A defensible approval connects your drawing and purchase specification to verified process capability, objective test results, lot-level traceability, controlled production release, and post-approval monitoring. The sequence below shows how procurement, supplier-quality, materials-engineering, and operations teams can add a second source without weakening conformity or customer compliance.
Why a second steel source needs product-level qualification
A steel mill can have an effective quality-management system and still be unsuitable for a particular grade, size, finish, heat-treatment route, or application. Certificates describe the scope of a management system; they do not automatically approve every product, furnace, rolling line, laboratory, warehouse, or shipment. The same supplier may operate several sites with different equipment, certifications, subcontractors, and control plans.

Qualification is also buyer-specific. A supplier registered in one customer’s system is not automatically approved for yours, and requirements can vary by supplier type, site, geography, end use, and regulatory regime. Aramco’s published supplier guidance, for example, makes qualification dependent on the applicable supplier category and location. Treat such rules as that organization’s process, not as a universal steel-industry standard.
Your approval file should therefore answer one practical question: can this identified entity, at this identified site, repeatedly make and document the exact steel your specification requires, under the route and controls that will be used for production orders?

1. Define the approval scope before contacting mills
Write a one-page scope statement and attach the governing documents. It prevents a supplier from qualifying a similar product while your team assumes the approval covers something broader.
Record the product and use
- Grade, product form, dimensions, tolerances, surface condition, coating or finish, and any required heat treatment.
- Applicable material or product standard, including its edition and any customer-specific supplements.
- End use, safety classification, fatigue or wear exposure, joining method, corrosion environment, and downstream machining or forming.
- Producing entity and site, intended process route, approved subcontractors, and shipping location.
- Expected annual and peak volumes, delivery frequency, packaging, and storage conditions.
- Customer approvals, export or import rules, environmental obligations, and other legal requirements that apply to the destination.
Separate critical characteristics from routine checks
Identify characteristics whose failure could affect safety, fit, function, regulatory compliance, or a major downstream operation. Examples might include chemistry limits, tensile or yield properties, toughness, cleanliness, dimensional tolerance, surface defects, coating mass, or hardenability—but the actual list and acceptance values must come from your governing specification. Do not copy universal chemistry limits, sample sizes, or certificate types into a procedure without knowing the grade, standard, order, and geography.
For each critical characteristic, define the acceptance criterion, test method, sampling rule, responsible party, and reaction plan. Also state whether substitution, deviation, rework, blending, or a change in process route is allowed and who can approve it.
2. Verify the supplier’s legal and quality-system identity
Confirm that the company responding to your request is the entity that will manufacture the steel. Record its legal name, address, plant identification, ownership of the laboratory, and any subcontracted operation. A distributor’s certificate cannot substitute for evidence from the producing site unless your specification expressly permits that arrangement.
Check every certificate’s scope
For each quality credential, capture the issuing body, certificate number, status, expiry date, covered address, activities and products in scope, exclusions, and the revision or surveillance status. ISO 9001, IATF 16949, or another credential may be required in a particular supply chain, but no one credential universally qualifies a steel source.

Compare the certificate wording with your intended route. A certificate covering sales and distribution does not establish control of melting or rolling. A certificate for one plant does not cover another plant in the same corporate group. If the supplier proposes moving production, using a sister site, or outsourcing heat treatment, treat that as a scope change requiring review.
Distinguish management-system and laboratory competence
A quality-management certificate and a laboratory accreditation answer different questions. thyssenkrupp Steel Europe’s published information illustrates this distinction: it reports ISO 9001 coverage for its locations and separately identifies laboratories accredited to ISO/IEC 17025. Verify the exact laboratory name, address, methods, measurement ranges, and accreditation scope for tests that determine acceptance. If testing is subcontracted, identify the subcontractor and the controls governing samples, data transfer, and retained records.
3. Assess manufacturing and test capability for the exact product
Request a process flow from incoming metallic inputs through melting, refining, casting, reheating, rolling or forging, heat treatment, finishing, inspection, storage, and shipment. Mark where each critical characteristic is created, measured, recorded, and released.
Review process controls and capacity
- Material-input identification, segregation, and controls against wrong-grade charging.
- Furnace, casting, rolling, forging, heat-treatment, and finishing parameters that affect your requirements.
- In-process inspections, control-plan reaction limits, hold points, and release authority.
- Equipment capability, preventive maintenance, calibration, and backup arrangements.
- Personnel competence, work instructions, training records, and shift-to-shift handover.
- Capacity at your required dimensions and volumes, including peak demand and planned outages.
- Controls for nonconforming product, rework, downgrade, quarantine, and disposition.
Ask for objective evidence tied to the proposed product family: completed control plans, anonymized inspection records, capability studies where relevant, calibration certificates, internal audit findings, and examples of corrective-action verification. A polished presentation or generic brochure is not evidence that the line can hold your critical limits.
Match each requirement to a test or verified control
Build a requirements-to-evidence matrix. For every characteristic, identify the governing clause, test method, specimen location and orientation, frequency, laboratory, acceptance limit, and record retained. If a property is controlled indirectly—for example, by a validated process parameter—document the validation and the parameter record that will be reviewed for each lot.

Confirm measurement uncertainty, equipment resolution, reference standards, and calibration status where they could affect a pass/fail decision. Agree how atypical results, retests, lost specimens, and invalid tests are handled. Do not accept a supplier’s statement that a test is “standard” without confirming which edition and method your purchase specification requires.
Examine corrective action and change notification
Review a representative closed corrective action, with confidential details removed if necessary. It should show containment, root-cause analysis, permanent action, owner, due date, and evidence that the action was effective. Require notification before changes to raw-material sources, equipment, process route, test method, laboratory, site, ownership, or certificate scope. Define which changes trigger a new trial, customer approval, or full requalification.
4. Use a risk-based audit rather than a certificate-only decision
Choose the audit depth from the consequence of failure and the novelty of the source. A documented self-assessment may be adequate for a low-risk, well-understood product when your rules allow it. A new route, safety-critical grade, unfamiliar site, weak evidence, or major capacity transfer normally justifies a remote or on-site assessment focused on the process steps that create your critical characteristics.
Prepare an auditable question set
- Send the scope statement, drawing, purchase specification, and evidence matrix before the audit.
- Ask the supplier to identify the exact line, laboratory, subcontractors, and records that will support production orders.
- Trace one recent, comparable heat or batch from incoming material through production, testing, certificate issue, storage, and shipment.
- Witness how operators identify material, control a parameter, handle a nonconformance, and prevent mix-ups.
- Sample records for calibration, training, inspection, test validity, certificate review, and corrective-action effectiveness.
- Document each finding with a requirement, objective evidence, risk, owner, due date, and required closure evidence.
Timken’s Supplier Requirements Manual is an example of a customer requiring suppliers to agree to on-site assessments. Charter Steel describes supplier surveys and relevant certificates in its own preferred-supplier process. These examples show possible controls; they do not impose a universal audit format on every buyer.
Close findings before routine approval
Classify findings by risk. Contain any product or record issue that could affect a trial lot. Do not close a systemic finding on the promise of a future procedure; require implementation evidence and, where appropriate, an effectiveness check. Keep open actions visible in the approval record and state whether they block production release.

5. Define order documentation and lot-level traceability
Agree the documentation package before the first production order. The purchase order should state the required report or certificate type, issuing entity, standard and edition, actual test results, heat or batch identification, marking rules, retention period, and document-authentication method.
Make the certificate link unambiguous
The chain should run from heat or cast to coil, plate, bar, bundle, or other shipping unit, then to the packing list, shipment, and your receiving record. Specify how mixed heats, split bundles, relabeling, cut lengths, and downstream processing are identified. Require correction and reissue controls for certificates containing errors; never allow an amended document to obscure the original identity or result.
Timken describes a Material Certification Database that tracks and verifies approved steel chemistry for material supplied to its facilities. That is a company-specific example of a digital control. Your own specification determines which chemistry, mechanical, dimensional, cleanliness, coating, or other results must appear and how they are verified.
Verify at receiving
- Match purchase order, supplier certificate, markings, labels, and physical dimensions.
- Confirm heat, batch, coil, or bundle numbers are legible and consistent across every record.
- Check that the certificate covers the delivered quantity and product form, not merely a similar item.
- Place material on hold when identity, documentation, or condition does not match the order.
- Define when independent testing, positive material identification, or expanded inspection is required.
Record the disposition of every mismatch. A document that looks complete but cannot be connected to the received steel is not traceability.

6. Plan trial production and staged release
Set the release gate before the supplier ships. Depending on your application, it may include sample approval, a trial lot, first-piece or first-article approval, customer sign-off, production-process approval, or a defined period of enhanced inspection. State the quantity, tests, sampling, acceptance criteria, and decision authority in writing.
Control deviations explicitly
Use a formal deviation request for any departure from the purchase specification, approved route, test method, or delivery documentation. The request should describe the condition, affected lots, technical rationale, risk assessment, temporary controls, expiry date, and named approver. A supplier’s unilateral substitution is a change, not an approved deviation.
Release routine shipments only after evidence review
Approve routine supply when the trial results meet the specification, traceability works end to end, open audit actions are acceptable, and required customer or regulatory approvals are complete. Retain the signed decision with the approved site, product scope, route, revision level, and conditions of approval.
How to compare two or more alternative suppliers
Use the same evidence set and reviewers for every candidate. A certificate-counting exercise can reward paperwork while missing a weak process or an untraceable laboratory result.

No reviewed supplier rule provides universal scoring weights. Weight the dimensions according to failure consequence, customer requirements, switching cost, capacity risk, and the amount of evidence needed to make a defensible decision. Keep technical conformity as a release condition even when commercial scoring favors a candidate.
Post-approval controls and requalification triggers
Approval is the start of surveillance, not the end of qualification. Monitor delivery performance, nonconformances, certificate accuracy, test-result anomalies, corrective-action closure, and responsiveness to questions. Trend issues by grade, site, route, heat, and shift where the data supports that level of analysis.
Define a review frequency in your supplier procedure and revisit the risk when volumes, applications, or customer requirements change. Trigger a technical review or requalification after events such as:
- Change of producing site, major equipment, process route, raw-material source, heat-treatment recipe, laboratory, or subcontractor.
- Expiry, suspension, or scope reduction of a required certificate or accreditation.
- Repeated out-of-specification results, traceability failures, certificate discrepancies, or late corrective actions.
- Long inactivity followed by a restart, ownership change, major capacity expansion, or relocation.
- New customer, regulatory, safety, or end-use requirements that alter the acceptance criteria.
Document whether the response is enhanced inspection, a limited trial, an audit, customer approval, or full requalification. Keep the old approval revision and its affected lots identifiable so that a later investigation can reconstruct what was authorized at the time.

Qualification checklist for the approval file
- Scope statement signed by procurement, engineering, quality, and operations.
- Current governing drawing, material standard, customer clauses, and regulatory requirements.
- Legal entity, producing site, route, subcontractors, capacity, and contact information.
- Certificates checked for issuer, status, address, scope, exclusions, and expiry.
- Laboratories and test methods verified for the required characteristics.
- Process flow, control plan, calibration, training, nonconformance, corrective-action, and change-control evidence reviewed.
- Risk-based self-assessment, remote audit, or on-site audit completed, with findings and closure records.
- Order-documentation, marking, certificate, retention, and authentication requirements agreed.
- Traceability demonstrated from heat or batch through shipment and receiving.
- Trial or production-approval results accepted, with customer approvals where required.
- Deviation, change-notification, surveillance, escalation, and requalification rules documented.
- Approval decision states the exact product, site, route, conditions, revision, and effective date.
There is no universal qualification duration, cost, defect-reduction percentage, or performance benefit established by the supplier requirements considered here. Those outcomes depend on product risk, customer rules, testing, audit depth, and the evidence your organization must generate. The defensible measure is not how quickly a source is added, but whether every shipment can be shown to conform to the requirements that justified approval.
