Diffusion models, a type of generative AI associated with image creation, have shown better modeled predictions of extreme river flows in studies of U.S. basins. The results are promising, but they do not establish that these specific models are already operating in nationwide flash-flood warning systems.
How can image-generation AI help predict floods?
Diffusion models learn patterns from complete examples and generate plausible outcomes. In image generation, those outcomes are images; in hydrology, the same broad modeling approach can produce probabilistic estimates of runoff or streamflow. The models discussed here predict water-flow variables, not pictures.

Probabilistic forecasts are useful because flood risk is uncertain: a model can represent a range of plausible flows rather than return only one value. The DRUM study applies diffusion modeling to runoff and extreme-flood forecasting. A separate study, h-Diffusion, examines hourly streamflow prediction and data assimilation.

The 2025 DRUM research reports improved nowcasting skill for the top 0.1% of flows in 72.3% of the representative contiguous-U.S. basins studied. This is a result within the study sample—not a measure of nationwide operational warning success. The study is described by the U.S. Department of Energy Office of Scientific and Technical Information and published in Geophysical Research Letters.

Lead time depends on the evaluation scenario
- In an operational-scenario evaluation, DRUM reportedly added nearly a full day of reliable lead time for 20- and 50-year floods.
- With measured precipitation—a condition the study labels ideal—the reported recall improvement was 0.3–0.4, with warnings for 50-year floods arriving 2.3 days earlier.
- For precipitation-driven flood zones in the eastern and northwestern United States, the study reports lead-time gains of 3–7 days. Results vary by region.
These figures describe different evaluation conditions and should not be treated as interchangeable. In particular, the measured-precipitation result is an idealized condition, not evidence that the same lead time will be available in every real-time forecast.
What does the h-Diffusion study add?
A 2026 Water Resources Research study evaluates h-Diffusion for hourly streamflow prediction and data assimilation across 516 CAMELS-US basins, comparing it with data-driven baselines. It is related evidence for diffusion-based hydrology, but its target is hourly streamflow and its evaluation is distinct from DRUM’s extreme-flood forecasting results. The study is available from Water Resources Research.

- [Wireless Weather Station with Atomic Time&Date] Atomic alarm clock weather station can be used not only as a wireless indoor outdoor thermometer but also as an atomic clock with dual alarms.
Are these models already part of NOAA flash-flood warnings?
The cited sources do not establish that DRUM or h-Diffusion is running in NOAA’s operational FLASH framework. NOAA’s National Severe Storms Laboratory describes FLASH as a continental-scale flash-flood forecasting project that combines Multi-Radar Multi-Sensor (MRMS) precipitation information with hydrologic models. NOAA says the framework can accommodate different precipitation inputs, model structures, and newer AI and machine-learning methods; that flexibility is not confirmation of deployment of these particular diffusion models.

NOAA states that “The primary goal of the FLASH project is to improve the accuracy, timing, and specificity of flash flood warnings in the US, thus saving lives and protecting infrastructure.” See the NSSL FLASH project page and NOAA’s flooding research overview. A separate FLASH project page describes its products at 1-km/5-minute resolution; that figure refers to FLASH products, not DRUM or h-Diffusion.

How to interpret the results
The studies support the conclusion that diffusion-based methods can improve modeled predictions for some flood-relevant conditions in sampled U.S. basins. They do not, on their own, establish a nationwide operational warning capability. When comparing forecasts, the relevant distinctions include:

- Target: DRUM models runoff for extreme-flood forecasting; h-Diffusion evaluates hourly streamflow prediction and assimilation.
- Evaluation: DRUM’s lead-time figures differ by precipitation assumptions and scenario; h-Diffusion’s basin and baseline comparisons answer a separate question.
- Geography: Reported performance varies across basins and regions, so a basin-sample result should not be generalized to every river basin.
- Operational status: A research evaluation is not the same as a deployed forecasting service or an official flash-flood warning.
