How Manufacturers Can Reduce Dependence on Imported Critical Raw Materials

Manufacturers can reduce import exposure through a material-specific mix of independent supply routes, efficiency, suitable substitution, recovery and traceability.

Manufacturers can reduce dependence on imported critical raw materials by acting on several parts of the supply chain at once: qualify genuinely independent sources and processing routes, use less material or substitute where performance allows, recover suitable material from scrap and end-of-life products, and improve visibility into where materials come from and how they are processed. The right mix depends on the material, grade, application, production process and jurisdiction. Start with a material-by-material risk review, then compare feasible options for supply resilience, cost, performance, qualification time and environmental and process constraints.

Why supplier count alone does not measure supply security

A manufacturer may buy from several suppliers and still rely on one vulnerable supply route. Those suppliers could depend on the same country for refining, the same upstream producer, or a material that is itself a by-product of another extraction process. A disruption at that shared bottleneck can affect all of them.

Processing and refining are therefore as important to map as mine locations. The International Energy Agency reported in 2025 that, across the key energy minerals it discussed, the average share held by the top three refining nations rose from around 82% in 2020 to 86% in 2024. It also reported that around 90% of supply growth for those minerals came from the top single supplier. These figures illustrate concentration in the minerals and period covered; they are not estimates for every critical raw material or every manufacturer’s imports.

The practical question is not simply, “How many suppliers do we have?” It is, “How many independent, qualified routes can deliver the required material to our specification?” A new supplier is meaningful diversification only if its upstream origin, processing route and relevant bottlenecks do not reproduce the same exposure.

Step 1: Map material exposure across products and processes

Build an inventory of critical raw materials used directly in products and manufacturing processes. Include relevant upstream stages, not just the country shown on a purchase order or the location of the immediate supplier. For each material, capture the product or process that uses it, the required grade or specification, current sources, origin where known, processing country, and the concentration of supply at each stage.

Also identify dependencies that may be easy to miss. A material may be produced as a by-product rather than from a dedicated source, which can limit how quickly its supply responds to higher demand. Note where multiple suppliers share an upstream producer, processor or country. Record whether the available information is verified, supplied by a partner, or still unknown; an unknown origin is a visibility gap, not proof of either safety or risk.

  • Map use: Identify which product lines, components and production steps depend on each material.
  • Map the route: Record known origin, processing and refining locations, and any other material dependencies that affect output.
  • Map concentration: Look for shared countries, facilities or upstream suppliers across nominally separate sources.
  • Map consequences: Establish what a disruption would affect, including the relevant product or process and the availability of an alternative that meets specification.

This map gives teams a basis for prioritizing work: a concentrated source for a production-critical input may deserve earlier attention than a material with readily qualified alternatives. It also prevents a broad “critical materials” list from obscuring differences between materials and applications.

Step 2: Diversify sources and processing routes

Assess potential suppliers and sourcing countries for actual independence, not just geographic variety at the point of sale. Check where the material is extracted, where it is processed or refined, and whether different suppliers ultimately rely on a common bottleneck. An alternative source that cannot consistently meet the required specification or volume is not yet a usable substitute for the current route.

Look beyond a simple buyer-supplier relationship where it is practical. Partnerships across multiple value-chain stages can help connect supply, processing and offtake, and the IEA has identified broader value-chain partnerships and mechanisms that can reduce cost risk for producers and off-takers. Which arrangement is suitable depends on the material, jurisdiction and transaction; a partnership does not by itself remove concentration or guarantee delivery.

When reviewing an additional route, ask whether it can provide qualified volume, whether its processing capacity is distinct from existing sources, and what it would take to make it operational for your products. Qualification and supply continuity matter: a source that is independent on paper but not approved for production cannot protect output during a disruption.

Step 3: Use less material or substitute where it works

Reducing the amount of newly mined material needed can lower exposure without requiring a new source. Product redesign and process-yield improvements can reduce material use or avoid avoidable losses. Repairability and reuse can extend the useful life of products or components, potentially reducing demand for replacement inputs. These approaches complement source diversification; they do not remove the need to meet product and process requirements.

Substitution is application-specific. An alternative material must meet the performance requirements of the part or product and be compatible with manufacturing processes. It may also affect product lifetime, cost, qualification requirements and lifecycle impacts. A substitute that performs adequately in one application may not meet requirements in another, and the available evidence does not establish a technically or economically acceptable substitute for every mineral.

Assess each proposed change against:

  • Performance: Does the alternative meet the material and finished-product requirements?
  • Production fit: Can existing equipment and processes handle it, or are changes needed?
  • Qualification: What testing, approval and production validation are required before use?
  • Economics and lifetime: How do material cost, product life and maintenance or replacement needs compare?
  • Lifecycle effects: Where data are available, consider water, energy, emissions and waste as well as material demand.

The European Commission’s Joint Research Centre (JRC) describes substitution, material efficiency and circularity as complements to diversification. That framing is useful: a manufacturer need not treat the choice as “find a new supplier or find a substitute.” Multiple measures may reduce exposure, but each must be assessed against the specific application.

Step 4: Recover useful material from scrap and end-of-life products

Secondary material can come from production scrap, returned products, end-of-life equipment and other relevant waste streams. First identify which streams contain the material and whether they can be collected, separated and recovered at a quality suitable for manufacturing. The European Commission’s policy approach includes improving collection and recycling of critical-material-rich waste, as well as investigating the recovery potential of extractive waste.

For a facility or product line, a recovery opportunity depends on practical conditions: whether the stream is sufficiently consistent and concentrated, whether collection and separation are feasible, and whether recovered material can meet the required specification. A stream can contain a valuable material but still be unsuitable if it is too mixed, hard to access or costly to process. The available sources do not establish a universal business case for recovery at a particular facility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consider the return route as part of product and process planning. Repair and reuse can keep products or components in service; recycling can return material to a supply chain when recovery is feasible. These options can complement new supply, but they should not be treated as immediate replacements for qualified primary material without confirming recovery volume, timing and specification.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Step 5: Use traceability to reveal risks, not as a substitute for supply

Traceability can help manufacturers understand a material’s origin, movement, custody and transformations through the supply chain. That visibility makes it easier to detect shared origins or processing bottlenecks and to decide where diversification or recovery work may matter most. It can also help teams assess whether information about a proposed alternative route is sufficiently clear for their needs.

Traceability has real adoption barriers. IEA and OECD research identifies high implementation costs, limited interoperability between systems, and difficulty transmitting information through complex, geographically concentrated supply chains. A traceability system may reveal exposure, but it does not create another mine, processor, qualified supplier or recovered-material stream. Pair information gathering with action on the routes that the map identifies as vulnerable.

Compare options using the same decision criteria

A new supplier, alternate processing route, substitute, efficiency project and recovery initiative are different interventions. Comparing them on a consistent set of questions helps avoid selecting an option because one attractive feature—such as a new country of origin—overshadows a production or concentration risk elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision area Questions to answer
Supply resilience How much qualified volume can the route provide? Is it independent of current origin and processing bottlenecks?
Cost and exposure What cost or price exposure changes, and what dependencies remain? Do not assume a new route automatically reduces cost risk.
Specification and performance Does the input or substitute meet the material specification and product-performance requirements?
Production compatibility Can current processes use it, or would process, equipment or product changes be needed?
Time and qualification How long and how much work are needed to qualify the route for production?
Lifecycle and waste Where evidence is available, how do water, energy, emissions and waste compare?
Visibility and assurance Can the manufacturer establish origin, custody and transformation information to the level needed?
Implementation capacity Are the necessary partners, equipment, skills and infrastructure available?

This is a practical synthesis of policy, materials and supply-chain considerations, not a formal standard. Some options may have unknowns rather than established values; record those gaps rather than filling them with assumptions. A material-specific review should distinguish a promising idea from an alternative that is qualified, available and usable at the required scale.

What the EU targets mean—and what they do not

The Critical Raw Materials Act provides a jurisdiction-specific example of policy aimed at building capacity across extraction, processing and recycling. The European Commission’s page describes 2030 benchmarks for strategic raw materials: EU capacity to extract at least 10%, process at least 40%, and recycle at least 25% of the EU’s annual consumption. It also sets a benchmark that no more than 65% of annual consumption should come from a single third country at a relevant stage.

These are EU benchmarks, not universal obligations for manufacturers or targets applicable in every country. They are useful context for companies operating in or sourcing for the EU, but a manufacturer should not treat them as a substitute for assessing its own materials, suppliers and production needs. The Commission describes the Act’s purpose as ensuring that “the EU can rely on strong, resilient, and sustainable value chains for critical raw materials.”

Turn the review into a sequenced plan

There is no single measure that fits every material, so sequence work according to exposure and feasibility. A practical approach is to establish the map first, identify the most consequential concentration risks, and compare actions before committing to a supplier, product or recovery change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Inventory materials and uses. Link each material to the products and processes that rely on it, noting specifications and known upstream stages.
  2. Identify shared dependencies. Check whether current suppliers share extraction, processing, refining or by-product dependencies, and record gaps in origin information.
  3. Generate routes to reduce exposure. Consider independent supply and value-chain partnerships, material efficiency, application-specific substitution, repair and reuse, and feasible recovery streams.
  4. Screen against production needs. Compare qualified volume, cost exposure, performance, process compatibility, qualification effort, lifecycle considerations, traceability and implementation capacity.
  5. Separate proposals from qualified options. Track which alternatives are under consideration, which have evidence behind them, and which are approved and available for production.
  6. Revisit the map as routes change. A diversified supplier list can become concentrated through a shared processor or changing upstream route; keep the assessment focused on the full value chain.

The outcome should be a portfolio of material-specific measures, not a blanket commitment to one solution. For some inputs, a different processing route may be the most relevant option; for others, reducing demand or recovering a consistent waste stream may be more feasible. The decision depends on the material and the manufacturer’s ability to qualify and use each route.
