There is no single cross-sport privacy protocol for wearable cameras on players. Official rules instead cover separate situations: approval and safety requirements for player-worn performance trackers, a permission-based trial of referee body cameras for broadcasts, and competition-specific limits on cameras near the field. Those rules do not, by themselves, establish who may access player-camera footage, how long it is kept, or when it must be deleted.
What privacy protections do the rules actually establish?
The protections depend on the wearer, the device’s purpose and the competition. The official materials cited here establish equipment approval and safety requirements for some player-worn devices, activation-notice guidance for a referee-camera trial, a purpose limitation for one FIFA scanning workflow, and limits on when certain UEFA-approved cameras may be on the field. They do not establish one privacy policy for wearable-camera footage across sports.

That distinction matters: an electronic performance and tracking system (EPTS) can collect movement or performance information without recording broadcast video. Rules allowing or controlling that system do not automatically grant permission to film players during live play.

Are players allowed to wear cameras during live matches?
There is no universal yes-or-no answer in these rules. A player-worn EPTS may be permitted under the applicable governing body’s requirements, but that is not the same as permission to wear a camera for a live broadcast. The cited IFAB body-camera trial concerns cameras worn by referees, not players. A competition’s own rules and approvals determine what devices may be used and for what purpose.

For football, IFAB Law 4 addresses player-attached EPTS in official competitions and places safety and quality responsibilities on competition organizers. UEFA’s Article 43 adds referee approval, safety and quality conditions for player-worn EPTS in the competitions it governs. Neither rule, as described here, grants a general right to record players for broadcast.
In rugby, World Rugby’s player-monitoring specification defines a device by its ability to determine live or recorded information about a player’s movement or physical performance. Its approval process and safety-focused specification concern monitoring devices; they should not be read as rules permitting wearable broadcast cameras.

What notice and purpose limits are documented?
Activation notice in the IFAB referee-camera trial
The IFAB protocol’s instruction to tell players when a referee body camera is activated “wherever possible” is guidance for that trial. It is a concrete notice measure, but it is not evidence of a universal consent requirement or a rule for player-worn cameras. IFAB announced the trial’s worldwide extension on 30 July 2025, subject to competitions seeking permission from IFAB and FIFA.

Purpose limits in FIFA’s scanning notice
FIFA’s World Cup 2026 notice is an example of a defined data-use boundary: the scanning workflow supports avatar creation for officiating technology, including semi-automated offside decisions, and related broadcast visualisations. The stated restriction on unrelated commercial or entertainment uses and marketing applies to that scanning workflow; it should not be generalized to other footage or devices.

Can cameras be restricted by location or match timing?
Yes. UEFA’s 2026/27 Champions League regulation allows UEFA-approved steadicams and handheld cameras on the field only under UEFA guidelines and at predefined positions, during listed periods: matchday minus one, pre-match and post-match, half-time, and penalty shoot-outs. Those provisions cover camera-operator equipment and specified access windows; they do not authorize player-worn cameras during live play.

For a particular match, identify who wears the device, whether it records video, audio, performance data or body measurements, which organization approves it, and what the competition says about its purpose and access. A rule addressing one of those points should not be treated as an answer to all the others.
