Google Ads Conversion Lift estimates incremental conversions with a controlled experiment: eligible users or geographic areas are split into a treatment group that can receive the ads and a control group that is held back. The difference in conversion outcomes between those groups is the estimated effect caused by the campaign under the study’s design. This is different from the conversions a normal Google Ads attribution report credits to an ad.
What Conversion Lift actually measures
Conversion Lift is Google Ads’ incrementality measurement feature. Instead of asking which ad receives credit under a configured attribution model, it asks what happened to a comparable group that was not exposed to the campaign. The treatment-versus-control contrast is intended to estimate conversions that would not have happened without the advertising.

Google Ads Help describes the objective as measuring “the incremental conversions driven by your Google Ads campaigns.” The word incremental is important: a person may convert after seeing an ad without the ad being the reason they converted. Conversion Lift attempts to separate that underlying conversion activity from the additional activity associated with ad exposure.

How the treatment-and-control experiment works
User-based studies
In a user-based study, Google assigns eligible users to two groups using aggregated user attributes. The treatment group remains eligible to receive the selected ads. The control group is held back from those ads for the experiment. Google then compares conversions recorded for both groups during the study window.
User-based designs can support analysis by factors such as age and gender when the study has enough data. Assignment happens at the user level, so the comparison can be more direct than a regional test when users can be reliably kept in their assigned groups.
Geography-based studies
A geo-based study assigns non-overlapping geographic areas to treatment and control groups. Outcomes are aggregated by region rather than assigned person by person. This design can accommodate offline conversion data and is useful when a business cannot reliably withhold ads from individual users.

Geographic experiments have a specific contamination risk. Someone in a treatment area may see an ad and later convert in a control area, or someone in a control area may encounter an ad while traveling into a treatment area. Either situation narrows the observed difference and can make the measured lift look smaller than the campaign’s true effect. Geo-based studies generally require more budget than user-based alternatives because regional estimates need substantial volume.

| Design | How groups are formed | Distinct strength | Main interpretation risk |
|---|---|---|---|
| User-based | Eligible users are assigned to treatment or control using aggregated user attributes. | Direct user-level comparison; can support slices such as age and gender. | Results depend on eligible-user volume, conversion quality and the study’s assignment and reporting conditions. |
| Geography-based | Non-overlapping geographic regions are assigned to treatment or control. | Can use offline data and regional outcome measurement. | Cross-region exposure or conversion can contaminate groups and reduce the measured difference; budget needs are usually higher. |
Incremental conversions versus attributed conversions
For a user-based study, Google’s published formula is:
Incremental conversions (absolute lift) = Treatment conversions − Control conversions
If the treatment group records 1,240 conversions and the control group records 1,000, the estimated absolute lift is 240 conversions for that study. The 240 is not a count of conversions assigned to individual clicks or impressions. It is the difference between outcomes in the two experimental groups.

Standard attributed conversions in Google Ads are calculated from the conversion action’s tracking configuration and attribution rules. Those rules determine how credit is distributed among ad interactions. Conversion Lift instead compares group outcomes over the study duration and does not simply reuse the account’s attribution model. The figures answer different questions:

- Attributed conversions: How many conversions does the configured reporting and attribution system credit to the ads?
- Incremental conversions: How many more conversions occurred in the ad-exposed group than in the comparable holdout group?
Do not add the two figures together or treat one as a correction factor for the other. An attributed total can include conversions that would have happened anyway, while a lift estimate can be lower, higher or negative depending on the control comparison and uncertainty.
The metrics in a Conversion Lift report
| Metric | Definition | What it helps answer | Important qualification |
|---|---|---|---|
| Incremental conversions (absolute lift) | Treatment conversions minus control conversions. | How many additional conversions the study estimates. | The estimate applies to the study’s selected campaigns, conversion actions and period. |
| Relative lift | Incremental conversions divided by control conversions. | How large the estimated increase is relative to the baseline conversion count. | It can theoretically range from −1 to infinity. A small control count can produce a very large percentage. |
| Incremental cost per action (iCPA) | Total ad spend divided by incremental conversions. | What the campaign spent for each estimated additional conversion. | If incremental conversions are near zero or negative, the figure can be unstable or not useful for optimization. |
| Incremental conversion value | Treatment conversion value minus control conversion value. | How much additional value the study estimates. | Conversion values can be volatile, which can widen uncertainty. |
| Incremental return on ad spend (iROAS) | For user-based reporting, incremental conversion value divided by total spend. | Additional value generated per dollar of ad spend. | Geo-based documentation defines iROAS using incremental conversion value divided by incremental cost. Use the denominator shown in the specific report instead of assuming every view uses the same definition. |
Relative lift should always be read with the control-group count. For example, a large percentage based on a very small baseline may represent only a few conversions and carry broad uncertainty. Absolute lift, baseline volume, spend and the interval around the estimate provide a more grounded business view.
Eligibility, supported campaigns and practical requirements
Google’s user-based setup guidance lists public thresholds, but access is account-specific and not guaranteed by meeting them. Google says Conversion Lift is not available to every Google Ads account and directs advertisers to contact their Google account representative about eligibility.
| Requirement or setting | Published guidance | How to use it |
|---|---|---|
| Observed conversions | At least 1,000 observed conversions for the user-based setup guidance. | Confirm that the selected conversion action and campaigns can supply enough qualifying volume. |
| Study budget | Minimum study budget of $5,000 USD in the current user-based requirements. | Treat this as a stated setup threshold, not a guarantee that the resulting estimate will be precise. |
| Conversion action | At least one compatible conversion action. | Choose an action with consistent tracking and a definition that matches the business question. |
| Supported campaign types | Display, Search, Video, Demand Gen, App Campaigns and Performance Max are listed. | Check the current interface because campaign eligibility and product rules can change. |
| Excluded campaign types | iOS App campaigns and Travel Ads are excluded from the cited setup guidance. | Do not assume an excluded campaign can be added to the experiment. |
Study power depends on the selected conversion actions, daily budget, duration, holdback percentage, historical account-level campaign data and the lift the system expects to detect. Google’s feasibility guidance offers certainty settings from 50% to 95% in five-percentage-point increments. It describes 90% or greater certainty as a target for more reliable decisions; results between 50% and 90% may be directional rather than conclusive.

How to configure a study
- Confirm access and the measurement question. Check whether Conversion Lift is available in the account and decide which campaigns and conversion action will answer the business question. A study measures the selected campaigns’ incremental contribution on top of other active marketing, not the isolated effect of every channel.
- Select comparable campaigns. Google recommends grouping campaigns that share campaign type, audience and targeting strategy. Mixing materially different targeting approaches can make the combined estimate difficult to interpret.
- Choose user-based or geo-based assignment. Use the user-based option when a user-level holdback is feasible. Consider geo-based measurement when offline outcomes are essential or individual-user assignment is impractical, and document the possibility of cross-region contamination.
- Set the holdback. A larger holdback, up to 50% according to Google’s setup guidance, creates more comparison observations but withholds more eligible users from ads. A smaller holdback protects more reach but may require a longer study to collect enough control conversions. Use the configuration recommendation in the study tool as a starting point rather than treating it as a promise of precision.
- Set duration around conversion lag. Google says a study can be as short as seven days, but typically recommends more than 14 days and lists at least 14 days in its best-practices guidance. Allow additional time when people commonly convert weeks after an ad interaction.
- Check data and budget conditions. Verify that conversion tracking is stable, the selected campaigns can spend the planned budget and the expected volume is sufficient. Changing conversion definitions or abruptly altering targeting during the test can undermine comparability.
- Launch and document the design. Record campaign IDs, conversion actions, dates, holdback, budget, geography or audience scope, certainty setting and any concurrent marketing activity. These details are needed to explain the result later.
Google reports that studies with long conversion lag running for fewer than 14 days have shown up to a 17% drop in Absolute Lift. That is Google’s reported observation, not a universal penalty that applies identically to every advertiser.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How certainty and methodology affect the result
A lift percentage without an uncertainty interval is incomplete. The interval describes the range of results compatible with the study data under the selected statistical method. Report whether the displayed value is interim or final, and show the control baseline alongside the estimate.
Google has been transitioning Conversion Lift methodology from Frequentist methods toward Bayesian methodology during 2025. The public guidance does not establish which method is active for every advertiser, so check the study report and current account documentation. The interpretations differ:
Recommended Free Tools
- Frequentist reporting uses significance and confidence intervals, which describe long-run properties of a procedure rather than the probability that a particular hypothesis is true.
- Bayesian reporting expresses certainty as the probability of lift and uses credible intervals. Google says user-based Bayesian studies may combine historical campaign information with study data.
Google’s Bayesian methodology guidance also describes reporting conditions including at least 150 treatment conversions and 65 control conversions. Those are page-specific conditions for results to appear under that methodology guidance; they should not be generalized as universal thresholds for every account or design.

How to interpret user-based and geo-based reports
Start with the absolute estimate
Read incremental conversions and incremental conversion value before looking at relative percentages. Ask whether the estimated number of additional conversions is commercially meaningful at the observed spend and whether the interval includes little or no lift.
Use the control group as the baseline
The control group represents the study’s estimate of what would have happened without the selected ads. A low baseline can make relative lift look spectacular while leaving the absolute count modest. Always display the treatment and control conversion counts when presenting the result.
Account for conversion lag
An interim result can undercount conversions that occur after the ad exposure window. Google recommends waiting until a user-based study ends for the most accurate result, even though cumulative estimates may appear while it runs. Geo-based reports can also offer an optional cooldown range, which Google recommends for advertisers whose conversion cycles are longer than a few weeks.

For user-based iCPA and iROAS, use the definitions in the user-based metric guide. For geo-based reporting, identify whether the report uses total or incremental cost. Naming the exact metric prevents an apparently identical iROAS label from being compared across incompatible report types.
Common failure modes and how to avoid them
- Confusing attribution with causality: Do not label attributed conversions as incremental. Present the attribution report and the lift report as separate measurements.
- Over-reading a large relative lift: Inspect control conversions, absolute lift and the uncertainty interval before making a budget decision.
- Running too short a test: Extend duration when conversion lag is long; a seven-day minimum is not a recommendation for every business.
- Changing the experiment midstream: Keep campaign targeting, conversion definitions and measurement settings stable unless the change is documented and its effect is understood.
- Ignoring other marketing: Active search, organic, email, retail or offline activity remains part of the background environment. The study estimates the selected campaigns’ contribution on top of that environment.
- Allowing geo contamination: Choose regions with practical separation, monitor travel and cross-region behavior where possible, and qualify the result if people can easily see ads outside their assigned area.
- Treating an interim estimate as final: Mark every in-flight figure as interim and wait for the completed study when the decision can tolerate the delay.
- Assuming public thresholds guarantee access: The 1,000-conversion and $5,000 requirements come from Google’s published setup guidance; account eligibility remains subject to Google’s availability rules.
A decision framework for using the result
Use the result to answer four separate questions:
- Did the ads create additional outcomes? Look at absolute lift and its interval, not attribution alone.
- Was the effect efficient? Compare incremental conversions or value with spend using the report’s stated iCPA or iROAS definition.
- Is the estimate reliable enough for the decision? Consider certainty, interval width, control volume, study completion and conversion lag.
- Can the finding be applied elsewhere? Limit conclusions to the tested campaigns, audience or regions, conversion action and dates. A result from one design does not automatically transfer to a different campaign or season.
Conversion Lift is most useful when treated as an experiment with explicit assumptions. Its treatment-control difference can reveal value that click- or impression-based attribution misses, but the quality of that estimate depends on adequate volume, a clean holdback, sufficient duration and honest reporting of uncertainty.
