The U.S. Navy’s nuclear-powered submarines are built and maintained through a shared industrial system: private shipbuilders construct them under Navy contracts, while four government-operated shipyards provide major overhaul, repair, and modernization. Navy contract-oversight organizations help ensure construction work meets technical and quality requirements and stays on schedule.
Who builds and maintains Navy submarines?
Private and public shipyards have distinct but sometimes overlapping roles. The Navy identifies two private shipyards as builders of nuclear-powered ships. Its four public shipyards provide overhaul, repair, refueling, and inactivation capabilities for nuclear-powered vessels. Newport News Shipbuilding also performs repair and modernization work, so the distinction is not simply that private yards build and public yards maintain.

| Private nuclear shipbuilders | Build nuclear-powered ships under Navy contracts; Newport News Shipbuilding also does construction, repair, and modernization work. | Supervisor of Shipbuilding organizations administer contracts and oversee technical requirements, quality, and schedules. |
| Public Navy shipyards | Provide overhaul, repair, refueling, and inactivation capability for nuclear-powered ships, including submarines. | NAVSEA describes their mission as maintaining submarines and aircraft carriers so they can return to the fleet combat-ready. |
The Navy’s Supervisor of Shipbuilding, Conversion and Repair office in Newport News describes its contract role this way: “It is the Supervisor’s responsibility to administer all contracts, outfit the ships, assure that the technical and quality assurance requirements of the contracts are fully met, ascertain that satisfactory production schedules are maintained, and ensure that the final product delivered to the Fleet is ready to sail “in harms way.”” (NAVSEA, SUPSHIP Newport News).

The Navy operates four public shipyards. Together they support nuclear-powered submarines and aircraft carriers, but their missions reflect different fleet requirements and locations.

- Portsmouth Naval Shipyard — Kittery, Maine. Its stated mission includes safe overhaul, repair, and modernization of Los Angeles- and Virginia-class attack submarines.
- Puget Sound Naval Shipyard and Intermediate Maintenance Facility — Bremerton, Washington.
- Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility — Hawaii.
NAVSEA’s shipyards overview describes the public yards’ broader fleet-maintenance purpose; Portsmouth Naval Shipyard facts gives that yard’s stated submarine mission.
What happens during submarine shipyard maintenance?
A major maintenance period can involve work in dry dock, followed by a waterborne phase after the submarine is undocked. Public descriptions characterize the work in broad terms such as restoration, repair, and modernization. The exact work package and sequence vary by vessel and availability; one ship’s milestones should not be treated as a standard schedule for every submarine.

- Contains parts to build one model.
Example: USS North Carolina at Pearl Harbor
In a documented example, Virginia-class submarine USS North Carolina (SSN 777) completed a dry-dock maintenance phase at Pearl Harbor and was undocked on August 12, 2026. NAVSEA described the work as restoration and modernization. Undocking moved the submarine into a waterborne phase ahead of its return to operational status; it did not, by itself, mean the submarine had returned to operations. (NAVSEA’s maintenance update.)

NAVSEA says the public yards were originally designed for earlier shipbuilding needs and are not efficiently configured for maintaining and modernizing today’s nuclear-powered ships. The Shipyard Infrastructure Optimization Program is a long-term effort to recapitalize facilities and industrial equipment, improve capacity, and align shipyard layouts with nuclear-fleet maintenance needs. Its scope includes infrastructure such as dry docks, facilities, and utilities.

A separate effort, the Naval Sustainment System–Shipyards, focuses on process improvements and coordination intended to reduce availability duration and improve on-time delivery. That process initiative and the infrastructure program address different constraints: one targets how work is organized, while the other invests in the physical shipyards. NAVSEA describes the Shipyard Infrastructure Optimization Program and the Naval Sustainment System–Shipyards separately.

Official public descriptions establish the institutions, broad missions, and some maintenance milestones. They do not provide a universal submarine-maintenance checklist or justify claims about detailed nuclear-propulsion procedures, vessel-specific work packages, or current yard-by-yard schedules and performance. A 2013 Navy nuclear-propulsion program publication estimated approximately 50,000 employees across the six public and private nuclear shipyards; that is a historical estimate, not a current workforce count (NAVSEA, 2013).
