For an Irish business, the two essential starting points are TED (Tenders Electronic Daily) for EU-wide procurement notices and eTenders for Irish public-sector opportunities. Use both: an opportunity may be advertised nationally or shared with registered suppliers without appearing as an EU-wide notice. For calls from EU institutions, check the European Commission’s separate tender and funding routes, and confirm whether a listing is a contract or a grant before pursuing it.
Which portals should an Irish supplier monitor?

TED says access is free and provides electronic access to the Official Journal S. eTenders describes its purpose as connecting public-sector buyers with suppliers seeking to sell to government. Neither portal registration nor a search result guarantees that a business is eligible or will win a contract.

Set up a repeatable opportunity search
1. Define what you can deliver
Write down the products, services or works your business actually supplies, the places you can serve, and any practical limits such as contract size or delivery capacity. Identify the relevant Common Procurement Vocabulary (CPV) codes: buyers use these codes to classify procurement, and they can narrow searches beyond general keywords. Include adjacent codes only where the work is genuinely within your capability.

Create and maintain a supplier organisation account on eTenders, then use the portal’s current supplier guidance to follow its registration and response workflow. Keep your organisation details and relevant business classifications current. The Office of Government Procurement (OGP) says authorities may use eTenders to approach registered suppliers for quotations below the national advertising thresholds, so an account can matter even when there is no prominent open competition notice.

3. Build and save TED searches
On TED, start with a combination of CPV code and a focused keyword, then narrow by buyer country or place of performance, supplies/services/works, buyer name or type, estimated value, notice type, publication period and submission deadline. TED supports full-text searching across notice fields and languages, but a broad text search can produce a noisy stream. Save a profile after you have narrowed it to opportunities that fit your business, and enable email alerts or an RSS feed for ongoing monitoring.
4. Search priority buyers directly
Do not rely only on category searches. If a public body is a likely customer, search its name in the portal’s buyer or contracting-authority field. For example, Enterprise Ireland’s procurement instructions direct suppliers to open advanced search on eTenders and enter “Enterprise Ireland” as the contracting authority.

Screen each notice before deciding to bid
A keyword or CPV match is only a lead. Open the full notice and its linked procurement documents; they define the scope, qualifications, evidence and submission rules that determine whether the opportunity is realistic.

- Scope, CPV and contract type: Check that the deliverables match your capabilities and distinguish supplies, services and works.
- Value and lots: Review the estimated value and whether the contract is divided into lots. A lot may be a better fit than the full contract, but check its scope and requirements separately.
- Dates: Note publication and closing dates, clarification deadlines and any other timetable in the documents. A search filter cannot replace checking the live notice for changes.
- Language and procedure: Confirm the language accepted for the tender and the procedure being used, then assess the time and process required to participate.
- Eligibility and evidence: Read selection criteria, mandatory qualifications, declarations and supporting-document requirements. Do not assume that being registered on a portal satisfies them.
- Submission channel: Follow the precise submission method and instructions in the current notice and documents; a portal alert is not a bid submission.
Irish and EU procurement thresholds: what changes in 2026?
The OGP’s threshold table, updated 21 January 2026, gives the following EU procurement thresholds applicable from 1 January 2026. All figures below exclude VAT.

These are not interchangeable cut-offs: the applicable EU threshold depends on the buyer, sector and contract category. Check the live OGP threshold table and the notice before relying on a figure, because thresholds can change.
Ireland’s national eTenders advertising levels are lower for many contracts: €50,000 for goods and services and €200,000 for works, excluding VAT. The OGP says authorities can use eTenders to approach registered suppliers for quotes below those thresholds. This is why searching TED alone can miss domestic opportunities, and why a below-threshold purchase should not be assumed to appear as a full open EU notice.

Keep EU institution tenders separate from funding calls
The European Commission points to dedicated routes for institution tenders and EU funding opportunities. A procurement contract is a buyer seeking specified goods, services or works; a grant or funding call supports an eligible project under its own programme rules. Read the listing’s purpose and application documents first so you do not mistake a funding application for a tender response.
