Middle East oil exports affect fuel prices because crude is traded in a connected global market: when exports are disrupted, buyers compete for replacement supply, shipping becomes riskier or more expensive, and crude and refined-product prices can rise. The effect on any driver’s pump price depends on how much supply is lost, how long the disruption lasts, refinery and product-market conditions, and local taxes and distribution costs. Brent is a global crude benchmark; U.S. gasoline prices are one national example, not a universal outcome.
How an export disruption reaches fuel prices
- Global crude prices respond to expected availability. Buyers and sellers price crude in an interconnected market. Benchmarks such as Brent reflect expectations about global supply and demand, inventories, and the availability of oil from OPEC and non-OPEC producers. Spot trading and financial-market expectations also matter. See the U.S. Energy Information Administration’s overview of what drives crude oil prices.
- Exports depend on both production and routes. Middle East crude reaches buyers by sea and through pipelines and ports. The Strait of Hormuz is a major shipping route, but not every barrel travels through it. Pipelines and other workarounds can redirect some flows; they cannot necessarily replace maritime trade at full scale, and they can be disrupted too. EIA’s October 2026 outlook reported that attacks temporarily halted Saudi East-West pipeline flows to Yanbu, a route used to bypass Hormuz. EIA Short-Term Energy Outlook, October 6, 2026.
- Lost or delayed barrels tighten available supply. Refiners and other buyers look for alternatives, inventories may be drawn down, and markets can price in both physical scarcity and uncertainty. For example, EIA reported that Brent crude oil spot prices averaged $114 per barrel in September 2026, $23 per barrel above August’s average. EIA attributed the increase to attacks on oil infrastructure and tankers in the region. The agency estimated that Middle East crude production shut-ins averaged 4.8 million barrels per day in September, compared with 5.8 million b/d in August and a May peak of 10.9 million b/d. These are dated observations and estimates, not a permanent price relationship. EIA, October 6, 2026.
- Route risk raises costs even apart from the number of barrels. Tanker risk can increase shipping costs and the risk premium reflected in oil prices. Higher insurance costs and longer routes can also raise the delivered cost of crude for refiners. A disruption may therefore affect both how much oil arrives and the expense and uncertainty of moving it. EIA, October 6, 2026.
- Refining and local costs shape the price at the pump. Crude is only one input into gasoline, diesel, or jet fuel prices. Refinery margins, product supply and demand, distribution, marketing, and taxes also contribute. Tight refinery capacity or low product inventories can make a fuel’s price rise more sharply—or behave differently—than crude benchmarks. For a U.S.-specific breakdown, see EIA’s explanation of what consumers pay for in gasoline and diesel.
What the October 2026 outlook says—and what it does not
EIA’s October 6, 2026 outlook combines reported September conditions with forecasts for later months. Keeping those categories separate matters: a forecast is conditional, not a reported result.

| Measure | What EIA reported or forecast |
|---|---|
| Brent crude spot price | Reported September 2026 average: $114 per barrel, $23/b above August’s average. EIA, October 6, 2026. |
| Middle East crude production shut-ins | EIA estimate for September 2026: average 4.8 million barrels per day; compared with 5.8 million b/d in August and a May peak of 10.9 million b/d. EIA, October 6, 2026. |
| Brent crude spot price | Forecast to average $105 per barrel in 4Q26, assuming flows remain constrained and shut-ins average 4.5 million b/d that quarter. EIA cautioned that ongoing conflict could make near-term prices more volatile than its forecast. EIA, October 6, 2026. |
| Global oil inventories | EIA estimated an average decline of 1.9 million b/d in 3Q26 and forecast a further average decline of 0.7 million b/d in 4Q26. These are outlook estimates, not final audited totals. EIA, October 6, 2026. |
The 4Q26 Brent figure is not a promise about what oil or gasoline will cost. It depends on conflict duration, export routes, how quickly production and trade flows recover, inventory levels, and demand. If those assumptions change, the forecast can change too.

Crude must be refined into fuels, and international buyers may compete for finished products when local supplies are tight. That means a crude-export disruption can spill over into diesel, jet fuel, and other product markets, but product prices do not have to move in lockstep with Brent.

EIA’s retrospective on the second quarter of 2026 illustrates the distinction. U.S. distillate exports averaged 1.56 million barrels per day in 2Q26, 30% above the five-year average, as international buyers sought replacement supply. U.S. jet fuel exports averaged 356,000 barrels per day, more than double the five-year average. EIA also reported that the average gasoline crack spread was 60% above its year-earlier level in 2Q26, while distillate and jet-fuel crack spreads more than doubled year over year. Crack spreads measure refinery margins; they are not percentage changes in pump prices. These are second-quarter figures, not October conditions. EIA, July 15, 2026.
Why pump prices do not track Brent exactly
A crude benchmark is not a retail-fuel price. The price drivers see includes several stages between a well and a local station, and those stages vary by product and location. U.S. gasoline and diesel price components, for example, include crude, refining, distribution and marketing, and taxes. Other countries have their own tax systems, supply chains, and retail markets, so a U.S. pump-price example should not be generalized worldwide. - Refining: refinery availability and margins influence how much crude costs translate into finished fuel.
- Product-specific supply: gasoline, diesel, and jet fuel can each face different inventory and demand conditions.
- Distribution and marketing: moving and selling fuel adds costs that vary by market.
- Taxes: local and national fuel taxes change the final retail price and differ substantially by country.
What determines whether the effect is large or short-lived
There is no single percentage by which a given reduction in Middle East exports translates into retail fuel prices worldwide. The outcome depends on several connected factors:

- Inventories and demand: stocks can cushion a temporary shortfall, while strong demand can make replacement barrels harder to find.
- Alternative producers and routes: other suppliers and pipelines can help, but their available capacity and route access are limited and situation-specific.
- Shipping and insurance risk: even when oil continues moving, longer journeys, higher insurance, or heightened tanker risk can increase delivered costs.
- Refining and product-market conditions: scarce finished fuels or constrained refinery capacity can amplify product-price pressure beyond crude movements.
- Local retail structure: taxes, distribution costs, and the timing of price changes vary by market.
Forecasts change when flows change
Oil outlooks are snapshots of assumptions, not fixed predictions. EIA’s July 2026 outlook expected recovering production after reopening to lower crude and U.S. gasoline prices; its October outlook subsequently described renewed route constraints and a higher 4Q26 Brent forecast. The comparison shows how sensitive forecasts are to changing supply and route assumptions, not a universal rule for pump prices. EIA, July 7, 2026; EIA, October 6, 2026.

In a June 9, 2026 press release, EIA Administrator Tristan Abbey said: “Any scenario involving full restoration of inventories, production, and trade flows to pre-conflict levels must account for the partial restructuring of the global oil market that has already occurred.” The remark describes market adjustment; it is not a numerical estimate of what consumers will pay.
