Its rules distinguish electronic money tokens (EMTs), which reference one official currency, from asset-referenced tokens (ARTs), which reference another value, right, or combination. That distinction affects issuer obligations and the basis on which holders can redeem. MiCA does not make every stablecoin interchangeable or require every platform to list the same tokens.
The EU rules apply to EU activities; an exchange policy described as covering the EEA should not automatically be treated as the scope of EU law. This article reflects the position and dated figures available on 4 October 2026. Token authorization, provider status, and listings can change, so check current official records and the relevant provider’s notices before acting.

What MiCA regulates—and why the token’s category matters
MiCA (Regulation (EU) 2023/1114) is the EU’s framework for crypto-assets. Its provisions for ARTs and EMTs began applying on 30 June 2024; the rest of the Regulation generally applied from 30 December 2024. For stablecoins, the first practical question is how the token is classified, not simply whether its issuer calls it a stablecoin.
| Category | What it references | Core issuer and holder implications |
|---|---|---|
| Electronic money token (EMT) | One official currency | The issuer must generally be a credit institution or electronic money institution, subject to MiCA’s provisions and specified exemptions. Holders have a right to redeem at par in the referenced currency. |
| Asset-referenced token (ART) | Another value or right, or a combination, including potentially more than one currency | The issuer generally needs authorization and must meet requirements including governance, a reserve of assets, and redemption. The redemption basis is the market value of the referenced assets, rather than a promise of par redemption in one currency. |
There can be additional requirements for significant ARTs and particular requirements or exemptions for particular issuances. Classification, issuer status, and the token’s documentation therefore matter when assessing a specific product; the category labels alone do not establish that a token or issuer is compliant.

What MiCA requires of stablecoin issuers
ART issuers
ART rules address authorization, a crypto-asset white paper, governance, reserve assets, and redemption. Issuers whose tokens qualify as significant face additional supervisory treatment. An issuer should assess the token’s exact classification and status rather than assuming that rules for an ordinary ART describe every case.
EMT issuers
EMT issuance is connected to electronic-money regulation: an EMT issuer must generally be a credit institution or an electronic money institution. MiCA also sets white-paper and notification requirements. The Regulation contains specified exemptions, so this general description should not be read as saying that every possible issuance has identical authorization treatment.
Redemption and interest
For EMTs, MiCA establishes a right to redeem at any time and at par value, in funds, in the monetary value of the token held, in the referenced currency. The Joint European Supervisory Authorities’ consumer factsheet describes this as receiving the referenced money back at full face value. That legal right is not the same as a guarantee of instant cash settlement in every circumstance: consult the applicable provisions and the token’s white paper for process, timing, and eligibility details.

ART redemption is based on the market value of the referenced assets, as explained by the Joint ESAs. It should not be presented as equivalent to an EMT’s par-value right in one referenced currency.
MiCA prohibits issuers and crypto-asset service providers from granting interest to EMT holders, including rewards framed without regard to how long the tokens are held. This is an EMT interest restriction, not a blanket ban on every return associated with every crypto-asset product.
Why exchanges can be affected even if they did not issue the token
MiCA’s effect on a platform depends on the service it provides and how it provides it. Under the European Commission’s interpretation, a provider’s exchange, reception and transmission of orders, or execution services may amount to offering an ART or EMT to the public when the provider promotes or advertises that token as part of those services. The analysis is therefore not limited to whether the platform itself minted or sold the token.

ESMA’s statement of 17 January 2025 set supervisory expectations for non-MiCA-compliant ARTs and EMTs. Trading-platform operators were expected to stop making affected tokens available for trading; other services could also amount to an unlawful offer. ESMA allowed affected providers to maintain limited sell-only services to help EU investors liquidate or convert positions through 31 March 2025. That was a past wind-down period, not a current permission or grace period.
Provider authorization and the ended transition
MiCA allowed certain providers already operating under national law before 30 December 2024 to continue while their authorization application was decided, but no later than 1 July 2026. Member States could shorten or disapply that transition. The latest possible end date has passed; users should check the provider’s current authorization and the relevant national authority’s register rather than relying on a former transition status.
What EU users may notice
A token may become unavailable to buy, exchange, or access through other services on an EU-facing venue if its issuer lacks the relevant MiCA status or if the provider’s activity would constitute an impermissible offer. The platform may set its own notice and wind-down arrangements. MiCA does not itself mean that every user balance was automatically converted, and provider treatment can differ by legal entity, country, and service.

The practical answer to “Can I still trade a non-compliant stablecoin in the EU?” is therefore not a universal yes or no. A platform that provides a regulated service in the EU may need to stop offering the affected token, and ESMA’s stated sell-only window ended in March 2025. The treatment of an individual token or transaction depends on its classification, the provider’s service and legal entity, and geographic scope. Do not treat a listing or policy outside the EU as evidence of EU availability.
Nor should “redeemable” be taken to mean that every stablecoin can be cashed out at face value. The legal basis differs by category: EMT redemption is at par in the referenced currency; ART redemption is based on the market value of referenced assets. The actual process and terms need to be checked in the token documentation and applicable law.
A practical check before choosing or using a token
- Identify the category. Check whether the token is an EMT or ART and what currency, asset, or rights it references.
- Verify the issuer. Identify the legal issuer and check whether its authorization or other status is appropriate for that category.
- Read the white paper and redemption terms. Confirm the redemption basis, process, timing, and any eligibility conditions rather than relying on a general marketing claim.
- Check the provider serving you. Verify the relevant platform legal entity and authorization, whether it supports the token in your country, and which services it offers for it.
- Read current notices. Look for token restrictions, withdrawal arrangements, and any platform-specific wind-down notice. A listing can change and does not by itself establish the issuer’s status.
Dated regulatory snapshot and review agenda
In a MiCA review-priorities announcement, the European Banking Authority reported that, as of 1 September 2026, 39 EMTs had been issued under MiCA and no ARTs had been authorized under MiCA. These are EBA’s counts for that reference date, not a live total or a measure of consumer outcomes; the figures can change.

The EBA’s September 2026 review material identifies issues including multi-issuer stablecoin schemes, issuer requirements for ARTs and EMTs, and MiCA’s interface with other financial-services regimes. A review agenda is not an enacted amendment. The applicable obligations described above should be distinguished from topics under review, and later changes should be checked before making decisions.
How to compare tokens and providers
For a token comparison, use the legal category, issuer status, referenced currency or assets, redemption basis, and disclosures about the issuer and reserve. For a platform comparison, use its relevant legal entity and authorization, the services it provides, token availability in the user’s country, and the arrangements it states for withdrawals and redemption. MiCA creates common EU rules, but it does not establish that every token has the same rights or that every authorized provider offers the same tokens.
