AI is part of the broader technology shift, but available official sources do not establish how widely Indian logistics companies use AI or how much it has reduced costs. The clearest evidence is about digital infrastructure and its intended uses—not measured, nationwide operational results.
What is changing in Indian logistics?
The change is not a single new technology. It is a combination of public infrastructure, data connections and digital workflows intended to make information easier to access and logistics processes easier to coordinate. Some tools digitize records or connect databases; others identify cargo or report its movement. Automation can act on those workflows. AI is a separate category and should not be used as a catch-all label for all of them.

India’s National Logistics Policy (NLP) sets a government framework for process reform, digitization, skills and an integrated logistics ecosystem. It describes the policy as “soft infrastructure” complementing PM GatiShakti’s integrated infrastructure planning. The policy’s stated aims include cost-efficient, resilient and sustainable logistics, more tracking, streamlined export-import (EXIM) processes, and digitization and automation across the value chain. These are priorities and intended outcomes, not proof that the outcomes have already been achieved. The Prime Minister’s Office described the vision as a “technologically enabled, integrated, cost-efficient, resilient, sustainable and trusted logistics ecosystem for accelerated and inclusive growth” in its 17 September 2022 National Logistics Policy announcement.

What is ULIP in logistics?
The Unified Logistics Interface Platform (ULIP) is an API-based integration layer intended to connect logistics-related government systems and enable logistics use cases. Its practical role is to make selected data and services accessible for applications, rather than to operate as a tracking device or an AI system by itself. Access for private-sector use cases is subject to platform processes: the government’s 2023 progress release says API data access requires due diligence and a non-disclosure agreement (NDA).

DPIIT’s 2024–25 annual report describes ULIP as integrated with GSTN’s e-waybill system. It lists use cases including track-and-trace, gate automation, process digitization, transporter validation, financing and payment for transporters, green logistics, e-KYC and insurance claims. These are examples of applications enabled or supported by integration; they do not show that every logistics operator uses ULIP or that every use case has delivered a measured saving.
What the transaction figures do—and do not—show
DPIIT’s 2024–25 annual report says ULIP had completed “68 Crore+ transactions” since January 2022. A separate Ministry of Commerce and Industry milestone release, dated 16 September 2025, reports more than 160 crore digital transactions as of August 2025. These are dated figures with different reporting cutoffs. They indicate recorded platform activity, not the number of shipments, the share of Indian logistics covered, or a measured change in cost or delivery performance.
National Logistics Data Services Limited’s 2024–25 annual report gives another snapshot, as of 31 March 2025: 43 systems of 11 ministries connected through 129 APIs covering more than 2,000 data fields. These figures describe the scope of connected systems and data fields reported by the company; they do not by themselves measure the quality, completeness or operational value of every data exchange.

How does shipment tracking work?
Shipment visibility depends on both digital systems and physical identification infrastructure. A platform needs a way to identify a container or other shipment, capture movement events, and make those events available to users. Different systems cover different assets and routes, so a tracking capability should not be assumed to cover every cargo type or location.
Logistics Data Bank: a documented EXIM example
The Department of Commerce’s Annual Report 2023–24 describes the Logistics Data Bank as a cloud-based visibility system that uses container numbers to track EXIM cargo. It reports the use of RFID infrastructure, the Internet of Things (IoT), big data and cloud tools to show movement across connected ports, inland container depots (ICDs), container freight stations (CFSs), toll plazas, railways and related facilities. The report says the system covered 100 percent of India’s EXIM container volume for the period it describes. That is a report-specific coverage claim for EXIM containers—not for domestic parcels, all cargo or every logistics movement.
Why tracking is not just an app
A digital dashboard can display movement only when identification and event data reach the system. In the Logistics Data Bank example, RFID infrastructure and connected facilities are part of the mechanism; cloud software and data tools process and present the information. For an operator evaluating a tracking workflow, the relevant questions include which cargo and facilities are covered, what identifiers are used, whether the route has the necessary infrastructure, how data access works, and how quickly movement events become available.

Which logistics processes are being digitized?
Government sources identify a range of digital services that support logistics, but these should not be collapsed into “AI.” The Prime Minister’s 17 September 2022 launch statement identified e-Sanchit, customs assessment, e-way bills, FASTag, GST and ULIP among technology-enabled initiatives relevant to logistics. DPIIT’s 2024–25 annual report also describes ULIP-related integration and use cases such as gate automation and transporter validation.

How is AI changing logistics in India?
AI could be applied to logistics tasks such as estimating arrival times, forecasting demand, planning routes or identifying unusual patterns in operations. These are examples of possible application categories, not evidence that they are widely deployed in India or that they have produced a specific result. The official sources cited here document platforms, data integration, tracking, digital services and automation more concretely than they document AI adoption.
The available sources do not establish a robust India-wide AI adoption rate, a validated breakdown of AI use by logistics task, or a causal estimate of AI’s effect on costs or service performance. A system that exchanges data through APIs, records an e-way bill, reads an RFID identifier or automates a gate workflow is not necessarily using AI. To assess an AI claim, look for the specific task, the data and operating conditions, the comparison baseline, the measured outcome and the population or routes covered.

Are digital tools reducing logistics costs?
They are intended to improve efficiency, but the cited policy goals and platform-activity figures do not demonstrate realized nationwide savings. A transaction count is not a cost estimate, and a policy target is not a result. Costs can also depend on the route, cargo, facility, process and implementation—not just on whether a digital platform exists.
NCAER’s publication “Framework for Assessment of Logistics Cost In India,” dated 31 December 2024, sets out a methodology for estimating and tracking logistics costs. It is a framework, not a final national logistics-cost figure. It therefore cannot be used as evidence of a completed nationwide cost estimate or of savings attributable to AI or digital tools.

How should a logistics operator assess a digital tool?
Start with the operational problem, then check whether the tool has the data, access and physical coverage needed to address it. A shared API platform, a container-visibility system and a digital-document workflow solve different problems; they are not interchangeable products.
- Function: Is the need data integration, shipment visibility, documentation, identification or process automation?
- Coverage: Which cargo, vehicles, facilities and geographies are included? Do not infer domestic coverage from an EXIM-container system.
- Interoperability and access: Which systems supply the data, what identifiers are required, and what approvals or agreements apply?
- Infrastructure: Does the workflow depend on APIs, RFID readers, connected facilities or other equipment? Confirm that the relevant route and operating environment are supported.
- Evidence: Are the claimed benefits measured for the relevant operation, or are they policy aims, platform activity counts or vendor projections?
Where a warehouse workflow genuinely needs RFID, a UHF RFID reader may be one part of the setup. Check the applicable standards, read range, operating environment and integration compatibility for the specific workflow. The government sources do not endorse a reader model or establish that every logistics operator needs to buy one.
