Reduce cloud and software costs by making small, owner-approved changes against clear usage and delivery data—not by cutting spend indiscriminately. For an IT services company, each proposed saving should be checked against the client work, reliability, security, and business value it supports. FinOps provides a recurring way for finance, technology, and business teams to make those trade-offs across cloud, SaaS, and licensing.
Make cost optimization a shared operating responsibility
FinOps is a way to make technology spending financially accountable while balancing cost with speed and quality. Its scope can include public cloud, SaaS, software licenses, data centers, and related technology costs—not just infrastructure bills. The FinOps Foundation describes this broader practice in its definition of FinOps, while its Optimize Usage & Cost domain covers reducing waste, optimizing rates, managing commitments, and improving software and SaaS use.

For a services company, a practical arrangement is often a lean central FinOps or cloud business function that sets allocation standards, reporting, and review cadence, while delivery and engineering owners decide whether a particular change is safe for their work. The function can be centralized, decentralized, or hybrid; AWS recommends assigning ownership with finance, technology, and business participation, as well as executive sponsorship and value-based measures. - Give the FinOps function authority to surface opportunities and track results, but require the relevant service or project owner to approve changes that could affect delivery.
- Agree on escalation routes for disputes involving client commitments, service levels, security, or contractual terms.
- Set an explicit guardrail: a lower bill is not a successful outcome if it causes avoidable incidents, missed milestones, or reduced service quality.
This is an active discipline rather than a one-off cleanup. In its 2025 report, the FinOps Foundation said surveyed organizations were responsible for more than $69 billion in cloud spend; 50% of practitioner respondents retained workload optimization as a priority. Those figures describe surveyed FinOps practitioners and large cloud spenders, not a representative estimate for all companies. The report also found that 63% of respondents managed AI spend, up from 31% the prior year, illustrating how the scope of cost management can expand as technology use changes. Build a trustworthy cost baseline before making cuts
Before changing a resource, establish what it costs, who uses it, and what outcome it supports. A bill that cannot be attributed to a client, project, team, workload, or environment is a visibility problem—not reliable evidence that the spend is waste.
- Allocate material spend: organize cloud accounts and cost data around clients or internal services, projects, teams, and production or nonproduction environments where feasible.
- Record the service measure: pair the cost with the relevant delivery or usage measure, such as a running environment, transaction, customer, or project period.
- Mark uncertainty: identify unattributed costs and gaps in tags or account structure instead of assigning them to a convenient owner or claiming an estimated saving as fact.
- Review patterns over time: compare recurring costs and investigate material changes before reacting to a single spike, which may reflect a planned deployment, client demand, or temporary test.
Microsoft Learn’s workload guidance frames the goal as traceability: “Every cost should have direct or indirect traceability back to business value.” Workload optimization
Remove workload waste with reversible, owner-approved changes
Start with provider-native cost and usage views and recommendations, then validate them against how the workload is actually used. Microsoft recommends reviewing utilization and considering whether workloads can be scaled, stopped, or moved to a better-fitting option. Treat a recommendation as a lead to investigate, not as permission to change a client-facing system automatically.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Confirm idle resources before removing them
Check with the named technical and delivery owners that a resource is no longer needed, including whether it supports a scheduled release, recovery process, client demo, test dependency, or retained data. Prefer a reversible action first where possible, record the prior configuration, and make the rollback path clear. Remove a resource only when its purpose and dependencies have been checked.
Right-size against observed demand
Compare actual usage with provisioned capacity over a period that captures normal peaks and project cycles. If a resource appears overprovisioned, agree on a smaller configuration, make the change in a controlled window, and monitor performance and reliability against the workload’s requirements. Google Cloud lists rightsizing and scaling as resource-optimization approaches, but the suitable choice depends on the workload rather than a universal target. What is Cloud FinOps?

Schedule nonproduction environments only after checking dependencies
Development, test, staging, demo, and internal systems may be candidates for schedules or auto-stop, but their owners need to confirm working hours, integration dependencies, test windows, and any client access requirements first. Pilot a schedule with one environment, monitor for delivery impact, and document how the team can override it when work requires the environment outside its normal hours.
Check supporting charges as well as compute
Stopping a compute resource does not necessarily stop the rest of its bill. Microsoft warns that storage may remain billable after compute stops; data transfer and other supporting services may also have costs. Review the resources and charges associated with the workload before treating a shutdown as a complete saving. Microsoft’s workload optimization guidance
Consider discounts and architecture only when demand is understood
Rate optimization can lower the price paid for usage, but a commitment is useful only if its term and scale fit credible demand and the company’s tolerance for risk. Review usage patterns first, then have engineering and procurement assess expected demand, flexibility, commitment length, and the downside if a project ends or consumption changes. Microsoft describes rate optimization as obtaining reduced rates through a commitment to usage or spend for a period, informed by usage patterns. Optimize usage and cost
Google Cloud identifies committed-use discounts and spot virtual machines among possible pricing choices. They are workload-specific options: a commitment needs sufficiently predictable use, while spot capacity is suitable only when the workload can tolerate interruption. Neither should be applied as a blanket cost policy. Google Cloud’s FinOps overview
Architecture changes deserve the same scrutiny. Compare the potential bill impact with engineering effort, migration risk, performance, reliability, and ongoing operational complexity. Bring SaaS subscriptions and software licenses into the same review
Cloud optimization is incomplete if recurring software spend sits outside cost ownership. FinOps guidance covers license-based and consumption-based SaaS whether it is bought directly, through a reseller, or through a marketplace. FinOps Foundation event polls at its September 2024 regional virtual summits indicated that roughly 70% of practitioners managed SaaS and roughly 65% managed licensing; these are poll results, not a representative census of businesses. Introduction to FinOps for SaaS
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFor each material subscription or license, maintain an inventory with a business owner, technical owner, renewal date, purchase route, and available usage evidence. Then review:
- Whether assigned seats are actively used and still needed for current work.
- Whether duplicate subscriptions or overlapping tools serve the same purpose.
- Whether renewal terms, minimums, cancellation windows, or client agreements constrain a reduction.
- Whether a proposed entitlement change affects security, support, compliance, or delivery workflows.
- Whether any bring-your-own-license option is permitted for the specific provider, product, and organization; verify current eligibility and terms before relying on it.
Microsoft’s optimization guidance includes tracking software-license and prepaid SaaS utilization, reinforcing that seats and entitlements need active review rather than assumptions based on purchase records alone. Optimize usage and cost
Measure savings alongside delivery and reliability
A total bill is useful for financial control, but by itself it cannot show whether the service became more efficient or simply did less work. Where allocation data is credible, choose a cost measure that matches the business model: cost per client service, project, environment, transaction, or customer. Pair it with delivery and service measures such as milestone performance, availability, performance, and quality.
Compare the result with a baseline after each change. If spending falls while incident load rises or client delivery slows, the change has not produced an unqualified improvement. Keep financial and service outcomes visible together so owners can decide whether to retain, adjust, or reverse an optimization.

Use a controlled rollout to scale what works
- Select one bounded opportunity. Choose a resource, environment, subscription, or workload with a named owner and enough usage and cost information to assess it.
- Agree on the guardrails. The owner identifies acceptable service, security, and delivery conditions, plus a change window and rollback approach if relevant.
- Make one change and observe it. Avoid bundling several changes together when doing so would make the cause of an incident or result hard to identify.
- Compare cost and outcomes with the baseline. Check whether the expected cost effect occurred and whether service or project measures remained within agreed limits.
- Document and expand carefully. Record the decision, owner, outcome, and any override or rollback conditions; extend the practice only to workloads with comparable needs.
For future tooling decisions, compare provider-native capabilities first. If a third-party platform is being considered, assess its cloud and SaaS coverage, integrations, allocation quality, recommendation usefulness, access controls, remediation safeguards, and total cost of ownership. No single third-party platform is established as the best choice for every IT services company.
