Near historic places, concerns can also include archaeological resources, battlefield land, views, sound, and the character of a historic district. These effects are not inevitable or identical: their scale depends on a project’s location, design, utilities, construction plan, and enforceable protections.
The clearest way to assess a proposal is to separate short-term construction impacts from long-term operations, then examine the local evidence: project plans, utility and water information, sound studies, cultural-resource reviews, and permit conditions. Official findings, resident reports, and concerns raised during planning are different kinds of evidence and should be read accordingly.

What changes when a data center is built nearby?
A large data center campus can affect its surroundings in several phases. Before a facility operates, site preparation and construction may bring land clearing, grading, heavy vehicles, road work, and sustained noise. Once it opens, cooling and power equipment can create ongoing sound, while electricity and water demand can require utility infrastructure. Backup equipment, wastewater handling, and associated development may also matter locally.
Those are issues to investigate, not automatic outcomes at every site. A project’s distance from homes and sensitive uses, the layout and height of buildings, cooling choices, available infrastructure, and local mitigation all influence what neighbors experience. A planning document that identifies a possible effect is not the same thing as a measured impact or a final permit finding.

Construction and operation have different timelines
Construction effects may be temporary in the sense that they are tied to a building phase, but that does not necessarily make them brief. Virginia’s Joint Legislative Audit and Review Commission (JLARC) describes typical construction periods of about 12 to 18 months per building and says a large, multi-building site can take as long as seven years to complete. Those are report estimates, not promised schedules; phasing, site conditions, and project changes can alter the actual timeline.
Construction activity can include frequent deliveries, truck traffic, road wear, grading, and work noise. JLARC records resident concerns in Virginia about heavy vehicle traffic and road damage, including reports of heavy vehicles blocking school buses and emergency vehicles on some occasions. These are reported examples from the commission’s review, not evidence that such disruption occurs at every project.
Distance and layout shape exposure
Setbacks, building height, screening, truck routes, and the location of cooling and power equipment can change how much of a facility is visible or audible and how construction traffic interacts with nearby streets. JLARC’s Virginia analysis emphasizes that greater distance from residential areas reduces the likelihood of effects. Distance alone, however, does not answer every question: a project may have associated infrastructure or traffic routes beyond its property line, and a facility’s sound profile depends on equipment and site design.

Noise from cooling and power systems
Data centers need equipment to support computing and manage heat. Cooling systems and power equipment can produce sound, and some operating sounds may continue beyond the workday. Whether a neighbor finds a sound intrusive depends on factors such as its level, character, duration, distance, and the background sound in the area. A general report about complaints cannot establish what a particular household will hear or whether a specific sound presents a health risk.
JLARC’s review of Virginia sources identified at least 15 sites—10 percent of operational data center sites in its analysis—that appeared to have generated noise residents regarded as problematic. That figure was based on resident groups and government records reviewed by JLARC and its identification method; it was not the result of an independent acoustic survey of every site. The Michigan Citizens Research Council also identifies noise as a significant policy concern while arguing that proposals should be evaluated case by case.

For a particular proposal, a useful sound study should identify the equipment and operating conditions modeled, measurement locations, assumptions about existing background sound, and the methods used to assess likely effects. Residents should look for proposed sound limits, monitoring requirements, complaint procedures, and corrective actions in the local permit or approval documents, rather than relying only on a general description of planned mitigation.
Electricity demand and who pays for grid upgrades
A facility’s electrical load may require investments in substations, transmission lines, or other grid infrastructure. It is important to distinguish the cost of the electricity a data center uses from the cost of upgrades needed to serve it. The treatment of those costs depends on local utility regulation, project-specific arrangements, and applicable policy; it cannot be inferred from the facility’s size alone.

The county also describes policies assigning certain dedicated infrastructure costs to high-energy users. This is a Fairfax and Virginia context, not a rule that can be applied nationally. Rate allocation and policy can change, so a local proposal warrants checking current utility filings, regulator decisions, and any agreements or conditions governing dedicated infrastructure.
Ask whether an upgrade serves only the project or also benefits the wider grid, how costs are allocated, and which regulator reviews that allocation. A project may pay for equipment dedicated to its service while broader system costs are treated differently. Without those details, a claim that residents will—or will not—bear costs is too broad.
Water use, cooling, and wastewater
Water effects depend on the cooling design, climate, water source, local supply conditions, and how wastewater is treated. A proposal’s water needs should be assessed against local availability and competing uses, not against a single national figure. The same facility may use water differently depending on its equipment and operating conditions, and a source’s withdrawal is not necessarily the same as its consumptive use or discharge.

Quincy, Washington, provides a documented example of reuse rather than a universal model. In a case study, the U.S. Environmental Protection Agency describes a city–Microsoft utility that treats and recirculates data center cooling water, reducing reliance on potable groundwater. The case is set in a city of about 8,100 residents with annual rainfall of 7.8 inches (199 millimeters). EPA also describes earlier wastewater-treatment challenges associated with mineral-rich cooling-water discharge and high dissolved solids. Reuse can reduce reliance on potable supplies, but it does not eliminate the need to examine treatment, discharge quality, infrastructure, or local water stress.

For a local project, look for the proposed water source, projected demand, cooling method, reuse plan, discharge destination, and treatment requirements. Ask whether the figures cover peak or average conditions and whether they distinguish withdrawal, consumption, and wastewater. A reuse system suitable for one city’s water and wastewater infrastructure may not be feasible elsewhere.
How can a project affect historic places?
Historic impacts are not limited to physical damage to a standing building. A project can raise questions about ground disturbance and archaeological resources, possible unmarked burials, views of a historic landscape, new sound, and whether nearby development changes the setting or integrity of a district. The relevance of each issue depends on the site and the resources identified through review.
What the Manassas-area dispute illustrates
In a May 11, 2021 letter concerning the proposed PW Digital Gateway adjacent to Manassas National Battlefield Park, Prince William County’s Historical Commission raised concerns about effects on battlefield land, possible unmarked soldier burials, visual and auditory effects from data centers and related infrastructure, and potential harm to the integrity of the Manassas Battlefield National Register Historic District. The commission’s letter records its position in a proposal review; it is not a completed impact finding or a determination that every concern would occur.
Prince William County planning materials describe a broader review that included traffic, land use, environmental issues, areas abutting the battlefield and forest, and cultural resources. The example shows why a nearby historic resource can make a proposal’s setting and associated infrastructure relevant alongside the project footprint itself. It does not establish the outcome of the proposal or predict effects at other historic sites.

How cultural-resource review can enter permitting
For some federally connected projects, cultural-resource coordination may be part of the permitting process. The Federal Permitting Dashboard entry for QTS Richmond Technology Park DC5 describes Section 106 coordination under the National Historic Preservation Act alongside environmental surveys. That example demonstrates a review pathway, not the outcome of the review or a process that applies identically to every project.
For a specific location, check whether archaeological surveys, historic-resource inventories, consultation records, viewshed analysis, and any applicable local or federal review are available. The existence of a review does not by itself show that a resource will be affected, that all effects have been resolved, or that a permit imposes effective protections. Read the findings and conditions, including any commitments for avoidance, monitoring, or treatment of discoveries during construction.

Potential local benefits include property-tax revenue, construction activity, and negotiated community commitments. These should be assessed separately: a forecast is not the same as money received, a temporary construction boost is not the same as long-term employment, and a community agreement is only as useful as its terms, beneficiaries, duration, and enforcement.
Fairfax County reports approximately $110.6 million in data-center tax contributions in tax year 2026, equal to about 1.9 percent of its FY 2027 General Fund revenue. Those figures describe Fairfax County alone; they are not a typical revenue estimate for other localities. The Michigan Citizens Research Council notes potential benefits such as property-tax revenue and community-benefit agreements while characterizing long-term economic development benefits cautiously.

For covered data center projects with peak electricity demand above 25 megawatts, the order conditions specified permits and authorizations on conformance with the framework and submission of a community benefits agreement aligned with state standards. Its scope depends on the order’s terms and applicable agencies; the threshold should not be treated as a nationwide requirement or assumed to apply to every project in Massachusetts.

Which local evidence should you check?
When comparing proposals or evaluating one site, use the same questions for each and separate verified measurements from forecasts, reported concerns, and commitments. Useful records may be distributed among planning departments, utilities, water providers, permitting agencies, and historic-preservation bodies.
- Homes and sensitive uses: Measure distances from property lines to homes, schools, and other sensitive uses. Check proposed setbacks, building heights, screening, and the location of outdoor equipment.
- Construction: Review the schedule by phase, expected truck routes, road capacity, work hours, road-maintenance plans, and how emergency access and school routes will be protected.
- Noise: Read the sound study’s assumptions and measurement locations. Check permit limits, monitoring, complaint handling, and required corrective action.
- Water and wastewater: Identify the water source, projected use, cooling method, reuse potential, local water conditions, discharge destination, and treatment requirements.
- Electricity and cost allocation: Find the expected load and required substations or transmission work. Distinguish dedicated upgrades from shared grid investments, then check who pays and how rates are regulated.
- Historic and cultural resources: Check archaeological sensitivity, historic districts, battlefield or landscape views, consultation records, and applicable Section 106 or local review.
- Benefits and mitigation: Look for enforceable terms that name who benefits, when commitments begin, how long they last, who monitors compliance, and what happens if a requirement is missed.
For a named project, current zoning documents, project plans, water and power disclosures, sound studies, cultural-resource surveys, consultation records, and permit conditions provide a stronger basis for judgment than sector-wide generalizations. If a document describes a concern, identify who raised it and whether it was later measured, addressed, or left unresolved. If a project promises mitigation or community benefits, look for the binding approval or agreement that makes the promise enforceable.
How to interpret the available figures
Published statistics are useful only when their geographic and methodological limits remain attached. JLARC’s proximity analysis covered eight Virginia localities accounting for nearly all data centers in the state. In that analysis, more than 60 percent of data centers were more than 500 feet from residential-zoned properties, while 29 percent of operational data center properties were within 200 feet of residentially zoned properties. The distances were measured property-line to property-line. These figures describe the studied Virginia localities and zoning categories, not a national pattern or a measure of every resident’s actual exposure.
Likewise, a complaint count is not a sound-level measurement, a water-reuse case is not a sector-wide consumption rate, and a tax contribution in one county is not a transferable revenue forecast. Before applying any figure to a new proposal, check who produced it, what locations or sites it covers, what was measured, and when the underlying conditions were recorded.
