It must communicate with data interfaces and institutional services, protect account access, remain usable across devices and abilities, and operate within a larger environment of infrastructure and third-party dependencies. There is no single architecture or regulatory obligation that applies to every U.S. financial app.
What does a financial frontend do?
The frontend is the user-facing layer of a web or mobile application: it displays information, collects input, and lets a customer request actions such as viewing account activity or making a payment. To do that, it exchanges information with services behind the interface. Those services may handle identity checks, retrieve or update financial data, enforce permissions, and coordinate with other institutional systems.

The exact arrangement varies by institution, product, and task. A frontend is not the account system itself, and a screen that appears simple to the user may depend on several connected services. The FFIEC’s Architecture, Infrastructure, and Operations handbook treats architecture, infrastructure planning, governance, risk management, and operations as connected concerns. Its guidance highlights interconnected assets, processes, and third-party service providers; it is examination guidance, not a blueprint prescribing one software stack.

Interfaces depend on the data-sharing arrangement
An app can obtain or act on data through interfaces and services authorized for its particular use. The sharing arrangement, parties involved, and applicable rules differ, so it would be misleading to assume that every banking app connects to every institution in the same way.

What Regulation 1033.311 says about covered developer interfaces
For developer interfaces within the scope of 12 CFR 1033.311, the CFPB rule specifies standardized, machine-readable data formats and commercially reasonable performance. It sets a minimum proper-response rate of 99.5% for each calendar month. The calculation and the treatment of requests and responses during qualifying scheduled downtime are governed by the regulation’s terms. This is a requirement for covered interfaces, not a general uptime guarantee for every financial website, app, or service.
The regulation also addresses credentials. Section 1033.311(e)(1) states: “A data provider must not allow a third party to access the data provider’s developer interface by using any credentials that a consumer uses to access the consumer interface.” The paragraph includes a service-provider provision, so the full subsection matters when determining how the rule applies to a particular arrangement. The regulation also specifies an applicable information security program. Whether these requirements apply depends on the entity, activity, and data in scope; consult the current rule text and status rather than treating this summary as a legal determination.

How do financial apps protect account access?
Authentication establishes who is attempting to use a system; access controls determine what that authenticated user or service is allowed to do. A secure design must account for both customer-facing sign-in and access by other users or systems. The FFIEC interagency guidance on authentication and access calls for risk assessment and layered security. It discusses multi-factor authentication (MFA), or controls of equivalent strength, as enhanced measures where warranted—not as one prescribed mechanism for every product, user, or risk level.
The Federal Reserve-hosted guidance emphasizes that practices depend on institutional circumstances: “The application of these principles and practices may vary at financial institutions based on their respective operational and technological complexity, risk assessments, and risk appetites and tolerances.” In practice, the authentication approach should follow an assessment of the access being protected and the risks involved; the frontend alone cannot enforce the institution’s full security model.

What accessibility and interaction issues should teams consider?
Accessibility is part of building an interface people can use, not a finishing touch limited to visual styling. CFPB design guidance calls attention to people with a wide range of abilities as well as constraints such as smaller or older devices and low-bandwidth connections. Those conditions affect choices about content structure, interaction patterns, page weight, and how clearly an app reports errors or confirms an action.
The CFPB Design System offers reusable HTML, CSS, and JavaScript patterns and common components to help CFPB teams create consistent, accessible products. It is an official example, not a required or endorsed framework for all financial companies. CFPB guidance states that current Section 508 standards applicable to the agency require electronic content to conform to WCAG 2.0 AA; that agency-specific statement should not be generalized into a blanket legal requirement for every private financial application.
The CFPB Design System’s “Design and development” guidance reported that more than half of visitors to consumerfinance.gov used a mobile device as of August 2022. That figure describes that website at that time, not current device use across the financial-services industry.

How should teams evaluate a financial frontend?
Framework choice alone cannot establish whether an application is appropriate. The relevant questions are how the interface fits its data-sharing and risk environment, and whether its user experience and operations support the people and services that depend on it.
Best Value
| Evaluation area | Questions to ask |
|---|---|
| Data interface and regulatory scope | Which data interface is being used, what data and parties are involved, and do requirements such as 12 CFR 1033.311 apply? |
| Authentication and access | What risks arise from the access being granted, and are layered controls appropriate for the users and systems involved? |
| Accessibility and conditions of use | Can people with different abilities use the flows, and do they remain workable on smaller or older devices and slower connections? |
| Performance and reliability | How is service performance measured, what availability expectations apply, and how are planned interruptions handled? |
| Operations and dependencies | Which institutional services, infrastructure, processes, and third parties does the user-facing experience depend on? |
These checks reflect the scope of the CFPB’s covered-interface rule, CFPB accessibility materials, and FFIEC supervisory guidance. They do not identify a universally preferred frontend framework or vendor; the cited materials do not make that comparison.
