India’s private space companies are being brought into a larger space ecosystem, not put in place of ISRO. Under the Indian Space Policy 2023, industry can participate across activities such as satellites, launch vehicles, ground infrastructure and space-based services. The Department of Space sets policy direction; ISRO focuses on research and national missions; IN-SPACe enables and authorizes non-government activity; and NSIL commercialises publicly developed technologies and platforms. Which rules apply depends on what a company plans to do.
What changed when India opened the space sector?
India began opening its space sector to private participation in 2020. The Indian Space Policy 2023 gave that opening a formal policy framework, encouraging companies to participate across the space value chain, including space-based and ground-based assets. It also allows Indian consumers of space technology and services to procure from public or private sources.

The policy’s direction is to make private participation possible from the development of space infrastructure through the provision of services. That does not mean every company can undertake every activity without oversight, nor does it mean that public institutions have withdrawn. Instead, responsibilities are divided: public bodies retain policy, research, mission and regulatory functions while companies can develop, operate or commercialise capabilities under the applicable rules.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThis distinction matters because “private participation” covers very different things. A firm might supply a component, build a satellite, operate a ground station, deliver Earth-observation data or participate in a launch-vehicle project. The activity determines the relevant authorization requirements, investment route and relationship with public institutions.

Which public institution does what?
The main institutions have related but non-interchangeable roles. The Department of Space provides policy direction and oversees implementation. ISRO undertakes research and national space missions. IN-SPACe enables and authorizes non-government entities. NSIL commercialises technologies and platforms developed with public expenditure. A company may interact with more than one of them, but they do not perform the same function.
| Institution | Primary function | How it relates to private companies |
|---|---|---|
| Department of Space (DoS) | Provides policy direction and oversees implementation of the space policy. | Sets the broader government framework within which public bodies and industry participate. |
| ISRO | Concentrates on advanced research and development, proving new systems, and national priorities. | Can develop or prove capabilities, make facilities and infrastructure accessible through the relevant arrangements, and transition mature operational systems to industry for commercial exploitation. |
| IN-SPACe | Promotes, enables, authorizes and supervises non-government entities (NGEs). | Acts as an interface for access to Department of Space and ISRO facilities and infrastructure, as well as handling activity-specific authorizations. |
| NewSpace India Limited (NSIL) | Commercialises space technologies and platforms created through public expenditure, and procures or manufactures space assets on commercial principles. | Serves government and non-government users through commercial arrangements. |
ISRO’s role is evolving, not disappearing
The policy envisages a distinction between developing and proving new capabilities and scaling systems that have become operational. ISRO is to concentrate on advanced R&D and national priorities, while mature operational systems can transition to industry for commercial exploitation. In a September 2026 clarification, ISRO said it remains central to advanced research, strategic capabilities, human spaceflight, next-generation launch technologies and exploration. That is an expansion of the ecosystem around ISRO, not evidence that the organisation is being privatised or replaced.
IN-SPACe and NSIL solve different problems
IN-SPACe’s role is authorization and enablement: it supervises covered non-government activities and provides an interface for access to public facilities and infrastructure. NSIL’s role is commercialisation: it brings publicly developed technologies and platforms to users and can procure or manufacture space assets on commercial principles. Authorization is not the same as a commercial contract, and a commercialisation body is not the authorization regulator.

Where private companies can participate
Private involvement is not limited to building rockets. The policy and authorization framework encompass a broad set of capabilities and services. Companies may build their own capacity, participate in public-private projects, enter technology-transfer arrangements, seek access to public facilities or supply goods and services through commercial arrangements.
- Space assets: satellites and other space objects, including their establishment or operation.
- Launch systems: launch vehicles and associated systems, launch pads, and spaceports.
- Ground infrastructure: tracking and telemetry stations, satellite control centres and data-reception stations.
- Space-based services and data: satellite data products and, in specified cases, dissemination of high-resolution Earth-observation data.
- Supply chains: components, systems and subsystems for satellites, ground segments and user segments.
This breadth creates several possible industry relationships. A supplier of a component may have a different regulatory profile from a company operating a satellite or launch vehicle. A firm seeking access to public infrastructure is also addressing a different issue from one seeking to commercialise a technology developed through public spending. The policy’s end-to-end ambition does not erase these distinctions.
When does a company need IN-SPACe authorization?
Authorization is activity-specific. The National Geospatial Policy? No: the relevant source is IN-SPACe’s Norms, Guidelines and Procedures (NGP) for implementation of the Indian Space Policy 2023. The cited version is IN:ISP2023:NGP2024/V1.0, dated May 2024. It lists categories of activity and application criteria, including the following:

- Establishing or operating space objects and launch vehicles.
- Establishing or operating launch pads.
- Planned re-entry activities.
- Operating tracking and telemetry stations.
- Operating satellite control centres or data-reception stations.
- Disseminating high-resolution Earth-observation data.
The applicable requirements depend on the activity and the version of the procedure in force. The May 2024 document is a dated reference, not a guarantee that every requirement remains unchanged. A company should check the current IN-SPACe procedure before relying on it for an application. The available framework does not support treating every space-sector business as subject to one identical authorization requirement.
A practical way to assess the route
- Define the activity precisely. Describe what the company will build, operate, provide or disseminate. “Space technology” is too broad to establish the relevant category.
- Identify the activity category. Compare the planned work with the categories in the applicable IN-SPACe norms, including whether the company will operate an asset or provide a data service.
- Check the current procedure. Use the latest applicable IN-SPACe requirements rather than assuming that the May 2024 NGP version is still exhaustive.
- Separate authorization from access or contracting. Determine whether the project also involves access to ISRO or Department of Space facilities, a technology transfer, a public-private project or a commercial supply arrangement. These are distinct aspects of a project.
- Check other applicable requirements. IN-SPACe authorization does not make security, safety or other government requirements irrelevant. The project’s activity and circumstances still matter.
How foreign investment rules vary by activity
India’s published foreign direct investment (FDI) amendment sets different automatic-route ceilings for specified space activities. The percentages below are activity-specific. They are not a blanket FDI limit or permission applicable to every space business.
| Specified activity | Automatic-route ceiling | What the published rule says above that ceiling |
|---|---|---|
| Satellite manufacturing and operation; satellite data products; ground and user segments | Up to 74% | The cited announcement specifies the government route above 74%. |
| Launch vehicles and associated systems; spaceports | Up to 49% | The cited announcement specifies the government route above 49%. |
| Manufacturing components and systems or subsystems for satellites, ground segments and user segments | Up to 100% | The cited announcement provides an automatic route up to 100% for these specified manufacturing activities. |
These thresholds were set in a Government of India amendment approved by the Union Cabinet and announced by the Prime Minister’s Office. To apply them correctly, a company must classify the actual activity rather than rely on a broad label such as “space startup.” A business with multiple lines of work may need to assess each line against its relevant category. The figures describe the specified entry routes; they do not replace other approvals or requirements that may apply to a particular activity.

What current participation figures do—and do not—show
A Department of Space parliamentary reply published by the Press Information Bureau (PIB) on February 11, 2026 reported several indicators of private-sector activity. Each figure has a defined scope and date, and none should be treated as a complete measure of the sector’s economic value.
| Reported indicator | Figure and scope | How to interpret it |
|---|---|---|
| Startup fundraising | Indian space startups raised approximately USD 150 million during calendar year 2025. | This is reported funding raised during that calendar year, not total sector revenue or market size. |
| Confirmed order book | The top 10 startups had a confirmed order book of about USD 150 million, as reported in the February 11, 2026 reply. | An order book is not the same thing as revenue already earned or the total value of the space economy. |
| Technology transfers | IN-SPACe had facilitated 71 ISRO technology transfers to industry, including startups, as of January 31, 2026. | This is a dated count of facilitated transfers, not a count of all companies or all private-sector activities. |
The same parliamentary reply said that an assessment of total revenue and economic value generated through private participation was still underway. It is therefore not possible to turn the cited fundraising, order-book or technology-transfer figures into a verified total for private-sector revenue, economic contribution or market size. Authorization counts are also reported by activity and year, so they need their own date and scope when cited.

Examples of public-private participation
Earth-observation satellite constellation
The February 2026 Department of Space reply named a public-private partnership model for an Earth-observation satellite constellation led by a Pixxel Space-led consortium. The named participants included Dhruva Space, Satsure Analytics India and Piersight Space. This illustrates a consortium approach to a defined project rather than a general transfer of all public space activity to private companies.

Small Satellite Launch Vehicle technology transfer
The same reply cited a technology-transfer agreement with HAL to launch satellites on the Small Satellite Launch Vehicle (SSLV). This is an example of industry taking on a role through transfer of a public-sector-developed technology. It fits the policy distinction between public development and proving of capabilities and industry’s role in taking mature systems toward operational or commercial use.
What the model means for companies and customers
For a company, the first question is not simply whether private firms are allowed in space. India’s policy establishes that participation, but the practical route depends on the intended activity. The company must understand whether it is designing or manufacturing a component, establishing or operating an asset, handling data, seeking facility access, or pursuing a public-sector commercial arrangement. Those descriptions can lead to different authorization and investment considerations.
For a customer, the policy broadens procurement possibilities: Indian users of space technology and services can procure from public or private sources. That does not mean public and private offerings are interchangeable in every case. The relevant choice will depend on the service or asset needed and the available provider or arrangement. NSIL’s commercial role is one route through which public-developed technologies and platforms can reach government and non-government users; private providers can also participate directly under the policy framework.

For the wider ecosystem, the institutional division aims to let ISRO focus on advanced research and national priorities while giving firms a role in operating and commercialising capabilities. The model’s effectiveness should be judged with properly scoped evidence: dated authorization counts, specific technology-transfer activity, investment figures and eventual revenue or economic-value assessments answer different questions and should not be conflated.
Quick Recap
How to read claims about India’s space-sector reforms
- “ISRO is being privatised” is not an accurate summary. ISRO’s September 2026 clarification rejects the claim that it is being replaced, and identifies continuing responsibilities in advanced research, strategic capabilities, human spaceflight, next-generation launch technologies and exploration.
- “Private companies can do anything now” is also inaccurate. IN-SPACe authorization applies to covered activities, and security, safety and other government requirements continue to matter.
- Do not apply one FDI threshold to the whole sector. The published automatic-route ceilings depend on the specified activity.
- Do not call funding or order books sector revenue. The February 2026 parliamentary reply reported those indicators separately and said a broader economic-value assessment was still underway.
- Date changing figures. Authorization counts, investment and startup activity should be tied to the reporting period and scope rather than presented as timeless totals.
