Platforms and rights holders negotiate individual deals, which may include a fixed minimum guarantee, development-cost support, sales-based royalties, usage-based royalties, or a combination. The specific terms for a named game or service are often not public, so claims that developers are universally paid a set amount per download, hour played, or subscriber are not established.
How game subscription deals can be structured
Access to a game through a subscription library is not the same transaction as a player buying that game. The service needs rights to offer the game, and the publisher or developer may be compensated under terms negotiated for that license. Publicly documented contract categories include the following:

These categories describe possible contract structures, not a standard menu that every platform offers or a formula that applies to every game. A public description of one company’s accounting policy or one academic study’s observed categories cannot reveal the terms of an individual, private contract.

Public evidence cited here does not establish a universal Game Pass rate per download, per hour played, or per player. A usage-based royalty is one possible negotiated structure, but that does not prove that Game Pass—or any other service—allocates subscription revenue according to hours, downloads, or player-days in every deal. Without terms for a particular agreement, those claims should be treated as unverified.

Microsoft’s 2025 Xbox Developer article says the ID@Xbox program had paid more than $5 billion in royalties. That is a cumulative program-wide figure, not a total for payments made through Game Pass. The same article reports over 20% more hours played per user for games that support Xbox Play Anywhere; this is Microsoft’s engagement comparison, not evidence of a Game Pass payment formula.
Why a publisher’s accounting figures do not reveal a platform’s payout split
Accounting disclosures can describe how a publisher recognizes revenue without showing how a particular subscription platform allocates its subscriber revenue. Electronic Arts, for example, says it recognizes its own subscription revenue ratably over the subscription term. Separately, it says third-party licensees typically pay fixed minimum guarantees and/or sales-based royalties. Those statements concern distinct revenue arrangements; the first does not explain the platform’s payment to a third-party game publisher.

EA also says its license arrangements may include multiple performance obligations, including a time-based software license and future update rights. A reported accounting value may therefore reflect obligations under a license rather than a simple per-player or per-hour payment.
What public figures can—and cannot—tell you
Consumer spending on subscriptions is not the same as money paid to developers or publishers. The Australian Competition and Consumer Commission’s March 2025 report describes game subscriptions as recurring-fee access to a library, similar to renting access rather than buying each game. It lists services including Xbox Game Pass, PlayStation Plus, Google Play Pass, Apple Arcade, Nintendo Switch Online, Ubisoft+, EA Play, and Netflix. That list is a dated Australian snapshot, not a current global catalogue or a comparison of their contract terms.

The ACCC cites Interactive Games and Entertainment Association figures of A$329.5 million in Australian gaming-subscription spending in 2023, up 31% from A$251 million in 2022. Those are consumer spending figures for Australia, not publisher or developer payouts. The available public evidence does not provide comparable, current payout formulas for each service named in the report.
Do not confuse cloud-streaming terms with a multi-game subscription deal
Microsoft’s terms for eligible streaming providers say those providers do not receive game-sale revenue, in-app purchase revenue, or other future game-related transactional revenue generated by streamed eligible games, subject to the agreement’s terms. The page distinguishes those arrangements from separate multi-game subscription agreements. It should not be used as evidence that Game Pass pays publishers under the same rule.

What to check when a specific payout claim is made
A headline figure is meaningful only if it identifies what the number measures and which agreement it concerns. For a documented deal, check:

- Payment basis: Is the amount fixed, tied to development costs, based on sales, tied to usage, or hybrid?
- Guarantee and recoupment: Is there a minimum guarantee, and does the contract say whether or how advances or costs are recouped?
- Scope and duration: Which platforms and territories are licensed, for how long, and with what exclusivity or removal rights?
- Reporting and audit: What usage or sales data is reported, and what access does the rights holder have to verify it?
- Additional content and transactions: How does the agreement treat downloadable content, updates, and in-game purchases?
- Meaning of the figure: Is it a platform payment, a publisher’s accounting value, a program-wide total, or consumer spending?
Unless those details are disclosed for the specific game and agreement, a general payout claim cannot establish how much a developer or publisher receives from a particular subscription service.
