India’s documented defence capital-acquisition framework evaluates a proposed missile system through planned capability needs, verifiable requirements, trials, procurement-category rules and formal approvals. The available official sources explain the general process under Defence Acquisition Procedure 2020 (DAP 2020), but do not disclose the detailed evaluation or outcome for any particular missile.
What framework governs missile procurement?
The Ministry of Defence said DAP 2020 became applicable on 1 October 2020. The Department of Defence Production’s DAP 2020 listing links the original procedure and an amendment dated 29 September 2021. Its page was shown as last updated on 30 September 2026, but that page date alone does not establish that the linked documents are the latest consolidated policy. The Ministry’s announcement of DAP 2020 sets out the broad principles relevant to capital acquisitions.

How does a procurement need move toward approval?
A 5 August 2022 parliamentary reply describes a planning sequence followed by Acceptance of Necessity (AoN), then tendering and contracting. It identifies three planning horizons: a ten-year Integrated Capability Development Plan (ICDP), a five-year Defence Capability Acquisition Plan (DCAP) and a rolling two-year Annual Acquisition Plan (AAP). The reply says approved plans are followed by AoN.

- This plastic model requires assembly and painting. Adhesives, tools, paints, etc., sold separately
- 1/40 scale unpainted plastic model assembly kit
- Re-release kit released from the level in 1957
- Mold Color: White, Olive Drab
- Atlantis Modelive (USA) Imported Plastic Model
That reply assigns AoN cases to approval bodies by estimated value as follows. These are the thresholds reported in the 2022 reply; they should not be read as independently verified current limits.
| Reported case value | AoN body described in the 2022 reply | Chair |
|---|---|---|
| Up to Rs 300 crore | Services Procurement Board (SPB) | Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee (CISC) |
| Above Rs 300 crore and up to Rs 500 crore | Defence Procurement Board (DPB) | Defence Secretary |
| Above Rs 500 crore | Defence Acquisition Council (DAC) | Raksha Mantri |
The same reply says that after AoN, the Services or Ministry of Defence undertake tendering and contracting under delegated financial powers. AoN is therefore an approval stage in a larger process, not evidence by itself that a contract has been awarded.

What does technical evaluation mean?
DAP 2020 calls for realistic Staff Qualitative Requirements (SQRs), including parameters that can be verified and informed by comparison with equipment available in domestic and world markets. The Ministry said trials are intended to nurture competition based on transparency, fairness and equal opportunity, rather than function as a process of elimination. It also described integrated or simplified trials in certain procedures.
These are framework-level principles. The public material cited here does not specify the SQRs for any particular missile, the trial protocol used for a named system, or how an individual candidate performed. A claim that one missile met a threshold or outperformed another needs attributable, system-specific evidence.

How do procurement categories affect the decision?
DAP 2020 uses different procurement categories to support Indian design, production and indigenous content. The Ministry’s 28 September 2020 announcement reported the following minimum indigenous-content figures and conditions; they are category-specific, not one universal local-content rule.
| DAP 2020 category | Minimum indigenous content described by the Ministry |
|---|---|
| Buy (Indian-IDDM) | 50% |
| Buy (Indian) | 50% where indigenous design applies; 60% otherwise |
| Buy & Make (Indian) | 50% of the Make portion |
| Buy (Global – Manufacture in India) | 50% of the Buy plus Make portion |
| Buy (Global) | 30% for Indian vendors |
In an announcement on DAP amendments dated 25 April 2022, the Ministry said modernisation requirements for the Defence Services and Indian Coast Guard would henceforth be sourced indigenously irrespective of procurement nature, with imports requiring specific DAC or Raksha Mantri approval as an exception. The release also described splitting total order quantities among shortlisted vendors where viable. These are policy statements from that announcement; they do not determine the category, sourcing decision or vendor treatment for an unnamed missile.

Why do published timelines need context?
Some Ministry announcements give timelines for simplified procedures, but they are not measurements of how long missile acquisitions take.

- The Ministry’s 2022 account of the simplified iDEX process stated a 22-week period from AoN to contract signing. This is a described process timeline, not an observed average for missile procurement.
- The same account said the simplified Make-II procedure timeline was reduced to 101–109 weeks from an earlier stated 122–180 weeks. These are policy timeline figures, not cycle-time results for a particular missile.
These figures should not be used to predict when a specific system will be approved, tested or contracted.
How to assess claims about a particular missile
For a named system, separate four questions and look for dated official evidence for each:
- Requirements: What applicable SQRs or other capability requirements were published or officially described?
- Trials: What trial procedure and attributable results are publicly documented?
- Procurement treatment: Which category and indigenous-content conditions apply to the case?
- Approval and contracting: Is there an official record of AoN, tendering, contract award or another stated milestone?
A general description of DAP 2020 answers how the framework is intended to work; it does not answer those system-specific questions. The available Ministry sources do not establish a particular missile’s evaluation record or selection.
