Maharashtra is introducing device-based preliminary screening of medicines stocked at government health facilities, from primary health centres to district hospitals. A flagged result is meant to prompt detailed laboratory testing, not to serve as a final verdict that a medicine is counterfeit or substandard.
What the screening initiative covers
The reported plan is to screen medicines held at government facilities across Maharashtra. Hindustan Times reported on October 2, 2026, that independent teams would visit facilities across the state’s eight divisions for primary screening. Loksatta named those divisions as Thane, Nashik, Pune, Kolhapur, Chhatrapati Sambhajinagar, Latur, Akola and Nagpur in its September 24 report.
The initiative concerns public-sector medicine stocks; the reports do not describe a consumer test or a way for patients to verify medicines themselves.
How preliminary screening differs from laboratory testing
| Stage | Role | What the result means |
|---|---|---|
| Device-based primary screening | Field teams use a detection device to check medicines stocked at facilities. | A suspect result can flag a sample for further examination; it is not a conclusive quality determination. |
| Detailed laboratory testing | Laboratories conduct the more detailed follow-up examination. | This is the reported next step for suspect screening results. Hindustan Times said vendor-supplied medicines would continue to undergo detailed laboratory quality testing. |
The distinction matters: a screening device can help identify medicines that need closer examination, but the reports do not establish that it independently confirms counterfeiting or substandard quality. Hindustan Times also reported that the health minister directed officials to establish an independent laboratory mechanism for examining vendor-supplied medicines.

What has been reported about the rollout
The timing is not fully clear across the two news reports, so their claims should be read separately rather than combined into one settled schedule.
- September 24, 2026 — Loksatta: reported that one device had been provided to each of the eight divisions and that senior pharmacists had completed device-handling training through the Maharashtra Medical Goods Procurement Authority. It said a special medicine-quality campaign was planned for the following month. The report also described weekly reporting of checks and follow-up.
- October 2, 2026 — Hindustan Times: described statewide screening as a first-time initiative, with independent teams visiting facilities in eight divisions. It reported that the first phase, covering training and primary screening, was expected to be completed within three months. That is a reported expectation, not a verified completion date.
The reports do not explain whether September’s reported device allocation and completed training were an initial step before the broader phase described in October, or whether the accounts differ. The available reporting therefore does not establish a single definitive rollout or completion status.

What the procurement notice does—and does not—show
A May 2026 Maharashtra Medical Goods Procurement Authority bid notice, E-272/MMGPA, sought eight drug-adulteration checking kit sets for 2026–27 public health institutions. It invited online bids from manufacturers, importers or authorized distributors. The listed kit components include reagents, a test kit, chromatography strips, a drug test panel, pH indicator strips, syringes and droppers, an adulteration reference chart, protective gloves and masks, and cotton swabs. Sampling accessories such as bags and collection containers are listed separately. Read the E-272/MMGPA notice.
The notice is evidence of a requested institutional purchase, not proof that a supplier was awarded the tender, that delivery was completed, or that the tendered package is exactly the equipment described in the two news reports. It also does not indicate that these kits are consumer products.

What is—and is not—known about results
The cited accounts provide no screening outcome count, no published prevalence figure for counterfeit or substandard medicines, and no accuracy figure for the devices. The reported counts—eight divisions and eight tendered kit sets—describe geographic coverage and procurement quantities, not how many medicines have been checked or found suspect.
Loksatta reported that responsibilities would be assigned for initial screening, sending samples for further examination, responding after confirmation reports and retaining records. It also described medicine-wise sampling, staff training, result analysis and weekly reports as implementation plans. Those are details attributed to that report, not published outcome data.

The healthcare system is being strengthened to ensure proper quality checks at healthcare institutions.” The report placed his remarks at a meeting at the Health Services Commissionerate in Mumbai.
