Animals with the same genome can behave differently because DNA does not prescribe every step of development or every response to experience. Small differences in cellular events, developing neural circuits, and environmental inputs can accumulate into distinct behavioral tendencies. Epigenetic regulation may help connect some of those influences to lasting differences in gene activity, but it is one part of a larger explanation—not a universal cause of individuality.
What genetic identity does—and does not—mean
A shared genome gives animals many of the same inherited instructions and constraints. It does not guarantee that every cell develops identically, that each animal receives exactly the same experiences, or that its nervous system will produce the same response in every situation. Even animals described as genetically identical can therefore differ in physiology and behavior.

Behavior is an outcome of a developing organism, not a direct readout of DNA. Genes contribute to the building and functioning of the body and nervous system, while development and experience shape how those systems form and respond. The result is not a choice between “genes” and “environment”: inherited biology, environmental inputs, and variation within development can interact.

Benjamin L. de Bivort’s 2025 review, “The Developmental Origins of Behavioral Individuality,” addresses the persistence of behavioral differences even among animals with the same genome and rearing environment. That observation does not mean their lives were literally identical in every respect. It means that matching the conditions researchers can measure does not necessarily make development or behavior a perfect copy.

How small differences can become behavioral differences
Development is not a perfectly repeatable process
As an animal develops, cells divide, communicate, and take on different roles. Molecular interactions and cell-level events can vary probabilistically. Small variations at one stage may influence later events; when development involves nonlinear processes, a modest initial difference can be amplified rather than simply disappearing.
For example, differences in how cells develop can contribute to differences in body systems or the formation of neural circuits. Neural circuits help govern how an animal processes signals and produces actions. If circuits develop or function somewhat differently, animals may acquire different behavioral tendencies even without a clearly identifiable difference in external exposure.
A 2015 review describes how stochastic cellular events, nonlinear processes during patterning and morphogenesis, and probabilistic self-reinforcing processes in adult life can produce different phenotypes from the same genotype in the same environment. It also discusses evidence for such variation under tightly standardized laboratory conditions. The review is available through PubMed.
“Stochastic” does not mean uncaused
Stochastic variation is probabilistic variation: the exact outcome of a process is not perfectly predictable, even when its general rules are known. It should not be confused with an event that has no biological causes. Genes, cellular context, and environmental conditions can all influence probabilities and outcomes; the point is that they need not determine every detail in a one-to-one way.

Nor does stochasticity mean that behavior itself is simply random. An animal can show a stable preference or tendency that arose partly through developmental differences, while still responding to its current situation. A probabilistic developmental process can help establish a persistent bias; it does not imply that all later actions lack structure.
Why “the same environment” is rarely literally identical
Animals housed in the same cage, nest, or laboratory room share many conditions, but they do not necessarily encounter the same inputs at the same time or in the same way. Their positions, social interactions, sensory experiences, and timing of exposure can differ. Maternal effects and internal physiological states can also vary between individuals. A difference may therefore reflect an environmental input that was not measured, a difference in how an animal experienced a shared input, or variation arising during development.
This distinction matters when interpreting studies. “Same measured conditions” means that researchers controlled or recorded specified features of the environment. It does not prove that every animal had an identical history down to each interaction and physiological response. Even with careful standardization, stochastic developmental variation can remain, as the 2015 review describes.

A small difference in experience might interact with an animal’s developmental state; in another case, a behavioral difference may persist despite no identified exposure difference. Without evidence that separates these possibilities for a particular behavior and organism, it is more accurate to describe interacting routes than to assign one universal cause.

How experience and neural circuits shape behavior
Behavior depends on nervous systems that develop and respond to environmental signals. Experiences can affect neural function, and neural circuits can differ in their features, activity, or modulation. De Bivort’s 2025 review discusses neural-circuit features, neural activity, and neuromodulation in relation to behavioral individuality. These are ways that differences in biological systems may be associated with distinct behavioral tendencies; they do not by themselves establish a single cause for every observed difference.
A 2020 review by Natalie Niepoth and Andres Bendesky describes nervous systems as adapting to environmental changes at multiple timescales. That perspective helps explain why behavior can reflect both developmental history and more immediate conditions. An animal’s response is produced by a system that has developed and adapted, not by its genome operating in isolation.
When comparing two animals, it is useful to distinguish a lasting tendency from a momentary difference. Two animals may behave differently because their systems have developed differently, because their recent experiences or surroundings differ, or because they are responding differently to the same immediate situation. The available evidence for a particular behavior determines which explanation is justified; the general fact of behavioral variation alone cannot identify the mechanism.
What epigenetic regulation contributes
Epigenetic regulation refers to changes in gene activity that do not alter the DNA sequence itself. Such regulation can affect which genes are active and to what extent. Some regulatory states can persist through cell divisions, and some forms may persist across generations, but the extent and mechanisms vary by context.

Epigenetic regulation is relevant because it can provide a possible bridge between developmental conditions or experience and differences in gene expression. Reviews of rodent research describe environmental signals modifying epigenetic state during both early development and adulthood. In principle, such regulatory differences can contribute to persistent differences in phenotype, including traits relevant to behavior.
That does not mean every experience rewrites an animal’s epigenome, that every epigenetic difference causes a behavioral difference, or that an observed association proves cause and effect. Epigenetic regulation is one potential mechanism among several. It should not be used as a catch-all label for any lasting effect of the environment, nor as a complete explanation for individuality.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Three interacting routes to behavioral variation
| Route | What can differ | How it may affect behavior | Important qualification |
|---|---|---|---|
| Environmental induction | Experiences or developmental conditions | Signals can affect physiology, neural function, and gene regulation. | Effects depend on the exposure and context; environmental influence does not explain every difference between genetically identical animals. |
| Stochastic developmental variation | Molecular or cellular events and developmental trajectories | Early variation may be amplified into differences in physiology or neural circuits. | Reported even under standardized conditions; stochastic does not mean wholly random or uncaused. See the 2015 review record. |
| Epigenetic regulation | States of gene activity without a change in DNA sequence | Regulatory differences may mediate or help stabilize differences in gene expression. | Persistence varies, and epigenetic regulation is a possible mechanism, not a complete explanation. |
The routes can overlap. An environmental signal may affect gene regulation; developmental variation may change how a signal is received; and differences in neural systems may influence later responses to experience. The relative contribution depends on the species, behavior, stage of development, and conditions being studied. There is no universal percentage that divides behavioral variation into genetic, environmental, epigenetic, or stochastic shares.
Honeybee queens and workers: an environmental example
Honeybee queens and workers illustrate how different developmental conditions can lead to strikingly different outcomes even when animals originate from the same genome. A 2018 review of animal epigenetic variation describes their distinct morphology, social behavior, and lifespan following differences in larval feeding.
Best Value
This is an example of environmental and developmental influence, not a clean demonstration of random developmental variation: the contrast involves different food conditions. It shows why genetic identity does not dictate a single outcome, but it should not be used to claim that the same environmental conditions generated the difference.
Can behavioral differences benefit animals?
Behavioral variation may sometimes have an adaptive role. One possibility discussed in the literature is bet-hedging: variation among individuals could help a group fare across uncertain conditions. This is a hypothesis for some cases, not a universal, established function of every behavioral difference. A difference can occur without being beneficial, and its presence alone does not show that it evolved for a particular purpose.
What can—and cannot—be concluded
When animals with the same genome behave differently, the sound conclusion is that genetic identity does not make development deterministic in every detail. Differences may arise through stochastic molecular and cellular events, environmental inputs and experience, epigenetic regulation, or interactions among them. Researchers can identify more specific causes only by studying the particular organism, behavior, developmental stage, and exposures involved.
It is equally important not to overstate what a shared setting establishes. Similar housing and controlled conditions make comparisons more informative, but they do not prove that animals received identical experiences or followed identical developmental paths. And while epigenetic regulation can help connect gene activity with persistent differences, it is not synonymous with environmental influence and does not account for all individuality.
