Data moves through a lifecycle: it is planned, created or collected, processed, used and shared, stored, and eventually preserved or disposed of. The exact stage names differ among frameworks, but the practical point is the same: decisions about purpose, access, copies, and retention matter from the start—not just when someone asks to delete a file.
What is the data lifecycle?
The data lifecycle is a way to describe the stages information passes through, from creation or collection to disposition. NIST defines an information lifecycle as stages typically characterized by “creation or collection, processing, dissemination, use, storage, and disposition,” including destruction and deletion. It is a useful model, not a single mandatory sequence. Some frameworks combine stages; others make planning, analysis, reuse, and preservation more explicit. NIST’s Research Data Framework (RDaF), for example, is a flexible resource designed for research data, not a universal standard for every organization. NIST Research Data Framework

What happens to data after it is collected?
Collection is only one point in a longer chain. Data may be transformed, analyzed, used to make decisions, disclosed to others, copied for backup, retained for a defined period, and then either archived or disposed of. NIST’s privacy glossary treats actions such as use, disclosure, sharing, and transmission as data actions, while its research framework includes processing, analysis, sharing, use, and reuse as lifecycle stages. 1. Plan before acquiring data
Decide why the data is needed and what is genuinely required. Planning should also cover formats, documentation, storage, safeguards, access, sharing conditions, responsibilities, and what should happen when the original purpose ends. NIST’s RDaF describes data management plans as living documents that should be updated as projects change; its planning topics include collection, metadata, ethics and compliance, storage and backup, preservation, sharing, responsibilities, and resources. NIST Research Data Framework 2.0
2. Create or acquire it
Data can be generated internally or obtained from another organization, system, or source. Record where it came from, the context in which it was produced, its format, and any permissions or conditions that govern its use. Those details help people assess reliability and understand what they are allowed to do with it.
3. Process and analyze it
Cleaning, combining, reformatting, and analyzing data can change what it contains and what conclusions it supports. Keep enough documentation to explain material transformations and how results were produced. Without that context, later users may mistake a processed version for the original or be unable to reproduce an analysis.

4. Use, share, and reuse it
Data may inform an internal decision, be transmitted between systems, or be shared with people outside an organization. As its use changes, keep the purpose, access permissions, quality limitations, and sharing constraints visible. A new use or recipient can change the risks and obligations attached to the data.
5. Store, protect, and preserve it
Choose storage and protections according to the data’s sensitivity, operational needs, recovery requirements, and retention rules. Keep track of where copies and backups reside, who can access them, and how restoration works. NIST’s storage-infrastructure guidance recommends managing copies and backups against protection and retention policies, deleting copies no longer needed, and maintaining restore procedures. NIST SP 800-209: Security Guidelines for Storage Infrastructure
6. Review retention, then archive or dispose
Retention should have a purpose and a review point. Data may be kept while it serves a justified operational, legal, research, statistical, or other purpose; it should not be retained indefinitely by default. At the end of its useful life, disposition may mean transfer to an archive or deletion/destruction under the applicable schedule and rules.

How long should data be kept?
There is no universal retention period for all data. The right period depends on the data category, purpose, jurisdiction, contracts, applicable law, and circumstances such as a legal hold. Organizations should define schedules for relevant records and review whether continued retention remains justified.
For personal data in the UK GDPR context, the Information Commissioner’s Office (ICO) says information should be kept only as long as needed and erased or anonymized when the standard retention period ends unless there is clear justification to keep it longer. The ICO describes an exception for certain archiving, research, and statistical purposes when safeguards apply. This is UK regulatory guidance, not a rule that automatically applies worldwide. | Outcome | When it may fit | What to decide |
|---|---|---|
| Keep in active use | A current, justified operational or other purpose remains. | Who needs access, what protections apply, and when retention will be reviewed. |
| Archive | There is a justified preservation purpose, such as an applicable research, statistical, legal, or public-interest need. | Who may access the archive, what safeguards apply, and how long it should be preserved. |
| Dispose | The purpose has ended and no applicable obligation or exception supports further retention. | Which copies and backups are in scope, who approves the action, and how completion is recorded. |
The exact schedule and technical method depend on context; the cited guidance does not establish one retention duration or deletion method for every system. Where personal data is involved, consult the rules that apply to the organization and record type.
What happens to data when it is deleted?
Deletion is a disposition action, but removing a visible file or record does not necessarily remove every copy. Data may also exist in backups, archives, synchronized devices, exports, or systems operated by service providers. NIST recommends tracking copies and backups against protection and retention policies; deletion procedures should account for those locations and for any required recovery period.

Where a system cannot delete a record, or deletion is not technically possible, the ICO recommends moving it out of reach and restricting access. Its disposal guidance is under review following the UK Data (Use and Access) Act, so organizations relying on it should check the page for updates. ICO guidance: disposal and deletion
Do not promise that a deletion request instantly erases every trace from backups or third-party systems. Explain the organization’s actual process and limitations, including how backup rotation, provider arrangements, and restoration procedures interact with deletion.
How to make lifecycle decisions accountable
A workable lifecycle needs clear ownership, documented decisions, and a way to verify that storage and disposition practices match policy. For each data set or record category, establish:
Quick Recap
- Purpose and scope: why the data is collected and what is necessary.
- Ownership: who is responsible for access, changes, sharing, and disposition.
- Documentation: where the data came from, what transformations occurred, and which constraints apply.
- Retention and review: the governing schedule, the review point, and any hold or exception.
- Copies and recovery: where backups and exports reside, how restoration works, and how obsolete copies are handled.
- Disposition evidence: who approved archiving or deletion and how the completed action is recorded.
