player Active/Inactive List. Under the bylaw language reproduced by NFL.com, an ordinary practice-squad elevation is not eligible for this designation. The emergency quarterback may be activated during the game only if one of the club’s first two quarterbacks on the game-day Active List cannot participate because of injury or disqualification.
The rule does not let a coach bring in the emergency quarterback simply to replace an active quarterback for poor performance or conduct. If an injured quarterback is medically cleared to return, the emergency quarterback must leave the game and cannot remain to play quarterback or another position. The emergency quarterback may return at quarterback if another qualifying emergency involving one of the first two quarterbacks occurs.

A 2024 approved bylaw change permits a club to elevate a bona fide quarterback from its practice squad an unlimited number of times to serve as its Emergency Third Quarterback, according to the NFL’s approved-rules summary. This is a specific exception for the emergency-quarterback role; it should not be confused with ordinary practice-squad elevations. The roster source and the player’s emergency designation matter: an ordinary elevated player is not automatically eligible for emergency activation.
