A mineral discovery becomes a producing mine only if successive work shows that the deposit can be developed, the project can obtain approvals and financing, and the company can build and operate it. Discovery is the start of evaluation—not proof of an economically mineable deposit. Projects can stop at any decision point, and stages often overlap.
How does a discovery progress toward a mine?
The sequence below describes a typical project lifecycle, not a fixed timetable or a guaranteed path. The scope and order of work vary with the deposit, commodity, project design and jurisdiction.

Investigate regions and generate targets
Companies look for geological settings and indicators that may be associated with mineralization. Geological mapping and geophysical and geochemical work help narrow broad areas into targets for closer investigation.

Explore and test targets
Teams gather more detailed evidence through mapping, sampling, geophysical surveys and drilling; some projects also use exploration tunnels. The aim is to understand the deposit’s location, shape, dimensions, extent and quality. A discovery is an evidence milestone, not a decision to build a mine.

Define the resource and evaluate technical options
Additional work reduces uncertainty about the deposit and how it might be mined and processed. A resource estimate is not the same as a reserve, and neither exploration results nor a resource estimate alone establish that all the material can or will be mined economically. That judgment requires further technical and economic assessment.
-
Test feasibility
Pre-feasibility and feasibility studies bring together the proposed mining method, processing or purification route, infrastructure, investment requirements, environmental assessment or management, monitoring, economics and execution planning. Their conclusions depend on assumptions; a positive study informs an investment decision but does not guarantee construction.

Advance permits and stakeholder work
Approvals depend on the jurisdiction and the project. A Norwegian project disclosure, for example, lists an extraction permit for state minerals, a land-use zoning revision, a discharge permit and an operating license, alongside secondary waste-management and baseline-monitoring approvals. Those are project-specific examples, not a universal checklist. Environmental work and engagement with affected stakeholders can proceed alongside engineering and studies.

Secure financing and decide whether to invest
The company and prospective funders weigh expected value, capital needs, technical and execution risks, commodity assumptions, approvals and the ability to build and operate the project. Feasibility establishes whether a project appears technically, economically and financially justified under its assumptions; financing and technical know-how are still needed to develop it. There is no single funding structure or investment threshold that applies to every mine.

Engineer, procure and build
After a positive investment decision and the required approvals, the company advances detailed designs, obtains equipment and services, prepares the site and builds the facilities the project needs. These can include the mine, processing plant, utilities, transport links, water and waste infrastructure, roads and production facilities. Construction may also include test mining and processing.
-
Commission, ramp up and produce
Systems are tested and handed over, then production begins and the operation works toward planned output. A project schedule may set out activities and durations toward commercial production, but first production is not the same as steady-state performance. Mining, processing, purification, transport or sale may all form part of the production operation, depending on the project.

Rehabilitate and close
Environmental rehabilitation and closure are part of the mine lifecycle, not work reserved for the final day of production. Closure plans and legal requirements depend on the project and jurisdiction, so they need to be considered in project planning rather than treated as a universal, identical end-stage checklist.

Why can a discovery fail to become a mine?
A project can stall when later work does not support development. The deposit may not be sufficiently defined, the mine design or metallurgy may prove difficult, or infrastructure needs may make the proposal impractical. Economic assumptions can change; approvals and environmental reviews take time; and financing conditions or markets can shift. These are possible reasons, not a ranked list of causes or a measure of any project’s odds of success.

The scale of variation is visible in historical lead times. A 2016 World Bank working paper reports that one-third of copper discoveries since 1950 took 30 or more years to reach production, compared with 4.5 percent of gold discoveries. The paper points to factors including mineral type, deposit size and grade, financing conditions, country factors and commodity prices. These are historical figures from that paper—not a current average, a forecast or a timeline for a new discovery.
How can you compare two proposed mining projects?
There is no universal scorecard, but these questions help reveal where projects differ and what remains uncertain:
- Project maturity: How advanced is the work, and how much confidence does the geological evidence support?
- Mining and processing: What methods are proposed, and what technical challenges could affect them?
- Capital and operating needs: What investment and ongoing requirements does the plan identify?
- Infrastructure: What transport, utilities, water and waste facilities does the project depend on?
- Environmental and community context: What impacts, management work and stakeholder considerations are relevant?
- Approvals: Which permits or other approvals are needed, and what is their status?
- Financing and market assumptions: What assumptions underpin the investment case, and how sensitive is it to change?
- Schedule and execution: What work remains before construction and production, and what could affect delivery?
- Closure planning: How does the project address rehabilitation and closure?
These questions help organize a comparison; they do not replace project-specific technical, financial, environmental or legal review.
