The dataset distinguishes a headset requirement from a loudspeaker ban and a restriction on outside guides—three rules that are easy to confuse but have different practical meanings.
How the authors assembled the dataset
In its October 2, 2026 account on DEV Community, FP Intern says an initial survey identified 228 candidate rules. The authors judged that list too unreliable to publish as-is because some entries could depend on travel blogs, outdated wording, or incorrect information. They then checked each candidate’s quoted sentence against an official source, such as the institution’s website, a PDF, or an archived page. If they could not locate the sentence in official text, they marked the record as not found. Read the authors’ account on DEV Community.

The authors say a build script retained records that were confirmed or changed and also met their criteria for rule class, status, an HTTPS source, and a nonempty quotation. They report that 197 records passed that filter, with one Turkish rule from Istanbul’s National Palaces documented separately, bringing the total to 198 records across 36 countries. These are the authors’ reported figures; the underlying venue sources and every row have not been independently audited here.

What the three rule classes mean
The classifications separate what a venue actually restricts. In particular, a ban on loudspeakers is not evidence that headsets are required.

| Class | Meaning in the dataset | Reported records |
|---|---|---|
| A | Written rules require headsets or a whisper system for guided groups. | 66 |
| B | Amplification is prohibited, but headsets are not mandatory. | 75 |
| C | Indoor narration is restricted to the venue’s own guides or audio guides. | 57 |
Counts are reported by FP Intern in 2026. Class A is the only one of the three that directly describes a headset or whisper-system requirement; class B addresses amplification, while class C addresses who may provide indoor guiding.
How to read a record’s fields
Threshold and guide count
The threshold field records the smallest group size covered by a numeric rule. For example, the authors say wording that applies to “more than 8” is stored as 9. They report thresholds from 3 to 26, with 7 and 11 most common. An empty threshold means, in their interpretation, that the rule applies to every group. A separate field records whether the guide counts toward the group size as true, false, or empty; empty means the source text does not specify, rather than that the authors inferred an answer.

Device policy
Device-policy values include own-allowed, unspecified, institution-only, app-banned, phone-banned, and headphones-banned. FP Intern reports that 132 of the 198 records have an unspecified device policy and 39 explicitly allow a group’s own system. “Unspecified” means the source does not state whose equipment is allowed; it is not permission to bring any device. Check the venue’s current rule before using outside equipment.

Each record is described as including the original-language sentence and an official source URL so readers can inspect the wording themselves. The article also reports that 38 rules took effect in 2024 or later, plus one Bruges canal-boat rule said to start in 2029. Those dates are the authors’ reported data, not a guarantee that a rule remains current. The article says the issuing bodies retain rights to their quoted text.

How to access and use the data
The authors describe CSV and JSONL versions, and show a pandas example for loading the CSV in their article. They say the same JSON fact packs also feed the human-readable Your Next Tours page, a Hugging Face dataset, and a Kaggle dataset; each row’s page URL links to an anchor in the human-readable list.
When checking a particular venue, compare the class, threshold, whether the guide counts, device policy, rule status or effective date, and the linked official wording. Treat the dataset as a way to find and interpret a reported rule, not as a substitute for the venue’s current instructions. Before relying on a restriction or bringing a system, open the record’s official source and confirm that it still applies to your visit.

Receiver volume can be changed by + or - button anytime. These are basically all the main operations.
What the verification claim does—and does not—establish
“Verified” describes the authors’ process of locating candidate quoted sentences in official text and screening records against stated criteria. It does not mean an independent auditor confirmed all 198 entries, that every venue’s policy remains unchanged, or that an unspecified equipment policy allows a group’s system. FP Intern says it plans quarterly source checks, but whether later checks have occurred is not established here. Readers should inspect each linked official source directly because venue rules can change.
