What the two cases have in common—and what they do not
“Financial fair play” is often used loosely to describe both proceedings, but UEFA’s case and the Premier League’s charges are not the same legal action. UEFA applied its club licensing and Financial Fair Play regulations, which govern participation in UEFA club competitions. The Premier League applied its own rules governing the club’s obligations to the League.

The cases overlap in subject matter—financial reporting and sponsorship revenue—but differ in the periods examined, the alleged conduct, the decision-makers and the procedures. A finding in one proceeding does not automatically decide the other.

What UEFA’s 2020 case alleged and what happened on appeal
In February 2020, UEFA’s CFCB said City had overstated sponsorship revenue in its accounts and UEFA break-even information between 2012 and 2016, and had failed to cooperate with the investigation. The CFCB imposed a €30 million fine and excluded the club from UEFA club competitions for 2020/21 and 2021/22.

That was not the final sanction as issued. In July 2020, CAS reduced it. UEFA’s statement on the appeal said the panel found “insufficient conclusive evidence to uphold all of the CFCB’s conclusions in this specific case”; it also said many alleged breaches were time-barred under the five-year period in UEFA’s regulations. That outcome should not be simplified to “CAS cleared City”: it altered the sanction and did not uphold all of the CFCB’s conclusions.
What the Premier League referred and what its Commission found
In February 2023, the Premier League referred alleged breaches spanning 2009/10–2017/18. Its notice covered alleged failures to provide accurate financial information, including issues concerning sponsorship revenue, related parties and operating costs, as well as alleged failures to provide information and cooperate. At referral, these were allegations, not findings.

In its 29 September 2026 summary, the Premier League says the independent Commission found City guilty of all financial charges and most cooperation charges. The League reports that the Commission found sham arrangements and misstated accounts, with an impact exceeding £900 million over the affected period. It says the Commission concluded that properly reported figures would have put City in breach of both Premier League and UEFA spending limits. These details and the figure are the League’s account of the Commission’s findings.

Why the Premier League’s UEFA-limit finding is not the old UEFA case
The Premier League’s reported conclusion that properly reported figures would have breached UEFA spending limits is part of the League’s account of what its Commission decided. It is distinct from the historical UEFA CFCB proceeding about the 2012–2016 break-even submissions and the later CAS appeal. The two statements concern UEFA rules, but they arise from different proceedings and decision-makers.

UEFA’s framework is now described as financial sustainability, with solvency, stability and cost-control pillars. Its current overview sets a squad-cost ceiling of 70% of club revenue from the 2025/26 season, following staged thresholds. That later cost-control framework provides context for UEFA’s present rules; it is not the test that decided the historical 2020 case.
