Higher mortgage rates make borrowing more expensive, so a buyer financing the same amount over the same term faces a higher monthly principal-and-interest payment. That can shrink the loan a household can support and reduce buyer demand. But higher rates do not automatically push home prices down: the number of homes listed, local incomes, and other market conditions also matter. When owners hold much lower-rate mortgages and postpone selling, the resulting shortage of listings can help keep prices up even as demand weakens.
How do mortgage rates affect home affordability?
A mortgage rate changes the financing cost of a home, not its list price. For the same loan principal and term, a higher rate raises the scheduled principal-and-interest payment. A buyer may respond by increasing the down payment, choosing a less expensive home, accepting a higher monthly payment, or delaying a purchase.

The payment is only part of affordability. Household income, existing debt, property taxes, homeowners insurance, maintenance, and other costs affect what a household can manage. Down payment size also matters: it changes the amount borrowed and the upfront cash needed. A mortgage-rate average is not an individual quote; actual terms depend on factors such as credit, down payment, loan type, and other details.

One defined national measure is the Federal Reserve Bank of Atlanta’s Home Ownership Affordability Monitor. An index value of 100 means a median-income family can afford a median-priced home under the Monitor’s assumptions; a value below 100 means it cannot under those assumptions. Governor Michael S. Barr reported the Monitor at 68 for July 2026. That index is a benchmark, not a personal loan qualification or a complete measure of every household’s housing costs. Barr’s September 2026 speech explains the measure and its context.

For another perspective, homeowners surveyed by the Federal Reserve reported a median monthly mortgage payment of $1,600 among those with a positive payment, up from $1,500 in 2024. The figures describe reported payments, not the payment on a newly originated loan or the effect of interest rates alone. The report also found larger mortgage payments among people who moved in 2024 or 2025 than among those who moved earlier. The Federal Reserve’s 2025 household well-being report was published in May 2026.
Do higher mortgage rates make home prices go down?
They can put downward pressure on prices by making financing more expensive and reducing the number of buyers able or willing to bid. Less competition can slow price growth or, in some markets, contribute to falling prices. But the connection is not mechanical: rates affect demand, while the supply of homes and the number of active buyers also influence what sellers can command.

Federal Reserve staff research using a housing search model and listing data found demand was highly sensitive to mortgage rates, and that demand drove short-run fluctuations in sales and prices in the model. The paper’s findings concern the model and period it studied; they are not a universal prediction for each city or market cycle. The Board marks the paper as preliminary and says its findings do not necessarily represent the Board’s views. Read the 2022 Federal Reserve staff paper.

Why aren’t home prices falling when mortgage rates are high?
One reason is that high rates can discourage owners from listing their homes as well as discourage buyers from purchasing. A homeowner with a mortgage rate far below the rate available today may face a substantially higher payment if they sell and buy another home with a new loan. Some therefore stay put. This “rate lock” can restrict the supply of homes for sale and the number of transactions.
That restraint can partly counter the drop in demand. In tight markets, fewer sellers may mean fewer homes available for the buyers who remain. Barr said that the reduction in supply can outweigh the corresponding reduction in demand and raise prices in such markets. The effect depends on local conditions; rate lock does not guarantee that prices will rise everywhere. Barr’s September 23, 2026 speech discusses this two-sided effect.

In that speech, Barr reported that about half of outstanding mortgages carried rates at or below 4%, and nearly 80% were below 6%. Those figures are a September 2026 snapshot, not a permanent distribution. The Federal Reserve’s July 2026 report also identified rate lock as one factor likely holding down existing-home sales.
Supply constraints have mattered in other market conditions, too. A 2022 Federal Reserve Board staff paper estimated that new for-sale listings would have needed to expand 30% to keep the rate of price growth at pre-pandemic levels given the pandemic-era surge in demand. This is a model-based result about that episode, not a present-day forecast. The paper describes its model and results.

How much do mortgage rates vary by location?
Mortgage rates influence financing costs, but they do not produce a uniform national price response. Local home prices, listing supply, incomes, and the share of owners who would face a large rate increase if they moved can all change how a rate shift plays out. Compare markets using the same time period and look at price trends, inventory, sales, incomes, taxes, and insurance—not a national rate average beside a local home-price figure as if they described one market.
The Urban Institute’s September 2026 chartbook reported that U.S. single-family housing-market value rose 1.0% over the prior year. Within that national picture, prices rose in the Northeast and Midwest and fell in the South and West. It also noted that flat house prices had helped mortgage affordability. These are monthly snapshot findings, not a long-run forecast. Explore the Urban Institute Housing Finance Chartbook.
What do published mortgage-rate averages tell you?
Freddie Mac’s Primary Mortgage Market Survey reported a 30-year fixed-rate average of 7.28% and a 15-year fixed-rate average of 6.60% on October 1, 2026. These are weekly survey averages for Freddie Mac’s specified borrower profile, not guaranteed offers. Freddie Mac’s current survey method draws on mortgage applications submitted through Loan Product Advisor; an individual’s rate can differ with borrower and loan characteristics. Check Freddie Mac’s PMMS methodology and weekly results.

Barr noted that policy rates affect longer-term borrowing rates, including mortgages, but many other factors affect mortgage rates as well. A survey average can help describe the broad environment; it cannot tell a particular household what rate it will receive.
Quick Recap
How to use this information when comparing homes or markets
- Estimate the monthly payment using the loan amount and term you are actually considering, then account separately for property taxes, insurance, and other ownership costs.
- Compare the payment with household income and other debt rather than judging affordability from the mortgage rate or listing price alone.
- For a location comparison, use matching dates and examine price direction, new listings or inventory, sales activity, and local incomes alongside financing costs.
- When assessing rate lock, consider how many owners may have mortgages well below current rates—and whether that is limiting listings in the specific market.
