Fish passage is a system of routes and operating measures that helps fish move past a dam in the direction their life cycle requires. Trout may travel upstream through a ladder, fish lift or collection-and-transport system; downstream, they may be guided around turbines through screens and bypasses, or use another route judged safe for that site. No single design works for every dam or trout population: success depends on species, life stage, swimming behavior, river flow and how the facility is operated.
Why trout need more than a way over the dam
A hydropower dam changes the river into a barrier and can expose downstream-moving fish to turbine intakes and other unsafe routes. Fish passage aims to maintain movement around that obstacle, but the needed route depends on where a particular trout population goes and when. Some trout move between habitats within a river; not every trout population follows the same migration pattern or needs the same kind of passage.

Passage is therefore a two-direction problem wherever the fish’s life cycle requires movement both ways. An upstream ladder may help fish reach habitat above a dam, but it does not by itself address the risks faced by fish moving downriver. The U.S. Fish and Wildlife Service’s 2025 Region 1 guidelines specifically call for year-round passage in both directions for Bull Trout. Passage systems can include concrete channels, lifts, screens and bypasses, but they are not just structures. Operating flows and other operational measures can be part of the route, too. How trout move upstream
Upstream systems must do more than provide a route: fish need to locate and enter it. A ladder generally attracts fish to an entrance and lets them swim through a sequence of pools or steps to reach water above the dam. A lift collects fish in a chamber and raises them over the barrier. Trap-and-haul collects fish and transports them in specialized vehicles or barges to a release point above the dam. Each method solves the barrier differently, and none is automatically the best choice at every site.

These options should be compared by more than how many fish they move. Their routes differ, and their suitability depends on whether fish can find and enter them, the fish’s size and swimming ability, river conditions, and the passage objective. NOAA Fisheries says that, in the context of California rim dams, it prefers ladders where practical while recognizing that collection-and-transport may be needed when ladders are infeasible. How downstream passage avoids turbine risks
A trout moving downstream faces a different problem from one swimming upstream: it may be carried toward a turbine intake or otherwise pass through an unsafe route. A downstream system can use screens to guide fish away from the intake and into a bypass that carries them past the facility. Spill routes and other passage routes may also be considered. The route needs to work for the species and life stage expected to use it; a facility that serves juveniles may not provide the same benefit to adults.

Bull Trout illustrate why fish size, behavior and route orientation matter. USFWS Region 1 notes that adults generally use deeper habitat than juvenile salmonids, so surface-oriented downstream facilities may provide reduced benefit to adult Bull Trout. Its guidelines recommend including safe downstream passage for adult Bull Trout where they occur. Fish-friendly turbines are not a universal guarantee
In an example reported by the U.S. Department of Energy, 99% of rainbow trout and American eel in the 8–20-inch size range moved through a Natel Energy Restoration Hydro Turbine unharmed in a field study coordinated with Pacific Northwest National Laboratory. The DOE page does not establish a publication date for that result. The figure applies to those species, that size range, that turbine and that study context; it is not a general survival rate for trout or a guarantee for other turbines, dams or operating conditions. Why design must fit the dam, fish and river
Passage design balances biological goals with physical and operational constraints. NOAA’s guidance for evaluating alternatives at large California dams identifies habitat quantity and quality, species recovery goals, climate impacts, population importance, engineering feasibility, land ownership and ecosystem effects among relevant factors. A route that works in one setting cannot be assumed to work at another simply because both facilities generate hydropower.

Guidance also has a defined scope. NOAA identifies the 2022 Anadromous Salmonid Passage Design Manual as its consolidated West Coast regional manual, superseding several earlier regional documents. The manual is regional salmonid guidance, not a universal design code for every trout species or dam. The 2025 USFWS Region 1 guidelines add Bull Trout-specific considerations, including two-way movement and swimming evidence. The guidelines caution that the underlying studies used small samples and laboratory settings. Temperature and the difference between laboratory and field performance limit how broadly these values can be applied. They are evidence relevant to Bull Trout passage design, not universal swimming thresholds for all trout or a substitute for site-specific assessment. USFWS Fish Passage Guidelines Version 2.0

How to tell whether passage is effective
A count of fish using a passage structure answers one question: how many were observed using it. It does not necessarily reveal how many fish needed to pass, how many found the entrance, or whether the route met the population-level objective. The Federal Energy Regulatory Commission put the distinction plainly: “Fishway counts are a necessary but sometimes not sufficient measure of effectiveness.” Its report cautions that the number of fish available to pass is often unknown. FERC’s hypothetical example shows why the denominator matters: a ladder that passes 1,000 fish may appear effective until it is discovered that another 9,000 fish reached the dam but did not find the entrance. Those numbers illustrate a measurement problem; they are not a statistic from a real project. A stronger assessment compares passage with an estimate of the target population below or above the dam, in the direction and season relevant to the objective. Population estimates and other monitoring may be needed alongside passage counts.

Evaluation should consider whether fish locate and enter the route, the delay or injury they experience, which life stages pass, and whether the stated passage goal is achieved. Estimates have assumptions: FERC notes, for example, that a calculation may depend on assuming little spawning between sequential dams. The report dates to 2004, so its population-denominator principle is best applied alongside current, project-specific monitoring rather than treated as a current performance finding for any particular dam.
What hydropower context does—and does not—tell you
The DOE article attributes 28.7% of U.S. renewable energy and 6.2% of total U.S. electricity generation to hydropower facilities; the retrieved page does not establish a publication date for those figures. They describe energy context, not the performance of fish passage at any particular dam. The existence or importance of hydropower does not establish that a passage system is effective, just as a passage count alone does not show what share of a fish population got through. What to look for when a dam claims to help trout pass
For a useful assessment, ask what movement the system is intended to support and how its performance is measured. A ladder, lift or transport system may address upstream movement; a screen, bypass, spill route or suitable turbine may address downstream movement. The details matter because each approach serves different routes and potentially different life stages.
- Target fish: Which trout species and life stages are expected to pass, and does the design account for their size and swimming behavior?
- Direction and timing: Does the system address upstream movement, downstream movement or both, during the periods fish need to move?
- Finding the route: Is monitoring looking at attraction and entry, not just fish counted after they have entered?
- Safety and delay: Are injury and delay considered alongside the number that reaches the other side?
- Population share: Is the count compared with an estimate of the fish population that needed passage?
- Operating conditions: Does the route function under relevant river flows and facility operations?
- Applicable guidance: Is the cited manual relevant to the project’s region and species, rather than being presented as a universal rule?
These checks distinguish a visible structure from a demonstrated passage outcome. The core question is not merely whether some trout can use a route, but whether the right fish can find and pass it safely enough, in the necessary direction, to meet the project’s population and management objective.
