How Much Do Flock Cameras Cost Cities? Public Contracts Show Wide Variation

There is no standard nationwide Flock price. Dated city records show how camera scope, subscriptions, retention, contract terms, and spending status change the total.

There is no single nationwide price for Flock camera systems. City records show costs shaped by camera count and type, software and subscription services, installation, data retention, contract term, and funding. Just as important, an approved spending cap, a proposed agreement, and money actually paid are different figures.

Why city totals vary

Municipal agreements can bundle cameras with licenses, software, support, installation, and data services. Some records separate one-time equipment or installation charges from recurring subscriptions; others report a multi-year contract total or a not-to-exceed ceiling. Retention periods and expansion plans can also change the annual budget.

That makes a simple per-camera calculation unreliable: two contracts with similar camera counts may cover different equipment, services, and retention terms. The examples below come from selected local records, not a representative national sample, so they do not establish a national average.

What cities have reported

City and record Scope Reported amount How to read it
Manteca, California, 2026 agenda item Addition of six Condor cameras to an existing five-year agreement covering ALPR and Condor cameras, entered in FY2023–24 $18,000 annually for the remaining three years, plus a $1,500 one-time installation fee; stated not-to-exceed increase of $55,500 This is a requested amendment, not the full price of the city’s existing system. City of Manteca agenda item
Hayward, California, staff report dated May 6, 2025 Existing 64-camera network under an agreement effective December 2024 through December 2026; proposed expansion of about 30 cameras Existing agreement total: $271,660.27. Staff projected about $202,000 annually to operate the existing network from FY2026. Proposed expansion: up to $162,360 annually. One-year retention: $300 per camera annually, or $28,200 for the combined 94-camera network. Estimated combined annual expenditure: about $392,560; recommended annual authorization maximum: $400,000. These are staff estimates and a recommended authorization ceiling. The combined estimate includes existing costs, proposed expansion, and one-year data retention. City of Hayward staff report
Port St. Lucie, Florida, amendment approved March 24, 2025 Increase from 23 to 49 LPR cameras $105,700 for added cameras and $84,000 for annual subscriptions; $189,700 additional, bringing the new contract total to $455,706.85 The new contract total is not an annual-spending figure. City of Port St. Lucie amendment record
Orange, California, 2026 agreement Two-year agreement through Insight Public Sector for licenses, software, and services; camera count not stated in the reviewed record $193,640 per year; $387,280 total, including $10,000 contingency Without a disclosed camera count, this cannot be treated as a per-camera price. City of Orange action record
Pflugerville, Texas, 2026 agenda item 28 Falcon cameras and licensing $87,500 per year The city’s agenda summary says data is retained for 30 days unless preserved as evidence and that the city owns the data; those are the policy terms described in this item. City of Pflugerville agenda item
City Council item summary, February 19, 2026 Renewal request for 15 LPR cameras and a nationwide reader-system subscription $51,250 per year; $153,750 over three years The one-page item summary identifies federal asset-forfeiture funds as the funding source. The city is not identified in the summary available here. City Council item summary
Fresno, California, agreement approved February 22, 2024 Three-year agreement for ALPR subscriptions, cameras, and software Not to exceed $1,498,690.41 The city said the updated agreement did not change the contract cost and described state-grant funding with quarterly reimbursement. The cap does not establish the amount ultimately paid. City of Fresno agreement record
Oakland, California, proposed action in 2025 Proposed two-year agreement for ALPR and pan-tilt-zoom cameras, operating-system technology, and related services Proposed cap of $2,252,500 The resolution failed, so this amount is not evidence of an approved or executed contract. City of Oakland proposed action record

How to tell a price quote from actual city spending

Public records can document intent or authority to spend without showing what the city paid. A proposed amount may never become a contract; an approved not-to-exceed amount is a ceiling, not an invoice total. An amendment may cover only an addition to an existing system. A multi-year contract total should not be compared directly with an annual operating estimate.

Port St. Lucie’s $455,706.85 is a new contract total after an amendment, not an annual rate. These amounts answer different budget questions.

What to check in a city’s contract

To evaluate a local system’s cost, look beyond the headline total. The agreement, amendments, and finance records should make clear:

What the examples establish—and what they do not

The records show that some cities report annual operating estimates, others publish contract totals, and still others seek an authorization ceiling for a particular expansion or term. They also show why costs cannot be compared responsibly without matching scope, dates, camera mix, retention, and contract status. The selected examples do not establish a national average, nor do they show how much every city has ultimately paid.
