An interactive web page responds to something a person does: activating a link, submitting a form, or otherwise changing an interface. The response might update the page, navigate elsewhere, or involve a browser-server exchange. JavaScript is common, but it is not required by the definition.
What is an interactive web page?
In plain language, an interactive web page follows an action with a response. The person provides input or activates an interface element, and the page or service reacts. The response may happen in the browser, involve a server, or depend on state already held by the client.

W3C defines a web page as a URI-referenced resource, together with other resources used or intended to be rendered with it. That describes what counts as a page; interactivity describes how a person can act on it and how the system responds. W3C’s Web Security Context: User Interface Guidelines also says a page’s behavior may be determined by scripting, stylesheets, or other mechanisms.
What makes a page interactive?
Activating a link
When a user activates a link, the browser can navigate to another resource. This is a basic interaction even if the page does not contain a custom animation or an elaborate interface. HTML 4.01’s discussion of forms and user interaction describes the browser’s role in requesting and presenting web content.

Submitting a form
Entering information and submitting a form is another familiar interaction. The browser sends data and a request; a server may then return a page or other response. This exchange does not mean every interaction needs a server request or a full-page reload.
Changing content or presentation
A page can also respond by changing displayed content or style. The response might be local to the browser, and it can depend on the page’s current state or recent user interactions. A W3C WAI-ARIA Working Draft from 2010 describes JavaScript acting as a controller that manipulates displayed style and content; it is useful as historical explanation, not as a current accessibility checklist. Does an interactive page need JavaScript?
No. JavaScript is one way to implement interactive behavior, but it is not what makes a page interactive. W3C’s page model allows behavior to be determined by scripting, stylesheets, or other mechanisms. The defining feature is the action-and-response relationship, not a particular programming language or technology.
How accessibility relates to interaction
People use different input methods and assistive technologies to interact with web content. W3C’s 2010 WAI-ARIA draft discusses roles as a way to support effective presentation and interaction through assistive technologies. That document provides historical context, not a complete statement of current accessibility requirements; the core point here is that interaction should not be understood only as mouse clicks or visual effects.
