NFL teams must submit their game-day inactive lists 90 minutes before kickoff. That is the deadline for reporting inactives to the league—not a guarantee that fans will see a public announcement at that exact moment. A Pittsburgh Steelers Q&A says there is no rule setting a specific time for teams to release the lists to the media or public.
What an NFL inactive list tells you
The inactive list identifies players on a club’s roster who are designated as unavailable for that particular game. It is not the full roster, and it does not simply list everyone who is not expected to start. It is also separate from the injury report issued earlier in the week: the game-day inactive list is the club’s submission shortly before kickoff.

NFL Football Operations includes the list in the Game Day Administration Report exchanged at the 90-minute officiating meeting. That report also covers game-day administration details such as players with coach-to-player helmet communication equipment and players or coaches wearing microphones. NFL Football Operations’ game and stadium preparation guidance describes the meeting and report.
When NFL inactives are due—and when they become public
| Event | Timing | What it means |
|---|---|---|
| Club submits inactives to the NFL | 90 minutes before kickoff | The formal league submission deadline. The Steelers’ Q&A states that teams must submit game-day inactives by this point. |
| Team releases the list to fans or media | No universal public release time is specified | The Steelers’ Q&A says there are no rules about when the list must be released publicly. Posting may not happen precisely at the submission deadline. |
The Pittsburgh Steelers Q&A on inactive announcements addresses both the deadline and public release timing. It does not establish one required publication channel or timestamp for all 32 clubs.

Where to find the list
Check the team’s official channels or an NFL source as kickoff approaches. Because the league submission and public posting are separate events, allow for team-specific posting practices rather than relying on an alert to appear exactly at T-minus 90 minutes.
Inactive list versus active game-day roster
The game-day inactive list and the club’s broader roster are different things. A player may belong to the club’s roster but be inactive for one game. NFL.com’s roster FAQ describes a regular-season and playoff game-day active limit of 48 players when a club has at least eight offensive linemen, or 47 when it has fewer than eight. It also distinguishes that group from the 53-player Active/Inactive List, which standard practice-squad elevations can bring to 54 or 55.

NFL.com describes a club designating a bona fide quarterback as an inactive/emergency third quarterback, with the designation included on the Game Day Administration Report submitted before or at the 90-minute meeting. This is a specialized designation, not a reason to assume that every inactive quarterback can enter the game under the same conditions. Consult the current rule text before relying on the specific eligibility conditions.
