Japan’s Ministry of Finance decides whether to intervene in the foreign-exchange market; the Bank of Japan carries out the trades as the government’s agent. To put upward pressure on the yen, authorities can buy yen and sell foreign currency. To put downward pressure on the yen, they can sell yen and buy foreign currency. Neither operation guarantees a lasting move: exchange rates also reflect market expectations, economic fundamentals, policy outlooks, and trading conditions.
To establish whether Japan actually intervened, use the Ministry of Finance’s published records and match each reported amount to its exact date range. To judge whether an operation affected the exchange rate, distinguish its immediate market impact from any effect that persisted afterward.

Who decides and who carries out the trades?
Authority rests with Japan’s Ministry of Finance (MOF), not the Bank of Japan (BOJ). The Finance Minister decides whether intervention is necessary and instructs the BOJ to act. The BOJ monitors market developments and supplies information to the MOF, then executes the instructed operation on the government’s behalf. The BOJ’s institutional explanation describes intervention as a government affair handled under the relevant statutory framework, including the Act on Special Accounts and the Bank of Japan Act.

The transactions use government funds held in the Foreign Exchange Fund Special Account. The BOJ’s dealers trade with major participants in the interbank foreign-exchange market, including financial institutions and FX brokers. For operations during nighttime hours in Japan, the BOJ says it usually entrusts the operation to the central bank in the region where the foreign-exchange market is most active at that time.

This division of roles matters when interpreting an announcement or a market report: the MOF makes the policy decision, while the BOJ is the operational agent. A BOJ role in executing a trade does not by itself mean the central bank independently decided to intervene.
What happens in a yen-buying or yen-selling intervention?
Intervention involves a currency exchange, so the government’s action puts one currency on the buy side and another on the sell side. The direction indicates the pressure authorities intend to apply; it does not dictate the rate at which the market will subsequently trade.
| Operation | What authorities trade | Intended pressure |
|---|---|---|
| Yen-buying | Buy yen and sell foreign currency | Support the yen or counter yen weakness |
| Yen-selling | Sell yen and buy foreign currency | Counter yen strength or put downward pressure on the yen |
For example, if authorities buy yen by selling another currency, they are adding demand for yen through that transaction. The exchange rate still depends on the rest of the market: other buyers and sellers, expectations about future interest rates and policy, economic news, and the positions traders already hold. The transaction’s direction is therefore not a forecast that the rate must reverse.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteDo not infer a fixed trigger from a particular exchange-rate level. The BOJ’s explanation refers to rapid fluctuations, and the MOF describes intervention as a possible response when exchange rates diverge from fundamentals because of speculation or move sharply over a short period. Those descriptions do not establish an automatic threshold at which authorities must act.

How to check whether Japan intervened
The MOF publishes intervention amounts, while the BOJ’s public explanation points readers to the official records for dates and amounts. The MOF says it releases aggregate amounts monthly and detailed information, including daily amounts, quarterly. The two release types answer different questions: a monthly aggregate can show the total for its stated reporting window, while the quarterly detailed release is the more appropriate record for checking individual operation dates and amounts.
- Open the MOF’s Foreign Exchange Intervention Operations records. Use the official index rather than relying on a market headline or an unverified social-media claim.
- Identify the release type and reporting period. Confirm whether the figure is a monthly aggregate or part of the quarterly detailed data, and read the exact start and end dates.
- Use the detailed quarterly record for event-level questions. If you need to know whether an operation occurred on a specific day, do not assume a monthly total reveals the timing.
- Keep the reporting window attached to the amount. Quote the dates shown by the MOF, not a simplified calendar-month label that changes the meaning of the figure.
- Check the index date before citing the latest release. In the MOF’s English index as accessed on October 9, 2026, the latest quarterly release listed covered April–June 2026 and was issued August 7, 2026. That is a dated snapshot, not a claim that it remains the newest release indefinitely.
Several reported totals illustrate why the date range matters. The MOF reported no intervention for January–March 2026 and no intervention for October–December 2025. It also reported ¥11,734.9 billion for the period April 28–May 27, 2026. That last reporting window crosses calendar months, so it should not be described simply as an April or May total.
| MOF-reported amount | Exact period | How to describe it |
|---|---|---|
| ¥0 | January–March 2026 | MOF total for that quarter |
| ¥0 | October–December 2025 | MOF total for that quarter |
| ¥11,734.9 billion | April 28–May 27, 2026 | MOF total for that stated date range |
These figures establish reported activity or its absence during those specific windows. They do not, on their own, show the exchange rate’s response, explain the policy decision, or establish how effective an operation was. For those questions, compare the intervention record with market movements and the surrounding policy and economic context.
Why an intervention might move the exchange rate
Two mechanisms discussed in Bank of Japan Institute for Monetary and Economic Studies research help explain why an operation could matter. They are possible channels, not proof that every intervention succeeds.

Signaling
An intervention can convey information about the authorities’ intentions or their assessment of economic conditions. Market participants may interpret a trade as a signal about future policy priorities or as evidence that officials are concerned about a rapid market move. The impact depends in part on how traders interpret that signal and whether it changes their expectations. If the market already anticipated the operation, the information conveyed may differ from that of an unexpected trade.
Portfolio balance
An intervention changes the supply and demand of currencies and, through them, the relative holdings of domestic and foreign assets. The portfolio-balance explanation allows for the possibility that investors do not regard those assets as perfect substitutes. In that case, changing their relative supply can affect the returns or exchange rates investors require to hold them. The existence of this possible channel does not establish the size or duration of an effect in a particular episode.
In practice, both channels operate alongside ordinary market forces. A trade may be more influential if it surprises the market or changes beliefs about policy, but its effect may be limited if broader fundamentals and expectations point in the opposite direction. The available evidence does not support a general estimate of how many yen an operation should move a rate or how long the effect should last.
What historical evidence says—and what it cannot establish
A Bank of Japan Institute for Monetary and Economic Studies paper examined official Japanese intervention and yen–U.S. dollar exchange-rate movements over 1999–2004. Its sample included 159 intervention days, including 82 days in 2003. Those are statistics about the paper’s historical sample, not a measure of Japan’s current intervention frequency.

For January 1999 through December 2003, the paper found a significant same-day influence from actual intervention, whether or not the market appeared to know about the operation. Rumor-only days—days with rumors but no actual intervention—did not show a systematic significant relationship in that sample. The findings changed for the first quarter of 2004: the paper found no impact from actual intervention or rumor-only events in that period.
The paper also reported that the first intervention day after an inactive day had a larger-than-average effect in much of the sample, but this result was not consistent across every sub-sample. It cautioned that its analysis did not address the inherent endogeneity of intervention. In practical terms, authorities may choose to intervene in response to the same market conditions that affect exchange rates, making it difficult to separate the trade’s effect from the circumstances that prompted it.
These findings are evidence about selected historical periods, not a real-time trading rule. They do not prove that a current intervention will cause a particular move, that rumor alone predicts action, or that a same-day influence will persist. The paper’s contrasting results across periods and its causal limitation are reasons to treat the effect as episode-dependent.

How to assess a claim that intervention “worked”
A useful assessment separates the fact of an operation from the explanation of its effect. Start with the official record, then ask what market movement is being claimed, over what period, and against what other influences.

- Direction: Was Japan buying yen or selling yen? That identifies the intended pressure, not the subsequent outcome.
- Scale and timing: What amount does the MOF record, and for which exact dates? Use quarterly details to identify daily activity rather than inferring timing from an aggregate.
- Market awareness: Was there evidence that traders expected or knew about the operation? The historical study distinguishes actual intervention with contemporaneous rumor, actual intervention without rumor, and rumor without an official operation.
- Market context: What was happening to economic fundamentals, policy expectations, and trader positioning at the same time? Exchange rates reflect market supply and demand beyond the intervention trade.
- Outcome window: Is the claim about movement on the day, over several days, or over a longer period? The cited study analyzes daily movements and does not establish a universal long-run effect.
This framework prevents a common analytical error: observing that the yen moved after an intervention and attributing the entire move to the trade. Timing can be relevant evidence, but it is not by itself proof of causation. A stronger account identifies the operation from the MOF record, specifies the rate and observation window being discussed, and considers competing explanations.
What intervention is intended to do
The MOF’s statistical overview says exchange rates are basically determined in the market through supply and demand reflecting countries’ economic fundamentals. It describes intervention as a measure monetary authorities may use to stabilize foreign-exchange markets when rates diverge from fundamentals because of speculation or move sharply over a short period. This explains the stated policy purpose; it is not evidence that intervention always stabilizes a rate.
“Support the yen” is therefore a description of the intent of a yen-buying operation, not a promise of a target rate. The decision belongs to the Finance Minister, the BOJ performs the instructed transactions, and the market determines the exchange rate through the combined decisions of participants. Whether an operation changes expectations or asset demand enough to affect the rate—and whether any effect lasts—depends on the episode.
